Celem artykułu jest polemika z tezą iż potencjał demograficzny Polski wyczerpuje się, co sprawia, że zagrożony jest jej rozwój ekonomiczny w związku z czym niezbędne będą migracje siły roboczej głównie z przeludnionych krajów Afryki i Azji. Do poprawy sytuacji w zakresie wytwarzania dochodu narodowego miałoby się przyczynić również wydłużanie wieku emerytalnego. Autor sądzi, że katastroficzne prognozy oparte są na kruchych, a niejednokrotnie błędnych, nie uwzględniających szerszego kontekstu społecznego, przesłankach. Bezkrytyczne dawanie im wiary i stosowanie niektórych wniosków w polityce gospodarczo- społecznej może przynieść więcej szkód niż pożytku. Nieprawdą jest, że Europie, w tym również Polsce, grozi „kataklizm” ekonomiczny i społeczny z powodu zmniejszenia przyrostu naturalnego. Autor uważa, iż mniejszy przyrost naturalny to szansa na ograniczenie problemu bezrobocia i wyższą stopę życiową, którą można osiągnąć dzięki postępowi technicznemu i wyższej krańcowej produktywności czynników. Nieprawdą jest również, że problemem przyszłości będzie zmiana struktury wieku ludności oraz wynikająca stąd większa ilość osób nie pracujących na jednego zatrudnionego. Społeczeństwo będzie w stanie utrzymać coraz większą liczbę ludzi w wieku poza produkcyjnym. Możliwości takie wynikają z olbrzymich rezerw wydajności pracy w gospodarce polskiej w stosunku do krajów wysoko rozwiniętych, postępu technicznego oraz rezerw organizacyjnych.

Polemic is purpose of article with thesis that demographic potential peters out Poland, that causes, that economic development is threatened it by reason of that from overpopulated countries of Africa essential be migration labor force mainly. Extending of pensionable age would have contribute for correction of situation in range of fabricating national income also. Author judges, that catastrophic forecasts are based on fragile, but repeatedly erroneous, not taking into consideration wide context social, premises. Uncritical giving faith memorial and some conclusions application economically damages can bring - social more than benefit There is falsehood, that Europe, in also Poland, it threatens „ cataclysm ” economic by the reason of decrease of natural increase social. Author consider, that smallest natural increase it on limitation of problem of joblessness. Chance and superior vital ratio, it is possible to achieve which due to technical progress and superior (high) extreme productiveness. Society will keep large number of people in condition in age beyond productive.. Capabilities such result from enormous reserve of production capacity of work in polish economy relatively to countries advanced highly, technical progress and organizational reserve.

The paper provides discussion and review of selected features, which are most often used in research and assessment of the degree of development and (social and spatial) accessibility of IT infrastructure, first of all of ICT networks. In the first stage, a list of the categories of (diagnostic) features was constructed. The next step was connected with substantive and formal (statistical and mathematical) analysis of the features aimed at reduction of the number of variables under consideration, based on empirical data in the order of selected spatial units in Poland. The objective was to build such a complex measure which would reflect the features both stimulating and hampering development and accessibility of the networks in the order of the spatial units examined. GIS and statistical software was used for the construction and presentation of spatial diversification of selected complex measures of accessibility of networks in Poland.

The author presented fundamental tendencies of demographic development based on the analysis of data taken from the Main Statistic Office. He demonstrated the threats that could appear in connection with Poland’s entrance into the EU structures and that could result from demographic tendencies, their influence on Poland’s demographic potential. In the second part of the article, a problem of the Polish Armed Forces’ financing has been touched on. A particular attention has been drawn to the comparison of soldiers’ earnings with selected professional groups outside the army. In the conclusion the author pointed at a significant influence of financial factors relating to soldiers’ salary on providing an appropriate overall level of the Polish Armed Forces.
