Artykuł dotyczy pieniężnych kar administracyjnych nakładanych w związku z pandemią Covid-19. Forma i zasady ich nakładania pozwalają przypuszczać, że pragmatyka ich nakładania była wadliwa i niezgodna z Konstytucją. Potwierdzają to wyroki sądów administracyjnych, kwestionujących przedmiotowe kary pieniężne.

The article discusses administrative fines imposed in connection with the Covid-19 pandemic. The form and rules of their imposition allow us to assume that the pragmatics of their imposition was flawed from the very beginning of the pandemic. This is confirmed by the judgments of administrative courts which question the financial penalties in question.

The article deals with the development of patient rights in Poland. The development of patient’s rights was discussed, the first regulations in Poland regarding this issue were pointed out, the current regulations in the field of patient’s rights were characterized, and attempts were made to discuss the state of observance of patient’s rights in medical facilities.

The main research goal of the article is to indicate selected models and ways of Europeanization of public administration and to present legal and social aspects. Due to the selection of the research material, this article also attempts to indicate how certain conditions influenced the processes of Europeanization. The political and legal context in the preparation of public administration (both central and local) for effective participation in public policies of the European Union was also highlighted.

Dokonana selekcja materiału badawczego powoduje, że w niniejszym artykule próbowano także wskazać, w jaki sposób określone uwarunkowania miały wpływ na procesy europeizacji. Wyeksponowano również kontekst polityczny oraz prawny w przygotowaniu administracji publicznej (zarówno rządowej, jak i samorządowej) do efektywnego uczestnictwa w politykach publicznych Unii Europejskiej.
