This article discusses how to use the right to public information by entrepreneurs in Poland. The aim of the right to the access to public information, which was specified in Article 61 of the Constitution of the Republic of Poland of 2 April 1997 and the Act of 6 September 2001 on the Access to Public Information, was to enable citizens to have the access to public information. Currently this right is more frequently used by entrepreneurs in Poland as a tool to obtain information used in their business activity. In addition to public information obtained by entrepreneurs via the website of the Public Information Bulletin, entrepreneurs use for this purpose the procedure of a public information request.

Public Information Bulletin is a data communication network, a tool created in order to provide an unlimited access to public information. As a result of the amendment of the Act on Shaping of Agricultural System of 11 April 2003 the Public Information Bulletin acquired a new function. Due to the amended regulations, statements issued by the Agricultural Property Agency as an execution of the preemption or acquisition right of an agricultural real estate or shares of companies owning an agricultural real estate, shall be published in the Public Information Bulletin by the Agricultural Property Agency. Those statements can be deemed as a public information, hence their disclosure is justified, nonetheless the result of this publication is also of civil law nature. It is deemed that in the moment of the publication of aforementioned statement, the recipient has acquainted himself with its content, which results in execution of the pre-emption or acquisition right. Such mechanism results in many practical problems. By a virtue of above regulations, Public Information Bulletin, a tool of public law used to provide public information, has a new function, it is used as a medium of legal consequences in civil law.

Zakres i szybkość ujawniania informacji publicznych jest istotna dla kontroli społe- cznej. Prawo przewiduje różne sposoby ich udostępniania, jednak w kontekście budowy społe-czeństwa informacyjnego (SI) w Polsce oraz wykorzystywania ICT, na szczególną uwagę zasługuje BIP – Biuletyn Informacji Publicznej, prowadzony jako system ujednoliconych stron interne¬towych. Po wprowadzeniu w problematykę definiowania i pomiaru SI w artykule scharakteryzowano BIP jako źródło informacji dla społeczeństwa, oceniono jego obecne znaczenie dla SI w Polsce oraz wskazano warunki rozwoju elektronicznych form udostępniania informacji publicznych.

The extent and speed of disclosing information about public affairs is essential for the social control. Legislation provides various methods of releasing information to the public, but in context of the information society (SI) and ICT in Poland, particularly noteworthy is Public Information Bulletin (BIP), run as the system of standardized websites. After introducting the problems of SI defining and measuring, BIP is characterized as a source of information for the society. The aim of this paper is to evaluate present importance of BIP for SI in Poland and to identify development prospects of information publicly accessible in the Internet.

The economic transformation did not only create a new image of the 'enterprenuer', but created also a new institution - an organization of the enterprenuers (traders). Formation of this organization was a response to a dynamic development of pluralist movement of trade unions. The freedom to organize and join different associations produced competition also in this domain of social activity. The Authors of the paper assume that the internal bulletins are an important source of information about activities of the enterprenuers organization, but also a tool of creating their image. The bulletins are addressed not only members of the organization but also to media, policy makers, local authorities and other institutions creating public opinion. The practice to publish internal bulletins in Internet enlarge extent of the recipients and makes them one of the most important tools creating the internal and external image of the enterprenuers organization. One of the ideas to improve functioning of a public sector is the New Public Management (NPM). According to this concept, public organizations in their activity more frequently tend to use the management tools used by companies. The aim of this study is to present the process of developing marketing communication of a public organization. The analysis was based on one of the main channels of communication used by public sector entities, which is the Public Information Bulletin. Transmission of information by public organization is due to the existing regulatory environment formalized and routine. This results from the fact that the BIP is an essential tool of communities communication with its surrounding, also the range of information contained therein describes all areas of functioning of a municipality. The article makes an attempt of assessment of electronic administration state in Poland against a background of its general development plan in Europe. Many political initiatives undertaken from 1994 and concerning the information society have been described. The most important documents, published as results of common debate about everyday utilisation of information technology tools, systems and techniques for activation and development of European society, have been reminded. Special attention has been paid to strategy of public administration computerisation and to implementation of e-offices ideas. In reference to historical debates, the paper submits many Polish initiatives concerning information society development and a number of government documents published by Polish Parliament, State Committee for Scientific Research, Ministry of Scientific Research and Information Technology, Ministry of Infrastructure, Ministry of the Interior and Administration and other institutions. In a context of public administration operation, the article thoroughly discusses the particular stages of e-offices organisation in Poland, i.e. 1) creation of Electronic Information Bulletin, 2) submitting letters of application in electronic form with use of common information and communication technology, 3) electronic documents management, 4) creation of archives. Autor prezentuje rozważania mające na celu zdiagnozowanie i analizę specyficznych uwarunkowań wybranych, negatywnych procesów zarządzania kapitałem ludzkim, jakie występują w jednostkach samorządu terytorialnego. The author presents a discussion which has the intention of diagnosing and analysing specific conditions of selected human capital management processes taking place within territorial self-government units. They are based on the author's own research results conducted on the basis of comprehensive data provided in the public information bulletins of selected territorial self-government units. The starting point is the discussion of the legal requirements setting out the framework for selected human resource management processes - the principles of recruitment, the organisation of recruitment and criteria for promoting and compensating officials. He compares these statutory requirements with the reprehensible practices applied at the units studied. (original abstract)

There is no doubt, that contemporary the Internet plays an enormous role in everyday life. We became the information society, which constantly seeks information. More and more errands can be run by using computer, and a big part of personal life has been moved to the virtual world. The article is an attempt to answer the following questions: what information is put on PIB’s sites, what is their value for research, is this information unique, what information is put on websites of subjects obliged to run the Bulletin, what is the character of the information, and what is the relation between content of these subjects’ websites and their PIB’s content.
