Tourism management by public administration institutions

The work addresses the issue of implementing the function of the state in the tourism economy by government and self-government administration institutions. Attention is paid to the scope of the functions of the state carried out in the tourism economy and the multiplicity of entities involved in achieving the objectives in this field. A multi-level and extensive tourism management system as well as the dysfunctionality of the existing structure is presented. The public tourism management system has limited effectiveness and it also carries a risk resulting from the duplication of competencies. On the other hand, despite the high share of the tourism economy in creating economic values, tourism is not sufficiently acknowledged by state authorities that implement tasks in the field of tourism policy. Sources of budget subsidies for tasks in the tourism sphere are very limited. The aim of the study is to identify the current system of managing the tourism economy by public entities in Poland and to indicate the areas that should be subject to improvement.

W pracy podjęty został problem realizacji funkcji państwa w gospodarce turystycznej przez instytucje administracji rządowej i samorządowej. Uwaga została zwrócona na zakres realizowanych funkcji państwa w gospodarce turystycznej, wielość podmiotów zaangażowanych w realizację celów z tego zakresu. Zaprezentowano wieloszczeblowy i rozbudowany system zarządzania turystyką oraz dysfunkcjonalność istniejącej struktury. Publiczny system zarządzania turystyką posiada ograniczoną skuteczność, niesie za sobą także ryzyko wynikające z powielania się kompetencji. Z drugiej strony mimo wysokiego udziału gospodarki turystycznej w tworzeniu wartości ekonomicznych, turystyka nie jest dostrzegana wystarczająco przez państwo. Źródła zasileń są bardzo ograniczone. Celem opracowania jest prezentacja obowiązującego systemu zarządzania gospodarką turystyczną przez podmioty publiczne w Polsce wraz ze wskazaniem obszarów, które powinny być poddane doskonaleniu.

The objective of this research is to thoroughly investigate the regional relation policy between Ukraine and Poland and to improve the development process of tourism policy and of cross-border cooperation between these regions. The latest tourism’ aspects and basic legal documents of Poland and Ukraine’ regional policy have been analysed and investigated. The main regional differences for the last eight years in the accommodation of foreign tourists in Poland have been highlighted. A new form of rural tourism in Ukraine is gastro-tourism. In recent years, various forms of tourism have been rapidly developing in Poland, including culinary tourism. There are lots of culinary trails, “festivals of flavour” and blogs dealing with food. With its healthy and tasty food, Poland could pursue this kind of tourism as well. In fact, gastro-tourism is a young but promising direction of tourism, which is worth a separate discussion. Gastronomy tourism has slowly started to develop in Ukraine.

Celem artykułu jest przedstawienie zagadnienia planowania strategicznego w procesie kształtowania rozwoju turystyki. Strategia rozwoju traktowana jest jako istotny instrument polityki regionalnej, ściśle powiązanej z polityką sektorową, w tym turystyczną, której elementem jest strategia rozwoju turystyki. Polityka turystyczna jest uzależniona między innymi od stopnia rozwoju i potencjału turystycznego regionu. Natomiast realizacja skutecznej polityki turystycznej kształtuje rozwój turystyki.

The main aim of this article is to present the strategic planning in the process of formation of tourism development. Development strategy is treated as a vital instrument of regional policy closely associated with sectoral policy. This includes tourism policy with tourism development strategy being its part. Tourism policy depends on the degree of development and the tourist potential of the region. However, the implementation of an effective tourism policy shapes the development of tourism.

Złożoność i dynamika procesów zachodzących we współczesnym świecie, w tym narastanie problemów o zasięgu globalnym powoduje, że rozwijają się różne formy współpracy międzynarodowej w wielu dziedzinach i obszarach. Taką dziedziną jest również turystyka, której duża dynamika rozwoju w ostatnich latach powoduje, że coraz częściej postrzega się ją jako ważny instrument rozwiązywania różnych problemów gospodarczych, ekologicznych, społecznych i kulturowych. Celem artykułu jest analiza znaczenia współpracy międzynarodowej w turystyce i identyfikacja jej podstawowych form, wskazanie głównych podmiotów międzynarodowej polityki turystycznej i ich inicjatyw podejmowanych na rzecz rozwoju turystyki, ze szczególnym uwzględnieniem Unii Europejskiej. W artykule skoncentrowano się na współpracy organizacji rządowych. Przeprowadzona analiza wykazała, że wzrasta znaczenie różnych form współpracy międzynarodowej w turystyce, wciąż rozszerza się jej zakres i rola w kształtowaniu współczesnej polityki turystycznej. Tendencja ta będzie się nasilać, między innymi jako odpowiedź na postępującą globalizację gospodarki turystycznej. Międzynarodowe organizacje rządowe stanowią przede wszystkim ważny system regulujący, wspomagający i koordynujący rozwój turystyki na świecie.

The complexity and dynamics of the processes taking place in the modern world, including the growth of global problems causes the development of various forms of international cooperation in various fields and areas. Tourism is also such an area, the high growth dynamics of which in recent years makes it an increasingly important instrument for solving a variety of economic, environmental, social and cultural issues. The aim of the article is to analyse the importance of international cooperation in tourism and the identification of its basic forms, identification of the main actors of the international tourism policy and their initiatives undertaken for the development of tourism, with particular emphasis on the European Union. Against this background, Polish international cooperation in the field of tourism was also analysed. The article focuses on the cooperation between government organizations. The analysis showed that the increasing importance of various forms of international cooperation in tourism continues to expand its scope and role in the development of modern tourism policy. This trend will escalate, among other things, as a response to the progressive globalization of the tourism economy. International Governmental Organisations primarily constitute an important regulatory system, supporting and coordinating the development of tourism in the world.

W pierwszej części artykułu przedstawiono system organizacji i miejsce turystyki w obecnych strukturach administracji państwowej. W drugim rozdziale opisano znaczenie turystyki w polityce społeczno-ekonomicznej państwa (ogólne dokumenty rządowe kształtujące tę politykę). Kolejną część pracy poświęcono kierunkom polityki turystycznej państwa, wyznaczonym w szczegółowych dokumentach resortowych rządu. W ostatnim rozdziale przedstawiono zadania Polskiej Organizacji Turystycznej w dziedzinie promocji turystyki.

Tourism has grown to massive proportions in the last several years and become a renumerative sphere of an activity and moreover a huge sector of an industry. There is a need of an instruments creation which assist the tourism development like the general administration documents marking the main aims and directions of a state policy, detailed programmes, strategies and administration institutions in tourism sector.
