The article presents an analysis of offenses in inland navigation in 2013-2017, based on the number and reasons for issuing fines by Offices of Inland Navigation in Poland. In the investigated period, in Poland, over 1,300 fines were issued on the basis of five articles of the Act of 21st of December 2000 on Inland Navigation. Based on the collected data, the most common reasons for punishing crews of inland vessels were determined and the impact of these offenses on the safety of inland navigation in Poland was identified. In addition, recommendations for changes in the classification of offenses were presented due to the too wide spectrum of individual articles, which adversely affects the ability to interpret the most common offenses and makes it difficult to assess the causes and effects of their occurrence.

The paper continues the study of the same authors, who previously proposed a method of risk assessment in inland navigation. In the literature there is a gap in the research area of a risk management of transportation systems, especially: inland navigation. The authors carried out interdisciplinary research and presented the results related to the identification of risk factors present in the systems of inland navigation. The paper presents inland navigation risk analysis, conducted using the linguistic variables and the FMEA method, taking into account technical, economic and social aspects. The aim of the article is to present a procedure for the assessment of risk in inland waterways transport, and carry out risk analysis for transport companies. In paper the proposal of behavior scenarios, methods of preventing and minimizing effects of pointed risks are shown.

Rozwój transportu idzie w parze z rozwojem gospodarki. Dynamiczny wzrost skutkuje koniecznością ich planowania. Obserwujemy to m. in. w dokumentach i wytycznych tworzonych na różnych stopniach administracji. W obliczu sprzyjających warunków dla rozwoju żeglugi śródlądowej w Polsce, w tym w szczególności na Odrzańskiej Drodze Wodnej, celowym jest zadanie pytania o potencjalne ładunki, które mogą wykorzystać tę drogę. Autorzy niniejszej publikacji podjęli próbę przedstawienia prognoz ładunków, które mogą być przewożone Odrzańską Drogą Wodną, prezentując dwa podejścia do zagadnienia: (1) wyznaczenie prognozy na podstawie przewidywanego wzrostu założonego w „Strategii Rozwoju Transportu do 2020” oraz (2) metoda regresji prostej, na podstawie której oszacowano współczynnik trendu dla ładunków przewożonych drogą wodną. Wszystkie prezentowane prognozy zakładają wzrost udziału żeglugi śródlądowej w przewozach towarów produkowanych lub wykorzystywanych wzdłuż Odrzańskiej Drogi Wodnej.

The development of transport goes hand in hand with the development of the economy. Dynamic growth results in the necessity of their planning. One observe this, among others in documents and guidelines created at various levels of administration. In the face of favourable conditions for the development of inland waterway transport in Poland, in particular on the Oder Waterway, it is advisable to ask for potential loads that may use this route. The authors of this publication have attempted to present cargo forecasts that can be transported through the Oder Waterway, presenting two approaches to the issue: (1) determining the forecast based on the anticipated growth assumed in the "Transport Development Strategy for 2020" and (2) a simple regression method, on the basis of which the trend coefficient for waterborne loads has been estimated. All forecasts presented assume an increase in the share of inland waterways in the transport of goods produced or used along the Oder Waterway.

O dużej roli i znaczeniu transportu miejskiego świadczy sprzężenie pomiędzy sprawnym i skutecznym funkcjonowaniem transportu miejskiego, a całokształtem życia społecznogospodarczego na obszarach zurbanizowanych. Z tego względu jego prawidłowe funkcjonowanie jest przedmiotem zainteresowania nie tylko pasażerów, przewoźników, świadczących usługi w ramach komunikacji miejskiej, ale również osób zarządzających daną aglomeracją. Z tego właśnie powodu obszarem badań prowadzonych przez autorów jest ryzyko związane z podróżowaniem komunikacją miejską przez mieszkańców wybranej aglomeracji. Ocena ryzyka uwzględnia zarówno aspekty bezpieczeństwa przewozu, jak i logistycznej obsługi pasażera. Oba te czynniki decydują bowiem o jakości usług świadczonych przez system komunikacji zbiorowej. Celem artykułu jest prezentacja wyników badań ankietowych przeprowadzonych we Wrocławiu wśród pasażerów komunikacji miejskiej na przełomie roku 2017/2018.

Relationship between functional and also efficient working of urban transport and totality of social as well as economic dimension of life at urbanized area shows huge impact of urban transport at public life. It is one of the reasons that its prosperity is an object of interest of passengers, haulage contractors and persons responsible for management at the agglomeration. Because of the causes given above authors decided to choose as an object of studies the risk associated to travelling with urban communication by the residents of chosen agglomeration. The assessment of this risk includes aspects of safe travel as well as logistic support provided to passengers. Both of this factors determine the quality of service given by collective communication system. The purpose of the article is to present results of researches made through surveys collected in Wroclaw among passengers of public communication.

