Badania koncentrują się na aspektach metodycznych i mają na celu podjęcie próby określenia wzajemnych relacji, jakie występują między jakością usług transportowych, jako jednego z rodzajów usług logistycznych realizowanych w ramach łańcucha dostaw, a wartością, jaką jest on zdolny generować dla finalnego klienta. Zasadniczym przedmiotem badania jest określenie podstawowych czynników determinujących jakość usług transportowych, do której pomiaru zaproponowano zastosowanie znanej od połowy lat 80. XX w. metody Servqual. Została ona jednak nieco zmodyfikowana przez autora, co w efekcie pozwoliło silniej wyeksponować relacje istniejące między tą kategorią a określonym typem rynku usług transportowych. W nawiązaniu do wybranych typów tych rynków z właściwym im mechanizmem ustalania cen przedstawiono w sposób modelowy, na podstawie relacji jakość produktu-jego cena, siłę wpływu użyteczności produktu na poziom wartości generowanej dla finalnego klienta. Wnioski z przeprowadzonych badań wskazują na potrzebę budowy łańcucha wartości opartego na wzroście jakości produktów transportowych.

The purpose of the study which is methodological in its nature, is to make an attempt to determine the impact of the quality of transport services, as one of the types of logistics services in the supply chain on the value generated within it. The scope of the study include both methodological aspects concerning the selection of the proper method of measuring the quality of the transport products which relates directly to the well known SERVQUAL method, as well as aspects enabling to apply this category to a specific type of transport services market. In relation to the selected types of these markets with the right pricing mechanism it has been shown a model based on the relationship: the quality of the product, its price which reflects the strength of the impact the usefulness of the transport product at the level of value generated for the final client. Test results point out to the need for the construction of the value chain based on the increase in the quality of the transport products.

Celem opracowania jest ustalenie podstawowych współzależności, jakie istnieją między określonym rodzajem rynku transportowego i przyjętą formułą jego organizacji a mechanizmem cenowym. Uwaga autora koncentruje się zasadniczo na rynkach usług sieciowych oraz rynkach usług przewozowych i innych rynkach usług czynnych. Analiza obu rodzajów rynków transportowych nawiązuje do ich miejsca, roli i funkcji w układzie systemu transportowego i krajowego systemu logistycznego. Uwzględniając istniejący współcześnie model organizacji rynku transportowego, autor określa i charakteryzuje mechanizmy cenowe właściwe dla każdego z tych wydzielonych rodzajów rynków. Wskazano też kryteria i zasady ustalania cen, jakie obowiązują w ramach obecnego schematu organizacyjnego rynków transportu. Przedstawiono również skutki działania mechanizmu cenowego istniejącego i wdrażanego w tym sektorze na bazie realizacji strategii zrównoważonego rozwoju transportu.

The primary objective of the paper is to determine the connections existing among the various kinds of transport market and the form of theirs organization with respect to typical for them charging mechanisms and practices. On the one hand, the author has concentrated on the markets for transport operating services (connected with traffic, such as carriage of goods, handling, warehousing, etc.) and on the other hand, on the markets for the transport network services. The analysis of the two kinds of transportation markets refers to their position and functions in the transportation and logistics systems. Referring to the currently developed traffic market organization model, the price mechanisms which are typical for the individual transportation markets were characterized and analyzed. It has been also pointed out to the criteria and formulae of the pricing which exist into frames of the individual traffic market organization schemes. Subsequently, it has been indicated and characterized the effects resulting from the already used charging mechanism in transport sector which are determined by the carried out EU strategy of sustainable mobility.

Dynamiczny rozwój transportu morskiego w regionie Morza Bałtyckiego stymulowany jest przez wiele różnorodnych czynników. Czynniki te – tak zewnętrzne, jak i wewnętrzne, czyli wewnątrzbałtyckie oraz rynkowe i pozarynkowe, transportowe i pozatransportowe – działają z różną siłą na wielkość i strukturę przewozów drogą morską. W przyszłości siła i zakres ich oddziaływania na badane zjawisko będzie ulegać różnokierunkowym zmianom. Autor artykułu podejmuje próbę identyfikacji i klasyfikacji podstawowych czynników tego typu oraz ocenia – głównie od strony uwarunkowań rynkowych: rynków towarowych i transportowych – jak czynniki te w warunkach dynamicznie zmieniającego się otoczenia w układzie bałtyckim i pozabałtyckim będą stymulować lub ograniczać ekspansję transportu morskiego w tym regionie Europy. Przedmiotem analizy jest także problem konkurencyjności międzygałęziowej w transporcie w regionie bałtyckim, która stymulowana przez zmiany zachodzące w układzie infrastruktury transportowej oraz postępujące procesy koncentracji strumieni dostaw może w istotny sposób wpływać na podział zadań przewozowych między poszczególnymi gałęziami transportu. Wskazuje się również na istotną rolę w tym zakresie Komisji Europejskiej, która za pomocą programów wsparcia rozwoju żeglugi bliskiego zasięgu, autostrad morskich i transportu intermodalnego, a także przez opracowanie i realizację strategii dla regionu Morza Bałtyckiego może w znacznym stopniu stymulować ekspansję transportu morskiego w tym regionie.

Dynamic maritime transport development in the Baltic Sea Region is stimulated by numerous factors. The main groups of those factors may be generally classified as external and internal / inter – and intra Baltic economic relations / as well as market and no market oriented and transport as well no transport factors. They influence the volume and the structure of commodity flows at the Baltic Sea with different strength and potency. Their impact on the maritime transport development in BSR will fluctuate in the future in different ways, changing the dynamic of the Baltic freight markets. The author of this paper intends to identify and classify the main above mentioned factors and taking predominantly into account market oriented causations, tries to assess how those factors in terms of dynamically changing Baltic economic environment can stimulate or hamper the expansion of maritime transport in this region of Europe. The author has focused on intermodal transport competitiveness in this region too, which itself is stipulated by dynamic development of the transport infrastructure and progressive concentration of commodity flows in this region and in the end is regarded to be one of the important factors determining the modal split in the BSR. The role and functions of the European Commission in creating the cornerstone for the sound and dynamic maritime transport development in BSR have been emphasised. The programmes of promoting short sea shipping, motorways of the sea and intermodal transport as well as co-modality and special strategy supporting BSR development can boost significantly demand for maritime transport services in this region.

W artykule omówiono status operacyjny i problemy eksploatacyjne nawigacyjnych systemów satelitarnych (SNS), takich jak GPS i GLONASS oraz satelitarnych systemów wspomagających (SBAS), takich jak EGNOS. W różnych częściach świata dostępne są inne systemy (WAAS i MSAS), kolejne (Galileo, Compass, QZSS, GAGAN) są na etapie budowy. Odbiorniki w/w systemów znalazły zastosowanie we wszystkich rodzajach transportu. Omówiono też najważniejsze wydarzenia jakich można spodziewać się w najbliższych latach w dziedzinie SNS oraz wykorzystanie tychże systemów na rynku. transportowym.

Additionally SNS markets and applications in the transport and the most significant events in the satellite navigation systems in the nearest years and SNS markets and applications are described also.
