W artykule dokonano analizy okoliczności przebudowy systemu etycznego funkcjonowania instytucji państwa polskiego po 1989 roku ze szczególnym uwzględnieniem zmian systemu organów ochrony państwa, a wśród nich organów ochrony bezpieczeństwa i porządku publicznego. Założono, że w zakresie praw obywatelskich określonych w Konstytucji i Międzynarodowych Paktach Praw Człowieka, organy ochrony bezpieczeństwa i porządku w Polsce dysponujące środkami przymusu na podstawie obowiązującego prawa, nie mogą być wyłączone spod kontroli prawnej instytucjonalnej, etycznej i moralnej. W rozważaniach założono, że podstawą tych zmian była potrzeba ochrony demokratycznego porządku prawnego, zachowania jego ciągłości, podziału kompetencji władz i administracji oraz społecznej kontroli zasad funkcjonowania demokratycznego Państwa.

This article analyzes the circumstances of the reorganization of Polish state institutions functioning ethical system state after 1989, with particular emphasis on changes in state authorities system, including authorities protecting safety and public order. It was assumed that the rights of citizens, under the Constitution and the International Covenants on Human Rights, cannot be exempted from judicial control institutional, ethical and moral, by safety and order authorities in Poland, possessing coercive measures under the applicable law. The consideration assumes that the basis of these changes was to protect the democratic legal order, preserve its continuity, division of powers and authorities, administration and social control rules for the functioning of a democratic state.

In the context of Polish Air Defence (AD) Information needs, as well as aims, functions and tasks assigned to Information systems, the article proves that the Air Force (AF) radiolocation reconnaissance sub-system is a key element conducting Polish Air Defence information support tasks. Polish AD is presented as a system where the processes of information acquiring, processing and distribution about aerial objects and undertakings preventing aerial strikes cause that there appear and function numerous information couplings between its elements. The technological development of aerial vehicles, computerised AF commanding and air reconnaissance processes necessitate the need to have specialized bodies in this area. These bodies, modernized due to technological progress and contemporary battlefield requirements, also need coordination of their operation. Consequently, the evolutionary development has resulted in the creation of AF radiolocation reconnaissance sub-system linked with other elements of Polish modern AD and NATO Air Defence Information couplings. The AF radiolocation reconnaissance sub-system, having various assets to carry out the tasks of acquiring, processing and distributing Information about aerial objects, was presented as an element performing a basic role in conducting Polish Air Defence Information support tasks.

Przykładem takiego centrum jest baza lotnicza, której struktura organizacyjna i funkcjonalna musi odpowiadać zapotrzebowaniu na usługi logistyczne.

New challenges, the Armed Forces are facing, have caused a nessesery to change functioning of the logistic systems. It is expressed by joinig logistic tasks within the logistic centers. An example of such a centre is an air base whose organizational and functional structure meets the requirement for logistic services.

Technical and tactical development of air force caused that its role has been growing fast and systematically not only on direct battlefield but also in affecting the fighting sides' rears. In time basing on war and technical progress experiences, specialisation of air force has taken place; fighters, bombers and reconnaissance air force have arisen. Improving bombers and also appearance of new air strikes assets caused that fighter planes became the basic measure to fight air targets not only on long distance to a defened object but also during friendly forces protection. The concept to use fighter planes has been undergoing constant changes. Numerous factors to influence this evolution include most of all changes in air technology. The impact of air technology on changing the fighter planes tactics can be best illustrated by local wars and conflicts experiences in the last 80 years of fighters air force, which became a training field for all types of armament. In most air forces, fighters air force plays a key role due to its mobility and flexibility. One of its most important advantages is the possibility to focus the effort in any place in battlefield in a shorter time than other air defence assets.

Discovering air devices approaching protected objects, establishing their aims and using fighter planes against them effectively poses a problem today. It will be probably even more difficult in future, in spite o f a planned Polish air defence system modernisation due to our membership in NATO. In the present situation when our potential enemies will be equipped in comparable combat means, the winner will be the one who will manage to outsmart the enemy, i.e. who will decipher its plans earlier and will be able to control the enemy due to its own plans. The basic condition of such an action is to have right information on the enemy, its combat potential and tasks. In order to carry out effectively a victorious battle with the air enemy, however, there arises a necessity to be perfectly aware of our own capabilities and conditions in which this battle is to be waged.

Charakterystyka otoczenia systemu kształcenia oraz analiza wewnętrznej struktury systemu kształcenia taktyczno-logistycznego inżyniera-dowódcy w WAT posłużyły do wskazania uwarunkowań systemowych kształcenia taktyczno-logistycznego inżyniera-dowódcy w WAT.

Analysis is carried out of engineer and commander's roles and the obtained results are used to determine the area of knowledge and skills which influence the directional and specialistic qualifications. In the frame of this analysis there are formulated the aim and tasks of the tactic-logistic teaching of an engineer-commander in the Military University of Technology (WAT). The characteristics of the surrounding of the teaching system and the analysis of the inner structure of the tactic-logistic teaching system of engineer-commander in WAT were used for pointing out the system conditions of tactic-logistic teaching of an engineer-commander in WAT.
