Prevention of threats from the area of food defence and food fraud on the example of the sushi&food factor company

Purpose: The main purpose of this article was to present the actions taken by the company in the field of its food defence and food fraud. Design/methodology/approach: The article presents the approach used in the analyzed company to supervise the food defence and food fraud area. As part of the analysis, the applicable documents in the scope of the conducted risk analyzes were presented. The adopted methodology for the evaluation of raw materials and their suppliers in the food fraud area is based on the IFS guidelines, as well as an approach developed by the authors of this study, who participated in the implementation of this methodology in the company. Findings: The presented approach to supervision in the area of food defence and food fraud in the analyzed company ensures its continuous development depending on the changing environment and risk factors. The Sushi&Food Factor company is characterized by a high culture of safety and quality of the produced food. Actions are still being taken to support its development in various areas, such as communication, employee involvement, risk awareness. The activities used by the company related to the verification of the effectiveness of supervision over the areas of food defence and food fraud, such as the simulation of unauthorized access or the review and assessment of incidents that have currently occurred on the market, allow for the necessary preventive measures to be taken. Originality/value: The article presents a practical approach to the implementation of the requirements of standards in the area of food defence and food fraud. The article may be an element influencing the improvement of activities in the discussed areas in other enterprises, which may contribute to the development of their food safety and quality culture.

W artykule zaprezentowano wyniki badań, których celem było zdiagnozowanie stopnia ochrony i przygotowania typowej placówki żywienia zbiorowego oferującej swoje usługi dzieciom i młodzieży pod kątem możliwości ataku terrorystycznego ukierunkowanego na żywność. Oceny dokonano za pomocą arkusza opracowanego przez FDA (Food and Drug Administration) w Stanach Zjednoczonych, stosowanego w podobnych przypadkach. Badania wykazały, że placówka żywienia zbiorowego nie jest w pełni przygotowana do zagrożenia, jakie niesie ze sobą terroryzm żywnościowy. Słabe strony badanej organizacji to: niska świadomość pracowników w tym temacie, brak procedur określających sposób postępowania podczas celowych zagrożeń pożarowych oraz sytuacji nagłych i awaryjnych.

The purpose of this article is to present the results of the researchwhose role is to diagnose the degree of protection and preparation of a typical facility caterers offering their services to children and young people, in terms of the possibility of food terrorist attack. Ratings were made by using a sheet developed by the FDA-Food and Drug Administration in the United States, used in similar cases. The results of the research show that the studied organization is poorly prepared in case od food terrorism. The correction is required mostly in such areas like emergency situations and reactions, the presence of third parties in the facility, raising the awareness of staff, improving training projects, as well as the formalization of staff behavior.

Intencjonalne skażenie artykułów spożywczych jest jednym z wielu zagrożeń obniżających poziom bezpieczeństwa żywności i determinujących zdrowie publiczne. Opanowanie tego zagrożenia wymaga podjęcia działań systemowych w ramach tzw. obrony żywności, której kluczowym elementem jest plan obrony żywności. W artykule przedstawiono podstawowe definicje z tego zakresu oraz opisano wymagania dobrowolnych norm zarządzania jakością i bezpieczeństwem żywności (BRC, IFS, ISO/ TS 22002-1 oraz SOF) odnoszące się do obrony żywności. Opracowanie zawiera podstawy koncepcji obrony żywności, wytyczne do tworzenia zakładowych planów obrony żywności, a także praktyczne przykładowych planów stosowanych w zakładach produkcji i obrotu żywnością.

Intentional contamination of foodstuffs represents one of many hazards reducing a level of food safety and determining the public health. Control of such hazard requires some systemie actions as a part of the food defense in which a key element is defined as the food defense plan. In article some basic definitions relating to food defense were described and requirements of voluntary food quality and food safety management standards (BRC, IFS, ISO/TS 22002-1 and SOF) were characterized. The paper also contains fundamentals of the food defense concept, some guidelines on food defense plans preparation and some practical examples of the food defense plans applied in food production and food retail companies.

Żywność i produkcja żywności to krytyczne sektory i przedmioty troski każdego kraju oraz każdej gospodarki, w skali lokalnej i globalnej. Dlatego są one uznawane za bardzo podatny cel ataku terrorystycznego. Żywność i łańcuch żywnościowy mogą być skażone celowo, intencyjnie, za pomocą różnych czynników - biologicznych, chemicznych, fizycznych oraz radiologicznych. Celem artykułu jest zdefiniowanie i wyjaśnienie pojęcia oraz istoty terroryzmu żywnościowego, rozpoznanie jego możliwych kategorii, a także pokazanie różnicy pomiędzy bezpieczeństwem żywności, bezpieczeństwem żywnościowym oraz obroną (tarczą) żywności. Zwrócono uwagę, że skuteczny system obrony żywności powinien obejmować: ocenę podatności danego produktu i jego łańcucha na atak terrorystyczny, przygotowanie planów zarządzania ryzykiem, wdrożenie środków zapobiegawczych, strategii i technik wczesnego wykrywania ewentualnych zagrożeń oraz działań szybkiego reagowania i zmniejszania szkód, opracowanie planów pozwalających na szybki powrót do stanu sprzed ataku.

Food and food production are the part of the critical area of concern in every country and in every economy, locally and globally. That is why it is recognized as a very vulnerable target of the terrorism attack. Food and food chain may be intentionally affected by different agents like biological, chemical, physical and radio-nuclear ones. The aim of the article is to define and to explain the definition and the phenomenon of food terrorism, to recognize all possible types of food terrorism in the modern world, as well as to describe the differences between food safety, food security and food defense. The article highlights that the successive food defense program has to include the following elements: food and food chain vulnerability assessment, preparation of plans of risk management, introduction of preventive and surveillance activities, detection measures and quick response procedures, decrease of losses as well as development of plants allowing quick recovery.
