Purpose: A new approach to the functioning of quality management system at university focused on the quality has been presented. Design/methodology/approach: The profits resulting from possessing of Quality Management System certificate in higher education has been proposed. Findings: At the present time the educational organizations should implement Quality Management Systems, and next they should try to find a possibility of estimation of this System, and the same acting according to Deming’s principles introduce philosophy of total quality management. Research limitations/implications: Generally definitions of quality educational has been described. Quality of university should implement to integrate aspects based on the quality criterion which will allow the entire organizational system of university to achieve the optimum level of the quality, of the high effectiveness and the innovation, and proquality action should include the entire organization. Practical implications: The possibility of implementing Method of Averaging Quality Groups of Rating as a factor of improving of university functioning has been shown. Originality/value: Implementing the Method of Averaging Quality Groups of Rating has been a new approach for estimating quality of university. Design the quality pattern of Criterial Model of the Evaluation of Quality University and calculate the index of quality of scientific organization become the kind of monitoring the entire university oriented on the quality.

The article analyses requirements of new methods of student education at the level of secondary school with professional electrical and electronic focus. It describes the creation of a new teaching aid that incites fantasy, concentration and motivation to create interesting things by self competence of students oriented to the electrical field of study. At the same time it orientates students towards unconventional ways of thinking and non orthodox solutions. Teaching aid exploits digital form that is attractive for young people with the aspiration to focus the attention of students to study professional knowledge.

The article urges the requirement of education content change by demands of society. Vehicles that serve for persons and goods transportation have relevant economic and ecological consequences in terms of the newest knowledge application. The production and exploitation of vehicles are affected by the level of education. For example, a gear-box has made a complex change of concept from uniform engineering product to product with multi branch character that consist parts of machinery, electric, information technology, including sensors, etc. Relevant changes will occur presumably in terms of new driving systems application.

The aim of this article is to summarise the evolution of the labour market situation of vocational education graduates in the last 20 years in Poland. With the use of statistical analyses of LFS and PIAAC data, we present the main changes in the situation of vocational education graduates in terms of their number, employment status, wages and skills. The number of students has decreased sharply in the last 20 years, in basic vocational schools, but not in vocational upper secondary schools. Our results support the thesis that the main challenges facing vocational education in Poland are not the decline in the number of students, but the strong negative selection mechanisms, low effectiveness of attaining basic skills and the inability of vocational education to quickly adapt to structural changes in the economy. We show why the key success factor of vocational education should be the development of general skills, and why introducing a dual education system is unlikely to solve its most important problems in Poland.

The quality of education is increasingly being measured less by the knowledge gained during schooling and more by the level of competence possessed by students at doing a particular job after completing their education. Target and process-planned curricula are being replaced more and more by competenceoriented curricula, especially in science and technology education, where competences, generally defined as the ability of an individual to do a job properly, are placed at the forefront. In these, skills are not understood primarily as cognitive skills (e.g. critical thinking), but mostly as skills in connection to psychomo torics. If competence is the desired criterion for educational quality, it can be easily established that suitable instruments and methods of measurement are needed for this kind of quality evaluation, which, however, are not yet available. This is why in the field of competences a special unified competences taxonomy was developed, based on different taxonomies for the cognitive and also affective and psychomotor fields. Additionally, suitable instrumentation was developed in this study. Its use was demonstrated in the example of elementary education in Slovenia in the field of science and technology education.

Having the ability of the efficient getting around the labour market is now necessary for everyone who enters the adults life and intends to start professional work. Finding a job these times, requires the skills of coping with the constantly changing conditions. Some jobs have been disappearing, while others are appearing. Therefore, the need for the constant improvement of qualifications and lifelong learning, must be often satisfied by almost all participants in the labour market. Finding the first job usually causes a lot of problems, thus it is important to have the appropriate support system, which can be provided by schools. Its mission is to provide students with the necessary knowledge and skills needed in order to select the proper fields of education, or profession and appropriate incorporate their aspirations into the expectations of the employer. The school can achieve such tasks by a number of its own initiatives, namely, the career counseling, and/or special subject-matter projects. The school plays a very important role in preparing young people for the entry into the adults life. However, a person who wants to remain active in the labour market should be flexible and adapt himself/herself to constantly changing conditions. He/she will be still professionally active, if he/she keeps fulfilling such conditions.

