An approach to the analysis of human resource capacity of the industrial enterprise and one of its departments from the perspective of systems theory. Using the machine systems engineering ensure that a human resource capacity of the enterprise as a complex multi-level dynamic system. The use of elements of graph theory, pattern recognition theory allowed to plan ways of formalization of mathematical representation of this system in the form required for the establishment of an appropriate expert system. Representation structures in the form of graphs allows us to analyse the quality of relationships between the individual levels of human resources and between its elements within each level. When analysing the dynamics of the state units of personnel potential at the level of the subsystem to use the space of states with the corresponding classes.

Participation in the international division of labor in the global competition actualizes the process of capitalization of companies and the result of increasing equity. The article deals with the issue of improving the methodological apparatus evaluation process of capitalization of the enterprise potential in a market economy. When developing methodological apparatus evaluation process of capitalization of the enterprise potential use different mechanisms to perform processes that differ in their purpose. The article defined system processes in terms of evaluation mechanisms capitalization potential of the company, evaluation, organizational methods, research, and program-oriented modeling. In terms of general concepts formulated the basic characteristics of the processes and mechanisms for evaluating potential capitalization companies. The article in question on methodological assessment of potential capitalization on the basis of formation of system processes in the context of assessment mechanisms that have software. Thus, referring to programming in management, it is possible to apply modern cognitive-based methodology device evaluation process of capitalization of the enterprise potential in a market economy.

Market economy is a system that consists of inter-related individual elements such as private economic agents, private-public partnerships, state corporations and state institutions. Such a system possesses individual features of each element as well as systemic features. This is what is called economic dualism in this paper. This interpretation of economic dualism is compared to its traditional interpretation. Basic characteristics of the systems view on market economy are discussed. Some illustrations of a system organization of economy, specifically network organization, are presented. Major conclusion that comes out of this approach is: Systems view on market economy requires its regulation on the basis of a systems approach to correct for market failures and systemic risk. The paper explains what it means from an economic standpoint.

Current economic environment fail a test to intensive development, because many industrial enterprises use traditional functional management system. Scientists are developing a number of methods and principles for improving economic systems due primarily innovation processes. Therefore business process reengineering justified highly dynamic modern world. The article formed scientific and methodical approach of business processes estimation which unlike the existing approaches and based on the system analysis. In such approach business processes are seen as a holistic system with the characteristics and parameters of the state. Chief among them are speed and complexity of functional flows. Estimation, witch based on these parameters, will help to design the most effective and convenient business process according to reengineering operation.

In short novels-fairy tales and essays the key issues of “development” are shown. In particular, in one of the stories necessary and sufficient prerequisites for development: irreversibility, direction, regularity, order, self-organization are analyzed. In another short story, in a novel-fairy tale the contradictions as the driving forces of development process and the factors forming them (impacting impulses and limitations) are discussed. In the third novel-fairy tale contents of the main phases of self-organization process of economic systems are analyzed. In a cycle of stories a series of aphorisms of well-known thinkers and a fragment of the popular book by Eihelberg that very clearly illustrates the achievements of mankind in its civilizational marathon are presented.

In the article author describes a preventive system initiated by the Reverend John Bosco, who was an Italian priest who lived in the 19th century. His system absolutely rejected any type of corporal punishment, as it was thought to be an ineffective way of upbringing. In his pedagogical activity the Reverend John Bosco took care of desolated young boys whom he provided protection and education. Thanks to that many illiterate boys belonging to criminal groups were able to get a profession and could honestly work for themselves. The Reverend John Bosco tried to increase number of oratorios and schools and at the same time wanted to found a new friar congregation. He successfully established the Society of Salesians and from 150 years it runs many different social institutions, including the Salesianic educational centre in Rozanystok. The main goal of the research made for the article is the diagnosis of the Salesianic educational centre in Rozanystok in terms of cohesion of punishment and rewards to assumptions of preventive system. The research has been made with the use of the so-called monographic method. The author proves that in that specific institution no one uses corporal punishment, in fact the only form of punishing is lack of privileges. In the most dii cult cases a pupil who causes problems that harms the whole group can be punished by transferring to another institution. The system of punishments and rewards characterized in the article may be an inspiration for pedagogical educators and teachers who use the methods described in their work.

The current state innovative development policy has shown that it is oriented to the achievement of foreign countries. However, the current stage of development of the innovative policy of Ukraine has the complex of contradictions and ambiguities. This article is devoted to studying the state innovative policy of Ukraine. The article describes the main approaches to the development of innovation policy in the world. Based on the matrix of the SWOT analysis was selected advantages and disadvantages of national innovative system of Ukraine. The essence of innovative policy of Ukraine founds its main problems and prospects.

