The article presents the digital divide concept and different views found in the literature about it. As a result of the Internet diffusion the problem of its accessibility is not significant any more. It is the digital inequality, understood as a variety of options and the ability to use the Internet, which comes to the foreground. Social division into the digitally excluded and the new technology users is not only a result of a young age and, consequently, being a member of the group of digital natives. The society can also include digital immigrants, and the self divided.

This article seeks to identify who in Slovenia remains digitally offline and how such a status relates to socio-demographic factors (e.g. gender, age and education), class and cultural capital. The author assumes that the absence of new technology should be addressed in relation to existing patterns of cultural consumption and media preferences, and she attempts to understand the problem of digital exclusion within the context of other types of structural inequalities. Since digital technology is understood not just as a technical tool but as a social phenomenon directly related to everyday practices, the individual’s class position and cultural capital, digital exclusion is not viewed simply as a narrow problem of access. Instead of looking at the binary gap between technology haves and have-nots, the author takes the multilevel structure of digital access into account. The findings of a quantitative survey involving a representative sample of 820 residents in the two biggest Slovenian cities - Ljubljana and Maribor - show that, first, three types of digital exclusion exist: digitally unmotivated with high cultural capital; overall excluded with weak cultural capital; and digitally self-excluded with moderate cultural capital. Second, the study suggests that all three digital exclusion groups are, more than by class, divided by cultural engagement and media taste, which provides important possibilities for future research.

The article deals with the theoretical substantiation of the mechanisms of overcoming the digital inequality of the population in Ukraine, among which the main ones have been defined as follows: creation of interoperable governance systems, introduction of educational algorithms of artificial intelligence and application of geo-information technologies (startups). Digital inequalities are classified as technical, inclusive, educational and economic. It has been proven that digital education of the future must be based on individual contextual learning, which is based on technological capacity, inclusion and interaction of teachers and students within personalized curricula. It has been substantiated that there is the necessity to create in (or at) public authorities centers of interoperable governance – organizational and technological complexes of intellectually organized workplaces of public officials, experts-analysts and specialists-communicators who carry out modeling, analysis, forecasting, graphic visualization of the situation by means of digital software, technical and communicational tools to support decision-making based on neural network technologies and artificial intelligence algorithms. A model of interaction (movement) of informational and communicational flows and influences of a typical center of interoperable governance has been developed. The use of the visual representation of spatial data and digital services of geo-information systems is recommended on the example of the EasyWay startup, a digital logistics system of public transport routes to ensure the effectiveness of the centers of interoperable governance.

In the spring of 2020, the pandemic led to quarantine and all educational institutions switched to distance learning, which has caused significant changes in the field of education around the world. It was necessary to build one’s own capacity to provide education and distance learning to protect education and to create opportunities for more individualized approach to teaching and learning not only during future pandemics but also during other shocks, such as natural disasters. This is possible as long as flexible curricula are created that can be taught face-to-face or online. The article analyzes distance education in the world during the pandemic as well as significant changes and implemented measures in the field of education in Ukraine and around the world. The role of public and international organizations in the implementation of quarantine in the conditions of the COVID-19 pandemic, which partially took over the functions of state and local authorities, was emphasized. The closure of schools due to the COVID-19 pandemic has in fact led to a deterioration in learning outcomes, so the effects of distance learning and digital inequality in the world were also analyzed. It is also shown how the COVID-19 pandemic affected access to public services in Ukraine.

Wiosną 2020 r. w wyniku pandemii konieczne było zarządzenie kwarantanny i wszystkie instytucje edukacyjne przeszły na kształcenie zdalne, co spowodowało znaczące zmiany w dziedzinie edukacji na całym świecie. Konieczne było zbudowanie własnego potencjału do zapewnienia kształcenia i uczenia się na odległość w celu ochrony edukacji oraz stworzenie możliwości bardziej zindywidualizowanego podejścia do nauczania i uczenia się nie tylko podczas przyszłych pandemii, ale i innych wstrząsów, takich jak klęski żywiołowe. Jest to możliwe, o ile powstaną elastyczne programy nauczania, które można realizować bezpośrednio lub online. W artykule dokonano analizy kształcenia na odległość na świecie w czasie pandemii oraz istotnych zmian i realizowanych działań w zakresie edukacji w Ukrainie i na świecie. Podkreślono rolę organizacji społecznych i międzynarodowych podczas wprowadzenia kwarantanny w warunkach pandemii COVID-19, które częściowo przejęły funkcje władz państwowych i samorządowych. Zamknięcie szkół w związku z pandemią COVID-19 doprowadziło de facto do pogorszenia się wyników w uczeniu się, dlatego analizie poddane zostały też skutki kształcenia na odległość i nierówności cyfrowej na świecie. Wskazano również, w jaki sposób pandemia COVID-19 wpłynęła na dostęp do usług publicznych w Ukrainie.