Introduction. The paper discusses the issue of vocational skills amongst students of university studies in tourism and recreation at the Josef Pilsudski University of Physical Education in Warsaw, Faculty of Physical Education and Sport in Biała Podlaska. The objective of the research, whose results are presented in the current paper, was to diagnose the results of studies at undergraduate and postgraduate level in relation to their knowledge, skills and social competencies. Material and methods. Research was carried out in June 2012 by means of a diagnostic poll using the random survey technique. The survey encompassed students graduating from undergraduate and graduate programmes (N=199). Results. Analyses indicated that students of both programmes evaluate their knowledge and skills acquired in the course of studies as low. On the other hand, students evaluated their social competencies, in particular those connected with the university's profile, as high. According to respondents' declarations, the level of knowledge, skills and other competencies acquired in the course of undergraduate and graduate studies does not fully meet respondents' requirements.

The concept of the quality of consumer products and services is fairly well defined. Although today quality of life, including quality of education and training, is a commonly discussed topic, one has to admit that the evaluation system of educational processes and the quality of work of educational institutions is surprisingly low. At the same time, the modernization processes in the system of universities forces basing development decisions , including funding, on achieved indicators of work effects of universities. Existing, domestic and international, external and internal quality assurance systems of university work have been criticized for arbitrariness, unilateralism (eg. the criteria exclusively on the results of teaching, or solely on the results of research), ambiguity of the methodology, unreliability of sources of used data, etc. This means that further inquiry to identify their strengths and weaknesses as well as the directions of their consolidation in the complex policy tool for scientific, educational and social decisions is necessary.

In the last twenty years the number of students and universities in Poland has increased more than four times. This quantitative increase has meant for the didactics of mathematics the need to reduce the level of education. Currently, this upward trend is in reverse and the higher education sector, practically in all Europe, can expect reductions. The current efforts of policy makers and academic staff are focused on improving the quality of education in order – among other reasons – to stay competitive. Shifting focus from quantity and efficiency to quality of education can be an opportunity but also a threat. The problem is how to understand the quality of education and how it can be put into pedagogical practice. Maths education has its own specific conditions. Taking them into account may result not only in improving the quality of didactics of mathematics, but more widely – improving the quality of what is understood as the process of higher education. The article gives an overview of the changes taking place in the Polish higher education sector over the last two decades and of the various definitions of the quality of education. It also presents some conclusions on the relation between the interpretation of the quality of education and didactics of mathematics.

The article discusses the achievements and challenges of education and its role in fostering of economic growth of Uzbekistan. Education is admitted to be one of the driving forces of the knowledge based economy. In particular, along with the capital and human resources the quantity and quality of education in general, higher education particularly, may have significant effect on economic growth. The research attempted to determine the existence of correlation between quantity/quality of higher education and the economic growth in Uzbekistan. Regression estimation with GDP growth as dependent variable and number and quality of graduates, per graduator costs as well as accumulated average year of schooling as independent variables revealed strong relationship between higher education and economic growth in Uzbekistan.

Functioning in conditions of high competitiveness, profit making and continuous improvement of the quality of services provided is possible only if the requirements of the organization’s stakeholders are correctly defined. The higher education market also functions in conditions of increased competitiveness. The choice of the university, the field of study and the path of education is determined not only by the education program, but also by other factors whose diagnosis is possible due to proper recognize and identification of external and internal stakeholders’ requirements. The aim of the article is to present a specific example of recognize and identifying the requirements of internal and external stakeholders, in order to take actions to improve the quality of services provided by a university.

