This article describes a cultural specificity of China, influencing the Chinese perception of political relations and that type of political leadership. In case of China, what matters is a much greater human dependence on the natural environment and on other people than in the European countries. The traditional cult of the ancestors has had a huge impact on the attitude of the present generation towards the political leadership. In the past Confucianism made the relations between the emperor and the subjects resemble those in the family. This article details such basic Confucian virtues as: ren and li, it also explains the concept of the emperors as “the Sons of Heaven’’ and the “Mandate of Heaven’’ associated with it. Even today the Chinese society is fond of these concepts. The concept of Confucian harmony (he), understood as a reconciliation and unification of the opposites, still present in the political life of the continental China, was also described. From the point of view of the author, the present glorification of the higher level of education as a road to career constitutes a combination of the requirements of the modernity with the tradition of the Confucian meritocracy.

The article presents the characteristics of selected aspects of the contemporary type of nationalism in Europe. In the author’s opinion, the contemporary type of nationalism in Europe ceased to be a mass movement and stopped functioning in the inclusive manner. The nationalisms representing this type are characterised by the transnational diffusion of ideas and slogans. They also drift away from the formula of integral nationalism and national egoism. The main enemies are now perceived within own societies rather than amongst other nations. Neotribalism becomes perceptible among them in the approach approximating that displayed by Michel Maffesoli. Their development is significantly influenced by the phenomenon known as space of flow referred to by Manuel Castells. These nationalisms more and more often take the form of confined social environments.

The objective of this article is to answer the question whether we currently deal with closer cooperation or rather with competition in the field of Global Navigation Satellite Systems. The author proves that both competition and cooperation are visible in the field of global satellite navigation, which when perceived from numerous perspectives do not have to be mutually exclusive. Cooperation usually results from rational economic calculation. Competition may be connected with factors of an economic, strategic and in particular military nature. Militarization of space is in itself a strongly conflictogenic element which may be confirmed by relationships in the field of GNSS. Particularly many conflicts result in the problem of compatibility of coded signals associated with defence and security.

The author makes an attempts to analyze the events related to the conflict in Ukraine, which are related to the activity in outer space. He takes into account the three most common publicizing aspects of this conflict in the form of satellite observation, satellite navigation (GNSS) connected with the radio-electronic warfare, as well as the Russian response to international sanctions, in the form of breaking cooperation in outer space. In case of all three aspects has been made the analysis their political and strategic significance. The author, however, reserve that a more complete, in-depth analysis will be possible only after the end of the ongoing conflict.

Autor podejmuje próbę analizy wydarzeń związanych z konfliktem na Ukrainie, które wiążą się z aktywnością w przestrzeni kosmicznej. Bierze pod uwagę trzy najczęściej nagłaśnianie aspekty tego konfliktu w postaci obserwacji satelitarnej, nawigacji satelitarnej i związanej z nią bronią radioelektroniczną, a także rosyjską odpowiedzią na sankcje międzynarodowe, w postaci zerwania współpracy w kosmosie. W przypadku wszystkich trzech aspektów zostaje przeanalizowane ich znaczenie polityczne i strategiczne. Autor zastrzega jednak, iż pełniejsza, bardziej wnikliwa analiza będzie możliwa dopiero po zakończeniu toczącego się konfliktu.

The author of the article aims to prove the existence of the principle of the self-reliance and independence in the Polish nationalism. This principle referred to as the induction of thoughts has been initiated by one the “Father Founders” of Polish nationalism, Zymunt Balicki. The induction of the political concepts and ideas consisting in its national and not any foreign origins, closely related with the local and not any foreign conditions. A consequence of that is the rejection of the international ideas as well as those messianic as unrelated with the interest of one’s own nation. In other words this is a demand of drawing conclusions contained within the political concept or thoughts not from any premises of supranational nature (the ideologies originating often on foreign grounds), but from the individual cases related with the specific, home territory, the social-political situation prevailing there, cultural and religious conditions. In Balicki’s opinion the international ideologies — like socialism or liberalism — formed the contradiction to that principle and as such they have had the deductive nature. The principle of induction of thoughts has been disseminated within the National Democracy [Polish original name = Narodowa Demokracja] (the chief trends of the Polish nationalism in XIX and XX centuries) by Roman Dmowski (the leading ideologist of the Narodowa Demokracja) as »anti-doctrinarism« the cult of inductive thinking. This is still visible in the Polish nationalism until now. Aft er 1989 it has become strengthened by the strong traditionalism of the nationalistic movement in Poland as well as the glorification and petrification of its past ideas and organisations. The nationalistic organisation which departs from the principle of the induction of the Balicki’s political thinking is the National Rebirth of Poland [Polish original name = Narodowe Odrodzenie Polski]. This is the organisation of the extreme nature based on the youth subcultures. In its programme there appear some elements borrowed from the ideology of the International Third Position (ITP). Those are the ideas absent so far on the Polish ground like: “racial separatism”, ethnopluralism or anti-Zionism. The ideas of the international cooperation of the nationalistic organisation do not comply either with the tradition of the Polish nationalistic movement. Paradoxically enough Narodowe Odrodzenie Polski through its internationalism — rejected by the “Father Founders” of Narodowa Demokracja — departs from the formula of the “integral nationalism” — understood as the idea of competition and fight amongst the nations. It does open the road to the internationalization of the nationalism against the common not national opponent which becomes the home and Brussels establishment and the ideas referring to the philosophical thinking of the period of Enlightenment in Europe.

Autor niniejszego stanowiska ma okazję już po raz drugi, po projekcie ustawy z 2017 r., wyrażać swoje zdanie na temat przyszłego polskiego prawa kosmicznego, co nie- zbyt dobrze świadczy o długości procesu legislacyjnego. Na stronach Rządowego Centrum Legislacyjnego znajduje się wciąż ten sam projekt ustawy o działalności kosmicznej oraz Krajowym Rejestrze Obiektów Kosmicznych z 10 lipca 2017 r. On też będzie stanowił główny, acz nie jedyny punkt odniesienia tej wypowiedzi. Pominę zatem nowy projekt z 2020 r., który jak się wydaje nie wyszedł jeszcze poza resort ministra właściwego do spraw gospodarki.

The aim of this article is to outline the vision for colonisation of Mars. In the article I answerthe following questions: what motivates individual persons, communities and states tohead in this direction? Also: why has Mars of all planets become an object of fantasy ofdaydreamers, enthusiasts, experts in astronautics, and – increasingly – politicians? I brieflydescribe the genesis of mass interest in the Red Planet, development of literature and fantasyand science fantasy films. I outline past and present manned Mars mission and colonisationplans as well as political and economic prospects arising out of the planet’s conquest by thegreatest powers in the world.Key words: Mars, dystopia, science fiction, space policy, political decision

This article aims at outlining the method of dividing the Polish political thought. For this purpose the category of “tradition” is used “Tradition” is perceived by the author as a type of conscious and reflective choice of achievements of the past made in the present. Based on “tradition” the author distinguishes the following currents of the Polish nationalist thought: the current of Neo-National Democracy, the current of National Radicalism, the Catholic National current, as well as the Progressive current and the current of Slavonic Neo-Paganism. Apart from political thought the tradition of Polish nationalism also includes political movement issues, literature and art. An important role in the reception and transmission of “tradition” to contemporary times is played by its guardians, which means people who endeavor to pass it on in a form desired by them.
