Pragmatic approach in regional rail transport planning

In the field of transport planning in the Czech Republic, there is increasing need not only for infrastructure planning, but also for public transport planning and creating operational concepts. Public transport, as well as investments and operationally intensive industries, requires a guaranteed long-term strategy in the field of transport services. The first prerequisite for successful transport planning is the most accurate description of passenger flows, including the parameters affecting the choice of transport mode. These inputs constitute an important basis for the following steps: setting up the line network, timetable design, managing the circulation of vehicles and courses of staff, controlling, and any eventual requests for infrastructure improvements. There are currently, in the Czech Republic, few transport models that provide relevant outputs for transport planning tasks in public services. For this reason, we use a variety of heuristics, one of which is described via a practical example, i.e., the transformation of a timetable concept on a selected rail network, including the effects resulting from a change in the number of passengers.

Treścią niniejszego artykułu będą zagadnienia dotyczące transportu miejskiego. Zostanie przedstawione znaczenie trans-portu miejskiego w Polsce w latach 2014-2016 oraz zapotrzebowanie na ten rodzaj przemieszczania w różnych regionach kraju. Charakterystyce poddane zostaną środki i infrastruktura transportowa wykorzystywana do zaspokajania potrzeb społeczeństwa w zakresie przemieszczania się po mieście i terenach podmiejskich. Ocenie zostanie poddana także jakość usług oferowanych przez przewoźników miejskich w Krakowie, ich tabor, ceny biletów oraz zamieszczone zostaną opinie pasażerów o tej formie przemieszczania się na krótkie odległości.

This article focuses on the issues regarding the city transport. The significance of city transport in Poland from 2014 to 2016 is discussed, including the demand for this type of travel in various regions of the country. The means of transport and transport infrastructure used to meet the society’s needs in terms of moving about the city and the suburban areas is characterized. The quality of services offered by the city’s transport operators in Krakow is also examined as well as their fleet vehicles and ticket prices. Furthermore, passengers’ opinions about this form of travelling short distances are included.

Przedmiotem artykułu jest charakter prawny planu transportowego. Rozważania rozpoczęto od wyjaśnienia pojęcia planu transportowego. Opisano warunki niezbędne dla przyjęcia skutecznego planu transportowego ze szczególnym uwzględnieniem podmiotów zobowiązanych do uchwalenia planu oraz postępowania w zakresie uchwalenia planu. Wskazano również na skutki braku planu dla praktyki publicznego transportu zbiorowego. Całość zamykają rozważania dotyczące możliwości współpracy transgranicznej w zakresie planowania transportu zbiorowego.

Subject of the article is the legal character of transportation plan. The definition of transportation plan constitutes the starting point for further considerations. Conditions required for the acceptance of an effective transportation plan were described, with particular consideration of the subjects with an obligation to enact. Should no such plan be implemented, an indication of the effects of such omission on the practice of public transportation was made. The concluding deliberation reflects on the possibilities of cross-border cooperation within public transport planning.

In this article the authors present the methodology adopted and the results obtained in the first stage of the research encompassing focus group interviews (FGI) about the needs of public transport users in a selected city (Poznan). The elicitation and assessment of the requirements were carried out for three groups of people with disabilities using public transport in the city of Poznań: blind and partially sighted people, deaf and hearing-impaired people, as well as people with locomotor dysfunctions. A study carried out on the basis of a scenario especially designed for the FGI purpose has made it possible to identify barriers for people with disabilities and, consequently, to formulate their pre-trip, on-trip and post-trip requirements when it comes to urban public transport services. The results will be used to construct a questionnaire to be used further on in the project.