The basis points of forestry business management ecologization from the standpoint of the formation and development of environmental management system in the context of sustainable forest management and multipurpose ecosystem management of forests is outlined in the article. For the first time the conception of environmental management in terms of functional, system, situational and process approaches is developed. A role of environmental marketing is characterized. The main features of knowledge management in the forest sector are considered in this article.

This article focuses on the problems and contradictions of sociological theories of action. It investigates critically the development of the theory of action after the Parsonian synthesis, drawing attention to the limitations of articulating the concept of action systematically within a presuppositional framework of analytical theory. Having exposed Parsons general theory of action and some interpretations and criticisms, the paper addresses the so-called 'return of grand theory', spearheaded in the early 1980s by authors such as Alexander, Habermas, Giddens and Luhmann. The article analyses the conceptual innovations introduced by their theories according to Parsons own definition of theoretical work, which - as he said - consists in reconstruction and transformation of categories in the moments of their failure. While it is argued that sociological theory cannot do away with general concepts, it is also argued that these need not have the form of a synthetic theory of action of the kind outlined by Parsons and the Post-Parsonians.

On the basis of specific examples in popular form article covers the basics of the proposed authors’ trialectic approach (trialectic) to the research of stationary open systems. Analyses the interaction of three natural principles: 1) material and energy, which allows the system to perform movements and develop; 2) information that provides direction of movement in space and time; 3) synergy, which provides real action parts of the system to merge them into a single system unit. Explores the origins of the system manifestations emergence effect, when it originates a new quality – whole greater than the sum of individual parts of the material forming the system.

In this paper author looks at economic system as a part (subsystem) of ecosystem. The nearer the subsystem approaches the total system in scale, the more it must become like the total system in its basic characteristics – finitude, nongrowth, material closure, and reliance on the flow of sunlight as its main energy source. The path of progress for the economy must shift from quantitative growth to qualitative development. It must enter a phase of sustainable development – qualitative improvement without quantitative expansion – a steady-state economy.

The subject of the article is the theory of autopoietic systems, developed by the German sociologist and pedagogue Niklas Luhmann, at present one of the most interesting and most bearing variants of the general theory of systems. Luhmann understands the society not as an assemblage of people, but as an operative closed process of communication. Such an attitude sometimes wakes controversies because of its radical functional-cybernetic character of the theory and the terms applied (e.g. a man as a non-trivial machine). Contemporarily, the theory of autopoietic systems has been developed and modified in form of specific applications for social analyses in sociology and pedagogics. In the article, the possibilities and ways of pedagogical working in such a specifically comprehended social reality are showed and discussed critically. The paper consists of five parts: Education as a kind of communication among autopoietic mental systems; Education and sociology; Code of education; Child as a medium of education; Technology of education.

The objective of the paper is to shed light on Igor Hrušovský’s ambition to develop a scientist paradigm of philosophical thinking in Slovakia, which would also include philosophy of culture. Special attention is paid to his understanding of culture as a superstructure. He was one of the first to explore the philosophical relevance of the scientist concepts such as system, structure, and superstructure. Hrušovský’s concept of culture not only encouraged those interested in the development of culture; he de facto was also the first to formulate scientist culturology paradigm in Slovakia. Many Slovak philosophers drew on his conception in further more profound articulations of philosophical concepts and methods (among them mainly Vojtech Filkorn, Milan Zigo, Vladimír Bakoš, Pavol Cmorej, František Mihina, Etela Farkašová, Jozef Viceník as well as the philosophers attached to Bratislava philosophical and methodological school).

The settlement of economic and ecological conflicts that arise between entities using natural resources have been and remain the cornerstone of environmental economics and environmental protection. Anti-ecological trends entities constitute a significant threat to sustainable development, transforming into ecological conflicts. In this adverse scenario actualized in research methods and practical maintenance procedures for the settlement of ecological conflicts. The need to find compromise and coordination of economic and environmental interests of the parties to the conflict leads to the development of an effective mechanism for resolving ecological conflicts. The proposed study of the basic principles of ecological conflict resolution, based on that developed key functional blocks of the mechanism of its regulation: economic, administrative-economic, financial-economic, market instruments, legal, innovation and investment, informational and socio-cultural.

The state requires a thorough reform. It should be developed with public participation, and needs to implement a program to repair its public finances. We must end political reign and introduce substantive personnel management; thereby disbanding the present responsibility-collective of individuals holding senior positions in the state. Continued borrowing is a serious threat to national sovereignty. Poland will exceed 800 billion zl in public debt in 2011. Public management requires competent people with the necessary education, experience and achievements in economic practice. Management algorithms enable the application of the fundamental elements of operational and strategic planning, schedules, tasks, management contracts, agreements in trade and to evaluate the effectiveness of the tasks. Another important issue is to present up to date, accurate and responsible information about the state of the economy and government finances.