Launched in 2010, the so-called ‘Arab Spring’ caused an increased migration of people from both the Middle East and Africa to Europe. In the face of such a large number of refugees, the European Union announced a migration crisis. This crisis has increased the risk factor of road transport along selected European routes. The aim of this publication is to present the impact of immigrant activities on the Calais - United Kingdom route section on the assessment of the risk of cargo transportation in international distribution. The risk assessment was carried out from the point of view of enterprises providing road transport services in international distribution. The research used direct interviews conducted with the managerial staff and drivers in selected road transport companies that handle transport on the route under investigation.

The maintenance of devices is now a critical element in the functioning of manufacturing enterprises. The situation is similar in the transport industry. The technical condition of the vehicles is dependent upon operational procedures that affect the quality of services, comfort and the amount of incurred operating expenses. The aim of this paper is to compare the standards in vehicle service companies which deal with passenger transport in Poland and South Africa. In this study particular attention is paid to the influence of the human factor (passenger expectations, cultural conditions, required standards) in the implementation of this service. The authors based their research on available literature, newspaper articles, direct observation, surveys among Wroclaw’s inhabitants, and interviews with the residents of Johannesburg and the management staff of transport companies.

In the presented paper, author focus on the issues related to risk assessment of transport processes performance. The author presented the characteristics of the traditional approach to risk assessment in transport, which is popular in the literature. This approach addresses the strategic risk assessment for the road transport system and it focuses primarily on aspects related to the transport safety. The business approach to risk assessment from the perspective of the managers of the transport process is presented in the next part of the article. In this case, the subject of the analysis is the operational risk, which focuses on the risks affecting the implementation of the transport process and the achievement of the company's operational objective. The article concludes with a summary, including directions for further research.

W artykule poruszono zagadnienie dotyczące oceny ryzyka w procesie transportu drogowego. Autorka przedstawiła charakterystykę tradycyjnego podejścia do oceny ryzyka w transporcie, które dominuje w literaturze przedmiotu. Podejście to dotyczy strategicznej oceny ryzyka dla systemu transportu drogowego i koncentruje się przede wszystkim na aspektach związanych z bezpieczeństwem przewozu. W dalszej części artykułu przedstawiono biznesowe podejście do oceny ryzyka z perspektywy zarządzających procesem transportowym. W tym przypadku przedmiotem analizy jest ryzyko operacyjne, które koncentruje się na zagrożeniach wpływających na realizację procesu przewozu i osiągnięcie celu operacyjnego przedsiębiorstwa. Artykuł kończy podsumowanie oraz wytyczne obejmujące kierunki dalszych badań.

In the presented paper, authors focus on the issues related to asset management in enterprises. The aim of the article is to present the requirements and standards defined in ISO 55001. Thus, there are presented the basic definitions related to the research area. Later, there are discussed the main guidelines set out in the standard, with taking into consideration e.g. asset management system structure. Moreover, there are defined the basic procedural steps in the process of ISO 55001 standard implementation in enterprises. This gives the possibility for the analysis of ISO 55001 standard possibilities of implementation in Polish enterprises. The article concludes with a summary.

W artykule autorzy skupili się na zagadnieniach związanych z zarządzaniem aktywami przedsiębiorstw. Celem artykułu jest przybliżenie wymagań i standardów opisanych w normie ISO 550001. W związku z tym, przedstawiono podstawowe definicje związane z badaną tematyką. Następnie, omówiono podstawowe wytyczne ujęte w normie, omawiając m.in. strukturę systemu zarządzania aktywami. Ponadto scharakteryzowano podstawowy proces wdrożenia standardu ISO w organizacjach. To pozwoliło na ocenę możliwości implementacji normy ISO 55001 w polskich przedsiębiorstwach. Artykuł kończy podsumowanie.

W referacie omówiono funkcjonalność systemów ITS oraz ich wpływu na zarządzanie ruchem pojazdów w mieście. Następnie wskazano trudności występujące w analizach prędkości pojazdów w ruchu miejskim. Z kolei na podstawie przeprowadzonych badań pomiarowych na wybranym odcinku trasy wskazano trudności w interpretacji uzyskiwanych wyników. W ramach podsumowania zdefiniowano kierunki dalszych badań, pozwalające w sposób kompleksowy przedstawić omawiane zagadnienia.

The paper discusses the functionality of ITS systems and their impact on the management of vehicle traffic in the city. In the paper the difficulties facing the analysis of the speed of vehicles in traffic are also pointed out. Based on studies measuring the selected section of the route, the authors indicated difficulties in interpreting the results. In conclusion the directions for further research, allowing in a complex way to introduce the discussed issues, were defined.

In social studies, the human factor plays the dominant role and is the main topic of these studies. In the technical field the situation is somewhat different. The authors of this study have concentrated on the influence of the human component in reliable supply chains. A supply chain is treated as a complex technical-organizing system whose aim is to produce and supply a product that is readily available for use by the consumer. The aim of the article is to produce a critical analysis of the publications put forward a the ESReDA seminar, which was dedicated to the human component in technical systems as well as the referencing of publications with regards to the human component in supply chains.