Purpose: The purpose of the study is to help the universities in implementing the Quality Management System (QMS). Design/methodology/approach: This paper presents detailed description of the process of implementation quality management system according to ISO 9001: 2008 standard, which has the significant influence on improving the quality of education. The various factors, which decide on the quality of the university have been desribed. The basis of the quality management system according to ISO 9001:2008 standard, which is the processes oriented were also presented. Findings: The own research gives the consciousness about all elements related to the quality and which have crucial impact on the quality management system in education. It can be stated that quality in educational process is understood as the agreement with settled requirements or the degree of the fulfilment of customers requirements or other interested parties, or also the degree of the fulfilment of the assessment criteria (e.g. to didactic tools, lecturers, the results of teaching, needs, satisfaction etc.). Research limitations/implications: An interesting area of further research would be improvement activities taken at universities after certification quality management system. Practical implications: Findings from the paper and research are the clue that the quality management system, which became implemented, documented and is certified, assures the supervision over the whole university and makes possible the efficient management, monitoring and improvement of all processes and elements. Originality/value: The paper provides methodology for all universities who wish to implement the quality management system. Also the guidelines presented in the paper might be helpful for universities considering certification quality management system.

W procesie doskonalenia zajęć konieczna jest analiza procesu edukacyjnego, pozwalająca na wskazanie obszarów poprawy. Celem badania było poznanie opinii studentów o jakości kształcenia i możliwości doskonalenia zajęć z wykorzystaniem platformy e-learningowej. Na podstawie literatury oraz własnych doświadczeń popartych wynikami badania ankietowego przeprowadzonego wśród studentów, uzasadniono potrzebę usprawniania e-learningu w procesie nauczania na uczelni publicznej.

In the process of improving the classes, it is necessary to analyze the educational process and to identify areas of improvement. The aim of the study has been to get acquainted with the students' opinion about the quality of education and the possibility of improving the classes using the e-learning platform. Based on the literature review and the authors’ experience supported by the results of a survey conducted among students, the necessity of improving e-learning in the teaching process at the public university was justified.

The purpose of the underlying paper is to highlight the significance of specialist and diplomarelated apprenticeships at the bachelor degree studies provided by the technical university. The evaluation of the quality of apprenticeships was conducted among the students of the Economy, Engineering and Transport Faculty of the Maritime University of Szczecin (Poland), for the study directions Production Management and Engineering (Polish: ZiP), Logistics (L) and Transport (T). The research methodology was based on questionnaire form, statistical analysis of results reliability and the analysis of literature. The results of the conducted research unequivocally indicated a need to introduce changes to the organisation of the apprenticeships, as this area determines the quality of engineers practical education and influences their professional competences.

The world tendencies of globalization, social and economical transformations in Ukraine build new conditions to the professional grounding of the future teachers in the elementary school. The native educational system plays accordingly a big role, which has to provide the forming of key competences and create effective conditions for this. In this context the realization of language educational competent is very important. It is a part of professional grounding of the future teachers. One of the most important parts of the language grounding is the forming of accentological literacy by the future teachers in the elementary school. It is emphasized that correct word stress is an important characteristic of speech of the individual. It is known that in the modern Ukrainian literary language there are accentuation norms that have developed during historical development of our language. Therefore, an important task of primary school teachers is to know these rules and observe them in their teaching activities. The precision of the word’s stress is a very important sign of personalities’ professional speech (including the teachers of elementary school, who build the foundation of grammatical speech of the juniors). The study of the main principles of forming the accentological concept by future teachers in the elementary school, the clearing of causes of the violation in the word’s stress by student’s speech and the ways to eliminate the mistakes are very important. There were used theoretical and empirical methods in this work. There were done the analysis and synthetic of didactic literature, linguodidactics, Ukrainian linguistic; the analysis of size and content of books and manuals of modern Ukrainian speech for students of pedagogical specialties; the analysis of oral and written language by elementary school teachers. With the help of empirical methods there were done interviews, testing and written questioning of the students. The analysis of the results shows, that there are students’ digressions from modern accentological standards. It is connected with regional peculiarities and a low level of knowledge. As a result there is a need of development of the theoretical material’s content and effective system of practical tasks that is very important in this context.
