Integrated management system based on the BSC method: application in polish hospitals

Currently, hospital management is increasingly aware of monitoring their unit’s operations. New directives require hospitals to create departments for Managerial Control. These have to boast appropriate achievements. The departments are obliged to provide reports on the completion of the hospital’s objectives and tasks. In the article, the author aims at presenting the application of the Balanced Scorecard tool as an integrated system for hospital management. BSC is a helpful tool for managing a hospital with analysis of the state of financial and non-financial resources. In the paper, attention was brought to practical achievements of hospital directors that use IT tools. As a summary, the article provides a diagram that illustrates the strength of data quality required for the correct functioning of an integrated system, which at the same time shows its strong and weak points.

Cały proces zarządzania ryzykiem został ujęty w jednym ze standardów kontroli zarządczej, który tworzy mechanizm sekwencji następujących po sobie czynności mających na celu identyfikację i ocenę ryzyka oraz określa sposoby reagowania na nie. Prawidłowo wdrożony i utrzymywany system zarządzania wspiera oraz doskonali identyfikację zagrożeń i szans, ustanawia solidne podstawy do podejmowania decyzji i planowania oraz doskonali mechanizmy kontroli. Jedną z wielu korzyści z wprowadzenia systemu zarządzania ryzykiem jest zaś m.in. zmniejszenie liczby nieprzewidzianych zdarzeń mających negatywny wpływ na działanie organizacji.

The process of risk management has been granted as a standard of management control, which creates a sequence mechanism to identify and assess the risk and describe ways to respond to it. Properly implemented and maintained management system supports and improves identification of risks and chances, establish solid background for decision-making and planning and improves control mechanism. While one of the many benefits from implementation of risk management system is reduction of unexpected events which have a negative impact on work in organization.

Celem pracy jest charakterystyka kontroli zarządczej jako narzędzia wspomagającego orientację na wyniki na przykładzie organizacji publicznych. W pracy wykorzystano metodę analizy literatury a także zaprezentowano studium przypadku jednego z urzędów terytorialnej administracji publicznej. Z przeprowadzonej analizy wynika, że nie ma jednego wypracowanego modelu organizacyjnego kontroli zarządczej. Kontrola zarządcza wpisuje się w różne modele doskonalenia organizacji, w których znajdują się kryteria bezpośrednio odnoszące się do orientacji na wyniki. Może być ona wykorzystywana jako narzędzie orientacji na wyniki w organizacjach publicznych.

The aim of this study is to characterize the managerial control as a tool to support the orientation of the results on the example of public organizations. In this work the method is based on the literature analysis and also a presented case study of the one territorial offices of the public administration. The analysis shows that there is no single organizational model developed managerial control. Managerial control is a part of the various models of improvement organizations in which the criteria are directly related to the orientation of the results. It can be used as a tool for performance orientation in the public organizations.
