The article focuses on the issue of training staff of different qualification levels for viticultural and winemaking sector of economy. Based on the best world practices of dual staff training system usage and principles of economic sectors clustering, the author considers an innovative educational system of training staff for viticultural and winemaking sector of economy in viticultural cluster, which will make staff training more efficient. The investigated issue comes from the world community transition from technology-related to anthropogenic civilization, modern social and cultural realities, and humanistic paradigm domination in educational theory and practice. It determines the necessity for the development of innovative approaches to designing modern educational systems. The attention is paid to the fact that today there is no system-based training of staff of different qualification levels for viticultural and winemaking industry – the Soviet method was liquidated and the modern one has not been created yet. In this regard it is reasonable to take advantage of the best world practice of creating educational cluster systems in sectoral clusters structure and dual training system which will provide high-quality sectoral staff training. Recent history shows that only the integrated and organized into groups of cluster entities economy can function effectively under conditions of global competition. According to a number of distinguished international experts, within economic framework the post-industrial policy should be cluster-based. World practice of cluster systems development showed that they stimulated economic progress in countries where their principles were used. In the author’s opinion, the process of integrating sectoral specialized enterprises into a viticultural cluster, which includes vocational educational institutions of various accreditation levels, is important, as long as high potential staff market is necessary for all corporate groups belonging to a sectoral cluster. The author distinguishes a major issue concerning new educational system implementation in which research and instructional guidelines should be adjusted according to branch standards and developed considering modern production practice.

The topic of the article is conditioned due to the search of a universal solution to the problem of the preparation of a competent teacher of music. The article describes the conclusions of the analysis of the psycho-pedagogical literature. On these bases, it is determined, that the important aspect of the development of professional competence of the music teacher is integration, i.e. simultaneous improvement of knowledge, skills and professional experience. The common features are highlighted, including: musical ability – tune sense, auditory conception, music-rhythmical sense; creativity – originality, looking for new opportunities, generating of different ideas; musicality – the ability to sense, to understand a musical image, a musical and auditory culture; pedagogical skills – communicativeness, a skillful use of teaching methods, individual approach. The article determines special competence of the music teacher, including: possession of techniques of the voice training and physiology of the singer’s process; skills of formation and development of the vocal abilities; sensible taking into consideration of the specific of the vocal work with pupils; ability of formation of vocal and auditory skills; creating of an artistic image of the vocal work. On the basis of generalization, the author identifies the significant professional competence of the music teacher, including: musicality, creativity, organization and management, artistry, playing the musical instrument, singing and choirmaster’s preparation, an ability to read notes from the score and to transpose, pedagogical skills. In the article the author draws attention to the fact that professional competence is not static, it is not a certain set of “frozen” competencies. It’s as a dynamic system that tends to development, which is not limited to a scheme “more – less” and it is first of all characterized by the presence of new formations of a high quality. It is concluded that the problem of development of professional competence is decided by the researchers based on general-pedagogical ideas about development as the process of becoming a person in its social manifestation under the influence of various factors: economic, social, axiological, psychological, pedagogical etc., the result of which is achieving a level of professional maturity, stability, basic professionally-personal qualities, enhancing and promoting meaningful learning, self-education and self-development. Further research will focus on defining the role of information and communication technologies in the system of formation of professional competence of the future music teacher.

Pedagogical conditions of formation of predictive competence of future masters of primary education in the system of experimental training are defined and characterized, namely: -formation of motivational-value treatment to future predictive activity; -determination of understanding of existing dependence between the level of predictive competence and level of the general professional competence of future masters of primary education through introduction of a special course «Predictive activity in the system of management of primary education»; -creation of innovative information and communication educational environment on the basis of the competent focused and contextual approaches of training; -integration of a special course «Predictive activity in the system of management of primary education» and production, pre-graduation practices. Under the pedagogical conditions of formation of predictive competence of future masters of primary education the author means a result of purposeful selection, designing and application of the content elements, technologies (methods), and also organizational forms of education for achievement of the objectives of research. The attention is focused on the fact, that the leading role in formation of predictive competence in conditions of experimental training belongs to information technologies. It was considered the purpose, tasks, approaches to creation the content of a special course «Predictive activity in the system of management of primary education». It is noted that in the basis of the content part of the special course is the modular principle. According to this principle training course includes two substantial modules, namely: I module «The conceptual bases of pedagogical forecasting», II module «The technology of forecasting pedagogical objects, processes and phenomena». At realization of the purpose and tasks of a special course «The predictive activity in the system of management of primary education» is used the most perspective, significant and available to vocational training, information technologies, among which: multimedia technology; the technology of hypertext submission the information; the technology of thematic educational WebQuest; the educational blogs, namely: the short-term thematic blog of a special course, individual blogs of students portfolio, in which they carried out different types of tasks, the individual teacher blog; computer testing. Further research of the broken problem is directed at the development of structural and substantial model of the formation of predictive competence of future masters of primary education.
