Przedmiotem artykułu jest problem ograniczeń rozwoju współczesnej cywilizacji technicznej oraz społeczno-ekonomicznej. Autor polemizuje z tezą o szybkim postępie społeczno ekonomicznym, która ma charakteryzować cywilizację na przełomie XX i XXI wieku. Uważa, że w ostatnich latach nastąpiło wyraźne wyhamowanie procesów rewolucji naukowo -technicznej a sama organizacja życia społeczno gospodarczego jest niedostosowana do wyzwań XXI w; w niektórych przypadkach, zmiany oznaczają regres. W złych rozwiązaniach systemowych upatruje główną przyczynę kryzysów finansowych i gospodarczych lat 2008–2011. Jeśli nie zmieni się system organizacji życia społeczno- ekonomicznego, obecnej cywilizacji grozi niebezpieczeństwo jej upadku, podobnie jak to miało miejsce w przypadku niektórych cywilizacji antycznych. Autor wskazuje również główne niekonsekwencje w rozwiązaniach systemowych organizacji społeczeństw oraz proponuje wybranie pewnych kierunków działań, które – jego zdaniem – mogłyby się przyczynić do usunięcia istniejących patologii.

The issue of the article is the problem of limitations in the development of modern technical civilization. The author contradicts the thesis about rapid socio-economic progress, which is to characterize civilization at the turn of the 20th and 21st centuries. Believes that in recent years there has been a marked slowdown in the processes of scientific and technical revolution, and the very organization of socio-economic life is unsuited to the challenges of the 21st century; in some cases, changes mean regression. In poor systemic solutions, he sees the main cause of financial and economic crises in 2008–2011. If the system of organizing the social economic life does not change, the current civilization is in danger of its collapse, as was the case with some ancient civilizations. The author also points out the main inconsistencies in the system solutions of societal organizations and suggests choosing certain directions of action, which – in his opinion – could contribute to the removal of existing pathologies.

Przedmiotem artykułu jest problem identyfikacji i pomiaru efektów innowacji. Autor uważa, że nadmierne skoncentrowanie się na samym pojęciu innowacji z pominięciem problematyki rachunku efektywności ekonomiczno-społecznej nie sprzyja rzeczywistemu postępowi społeczno-ekonomicznemu. Szczególną uwagę poświęca problematyce transformacji efektów w skali mikro w efekty skali makro społecznej i ekonomicznej. Innowacje są pojęciem abstrakcyjnym stąd też siłą napędową procesów innowacyjnych jest prawidłowy rozwój gospodarki oraz dobra organizacja badań a nie odwrotnie.

The author believes that excessive focus on the concept of innovation is not conducive to real economic and social progress innovation. He is convinced that innovation in the examination should pay more attention to the axiomatic system and criteria of economic calculation Particular attention is paid to the issues of transition effects at the micro level in the effects of macro-scale social and economic. Social development is defined as a process of social changes occurring one after another in conjunction with progress understood as direction of socio-economic development. The aim of the paper is to analyze and evaluate the development of the EU societies, and to assess social progress of the EU-28 member states. The author performed an analysis of the Sustainable Society Index (SSI) and the Social Progress Index (SPI). The findings reveal that the EU-28 countries have attained high level of sustainability in terms of Human Well being and there is an evident convergence between them in this dimension. As it comes to the other two dimensions, that is Environmental Wellbeing and Economic Wellbeing, variation within the EU-28 is much wider (ca. 40%), and points to cross-country divergence. Basic Human Needs that are best addressed across the EU-28, whereas the Foundations of Wellbeing and Opportunity score slightly lower and show a bigger variation.

Postęp techniczny, jako jeden z podstawowych współcześnie czynników wzrostu gospodarczego i rozwoju cywilizacyjnego, może przyczynić się do rozwiązania najważniejszych problemów społeczno-ekonomicznych XXI wieku. Czynnik ten jednak funkcjonuje w sposób bardzo złożony, wymaga stworzenia odpowiednich warunków organizacyjnych a także stwarza potencjalne zagrożenia. Artykuł wyjaśnia, na czym polega istota postępu technicznego, jakie są jego ograniczenia i możliwości. Za właściwą organizację procesu postępu technicznego jest odpowiedzialne państwo, które powinno nim zarządzać, tzn.: inspirować, organizować, zasilać zasobowo i kontrolować jego przebieg. Pomocny w tym procesie może okazać się zarys metodologii badania efektywności postępu w skali makroekonomicznej.

Technological progress, as one of currently basic factors of economic growth and development of civilization, can contribute to solving the most important socio-economical problems of the 21st century. However, this factor functions in a very complex way and requires creating appropriate organizational conditions and poses potential threats. The article explains the nature of technical progress, its limits and possibilities. The state is responsible for the proper organization of the process of technical progress and should manage it – i.e.: inspire, organize, supply resources and control its course. A methodological plan of researching the effectiveness of progress on the macroeconomic scale may be help in this process.