The target of this paper is to present the preliminary concept of decision support system for seaports supply chain risk management in the aspect of vulnerability and resilience engineering. As a result, there is discussed a literature review connected with resilience engineering of seaport infrastructure systems and their supply chains. Later, the decision support system conception is investigated. The developed solution is to be based on the What if? approach and Bow-Tie method. The work ends up with summary and directions for further research.

The quality of public transport plays an increasingly important role in overall quality of life assessment in metropolitan areas. The punctuality of departures is classified as one of the primary criteria for passengers, public transport authorities and carriers. The paper presents the problem of measuring the punctuality of services in view of assessing by different participants of the transportation process. The literature references were discussed pointing out the most commonly used measures for punctuality assessment and relevance to travel-time reliability. The analytic tool designed for transport operator was described, which provides detailed analysis based on data registered during the transport services execution. The information support model for the transport system operation process was referred, which utilizes the available archive timetable execution data to provide the optimized routes based on passengers’ query. The importance of reliability assessment was highlighted for the interchanges being performed along the journey.

Jakość funkcjonowania transportu publicznego odgrywa coraz większą rolę w całościowej ocenie jakości życia w dużych aglomeracjach miejskich. Punktualność odjazdów klasyfikowana jest jako jedno z podstawowych kryteriów dla pasażerów, organizatora transportu publicznego oraz przewoźnika. W artykule przedstawiono problematykę pomiaru punktualności przewozów w kontekście oceny przez różnych uczestników procesu transportowego. Omówiono przegląd literatury ze wskazaniem najczęściej stosowanych miar oceny punktualności oraz powiązaniem z niezawodnością czasu podróży. Przedstawiono narzędzie analityczne opracowane dla potrzeb przewoźnika, umożliwiające wykonanie szczegółowych analiz na podstawie danych zarejestrowanych podczas realizacji kursów. Zreferowano model wspomagania informacyjnego procesu użytkowania systemu transportowego, w którym dostępne archiwalne dane o realizacji rozkładu jazdy wykorzystywane są do przedstawienia propozycji zoptymalizowanych tras przejazdu w odpowiedzi na zapytanie użytkownika. Podkreślono zasadność analizy niezawodności dokonywania przesiadki podczas podróży.

In the presented paper, authors focus on the issues connected with passenger transportation system vulnerability assessment. Following this, in the article the main transportation system vulnerability definitions are discussed. Later, there is presented the comprehensive literature review connected with assessment methods used in the analyzed research area. This gives the possibility to define the public transportation system’s vulnerability assessment as an element of process controlling performed by a carrier. Article ends with some conclusions and directions for future research.

Studies on energy security can be found in many academic publications and in government and think-tank reports. Main goal of this article is to present the energy system in the Republic of South Africa, to discuss the phenomenon of load shedding and it indication of proposed changes required to existing solutions. Authors based their research on available literature newspapers articles, direct observation and the interviews with the residents of Johannesburg. South African’s economy is the second largest in Africa, just behind Nigeria. It accounts for 24% of continent’s GDP. It is ranked as an upper-middle income economy by the World Bank. The major producer and distributor of electricity in RSA is Eskom, which provides over 95% of the country’s energy usage. Load-shedding, also referred to as rolling blackout, is an intentionally electrical power shutdown. In South Africa it affect entire country.

Among different transportation modes, inland water transport is recognized as a low-cost, environmentally friendly way of transporting. The use of this mode in Poland encounters many challenges. Thus, the investigation of development possibilities by analysing the revitalization profitability and navigability restoration of Lower Vistula river should be explored. Following this, the article includes the summary of obtained results of the project INWAPO carrying out and regards development of infrastructure and sea/river ports, demand forecast for transportation, external costs estimation and the main benefits from lower Vistula river revitalization. The main analysis is done with the assumption of IV (or higher) navigable class of the Vistula river.

W pracy skupiono się na zagadnieniu oceny niezawodności systemów transportowych, ze szczególnym uwzględnieniem charakterystyki nieuszkadzalności procesu transportowego. W pierwszym kroku przeanalizowano problem definicji nieuszkadzalności procesu transportowego. Ponadto, w oparciu o przeprowadzone badania literaturowe wyróżniono sześć podstawowych grup miar oceny funkcjonowania systemów transportowych obejmujących obszary: jakości, bezpieczeństwa, inżynierii ruchu, efektywności, spraw socjalnych, oraz ekonomiczny. Przedstawiono także wyniki badań wybranych systemów drogowego transportu pasażerskiego, obejmujących obszar terminowości realizacji przejazdów oraz gotowości przewoźników do zabezpieczania sytuacji awaryjnych.

In the article authors are interested in the issues of transportation systems dependability assessment. The focus is on reliability analysis of passenger transportation process. In the first step of research analysis, transportation process reliability is defined. Moreover, based on the literature review there are defined six main groups of transportation system performance measures. The investigated performance metrics' groups include: quality, safety, traffic engineering, effectiveness, social, and economical measures. Moreover, there are also chosen road passenger transportation systems performance analyses' results provided. The research analyses are focused on transportation process performance timeliness and carriers availability in the emergency situation occurrence.
