Dynamiczny rozwój transportu jest istotnym czynnikiem rozwoju gospodarczego i znaczącym źródłem uciążliwości do- tyczących głównie negatywnego wpływu na środowisko. Jedną z metod pozwalających na poprawę sytuacji w tym obszarze jest racjonalne planowanie rozwoju systemu transportowego. W artykule omówiono problematykę modelowania rozwoju systemu transportowego. Scharakteryzowano problemy środowiskowe, które są brane pod uwagę przy modelowaniu rozwoju systemu transportowego. Ponadto omówiono koncepcję modelu rozwoju proekologicznego systemu transportowego, będącego rozwinięciem modelu proekologicznego systemu stanowiącego efekt prac nad projektem EMITRANSYS. Wskazano jego elementy oraz zastosowanie.

Dynamic development of transport is important factor of economic development and significant source of nuisance regarding mainly negative impact on environment. One of methods to improve situation is rational planning of transport system development. Article discusses problem of transport system development modelling. Environmental problems, which are taken into account were characterized. Concept of model for pro-ecological transport system development, which is an extension of model constituting effect of work on EMITRANSYS project, was discussed. Its elements and application were indicated.

W artykule omówione zostały problemy decyzyjne związane z kształtowaniem proekologicznego systemu transportowego. Przedstawiono problematykę kształtowania systemu transportowego z uwzględnieniem aspektów proekologicznych oraz omówiono kryteria oceny. Przedstawiono model proekologicznego systemu transportowego oraz sformułowano przykładowe zadanie optymalizacyjne rozłożenia potoku ruchu dla proekologicznego systemu transportowego.

The article discusses decision problems related to shaping the pro ecological transport system. The problems of shaping the transport system including pro-ecological aspects were discussed and evaluation criteria were discussed. The model of a pro-ecological transport system was presented and an exemplary task of optimizing the distribution of a traffic flow for a pro-ecological transport system was formulated.

Opisano podstawowe skutki działalności transportowej które niekorzystnie wpływają na środowisko tj. zanieczyszczenie powietrza, zmiany klimatu, kongestię oraz hałas. Przedstawiono definicje efektywności, a następnie zaproponowano kryteria oceny działalności systemu transportowego i oceny efektywności działalności systemu transportowego w aspekcie proekologiczność.

The article presents criteria for assessing transport system. The basic effects of transport activities adversely affecting the environment like air pollution, climate change, congestion and noise are described. The appropriate definitions of effectiveness and criteria for evaluating activity of transport system and its efficiency system in terms of ecology are proposed.

In the article we made a comparing the rail and car transport in the CO2 emission. We described the research concerning the negative influence of harmful exhaust fumes, in particular of carbon dioxide on the natural environment and the health of people. We presented main assumptions of the mathematical model of the environment-friendly transport system. We described the structure of the transport network with the help of the graph. We set characteristics describing elements of this structure and characteristics concerning vehicles especially concerning the volume of the carbon dioxide emitted by them. On account of the specificity of appearing of the transport in Poland in the model we took into account only means of road and rail transport used for the carriage of cargo and passengers, and we also divided them on account of the kind of fuel powering them. For analysis we chose the string Warsaw - Łódź, in which it is possible to move by different means of transport which transmitting different amounts of the carbon dioxide to the atmosphere. We conducted distribution of passengers flow into the transport network for three scenarios according to the criterion of the total amount of the external costs associated with the air pollution.

W artykule dokonano porównania transportu kolejowego i samochodowego w zakresie emisji CO2. Przedstawiono badania dotyczące negatywnego oddziaływania związków szkodliwych spalin, w szczególności dwutlenku węgla na środowisko naturalne oraz zdrowie ludzi. Przedstawiono główne założenia matematycznego modelu proekologicznego systemu transportowego w tym przedstawiono jego elementy. Strukturę sieci transportowej przedstawiono przy pomocy grafu. Zadano charakterystyki opisujące elementy tej struktury oraz charakterystyki dotyczące pojazdów w tym wielkości emitowanego przez nie dwutlenku. Ze względu na specyfikę występowania transportu w Polsce w modelu uwzględniono tylko środki transportu drogowego i szynowego wykorzystywane do przewozu ładunków i pasażerów a także dokonano ich podziału ze względu na rodzaj zasilającego je paliwa. Dla analizy wybrano ciąg Warszawa – Łódź, w którym przemieszczać się można różnymi środkami transportu, które emitują różne ilości dwutlenku węgla do atmosfery. Przeprowadzono rozłożenie potoku pasażerów na sieć transportową dla trzech scenariuszy według kryterium całkowitych kosztów zewnętrznych związanych z zanieczyszczeniem powietrza.

W artykule przedstawiono model systemu transportowego w aspekcie zrównoważonego rozwoju. Zdefiniowano pojęcia zrównoważonego rozwoju i zrównoważonego transportu. Zidentyfikowano podstawowe negatywne skutki wpływu transportu na środowisko naturalne tj.: zanieczyszczenie powietrza, zmiany klimatu, hałas, kongestię oraz wypadki. W modelu ograniczono się do analizy systemu transportowego z punktu widzenie jego emisyjności, czyli wpływu na zanieczyszczenie powietrza i zmiany klimatyczne. W sposób formalny zapisano dane, zmienne decyzyjne, ograniczenia i funkcje kryterium. Słowa kluczowe: transport zrównoważony, model matematyczny, proekologiczny system transportowy.

The article presents a model of the transport system in the context of sustainable development. The concept of sustainable development and sustainable transport were defined. The main negative effects of the impact of transport on the environment, such as: air pollution, climate change, noise, congestion and accidents were identified. The model is limited to the analysis of the transport system from the point of view of its emissivity, i.e. the impact on air pollution and climate change. Data, decision variables, constraints and features criterion were formalized
