Purpose: The article's main aim is to present issues related to the importance of business environment institutions (BEIs) in creating startup ecosystems, particularly in developing the Wrocław startup ecosystem. The specific goal is to identify the most important actors of the Wrocław ecosystem and present the offer of business environment institutions operating in the city, along with their assessment. Design/methodology/approach: To achieve the intended goals, the author based her considerations on analyzing the literature on the subject, using both Polish and foreign sources, including scientific articles and reports prepared by Polish and foreign organizations. The analysis of business environment institutions in Wrocław was based on information available on the official websites of these entities, e.g., araw.pl or startupwroclaw.pl. Additionally, in the last part, the author used the results of empirical research conducted in the form of individual in-depth interviews among startups, BEIs, and experts rooted in the Wrocław startup ecosystem to learn the respondents' opinions on the quality of the institutional environment of the ecosystem in which they operate. Findings: Business environment institutions are a vital element of effective startup ecosystems worldwide. Access and support from these institutions play an important role for startups, and their importance is constantly growing. Wrocław is well-rated as an ecosystem, offering a wide range of diverse business environment institutions that support startups in consulting, incubation, technology transfer, innovation development, and access to capital. The advantages of the city include customer approach, service in English, promotion of startups, and access to infrastructure enabling development and innovation. Despite the rich offer, not all startups use it, mainly due to the lack of information, which is one of the main shortcomings and is an element that requires improvement. The lack of coordination and flow of information between BEIs, and duplication of ideas or initiatives is a problem also indicated by the business environment institutions themselves, which see the solution in greater integration of activities, e.g., under the patronage of ARAW, which is the main animator of the Wrocław ecosystem. Other problems include limited possibilities of financing activities at various stages of development, lack of audit programs, and access to certain experts/advisors. Social implications: The best startup ecosystems in the world can attract and retain the best, brightest innovators who create solutions that can revolutionize various areas of life. Well-functioning business environment institutions are part of this success while constituting an excellent example for other BEIs to follow in the international space. Although Wrocław is not among the best ecosystems in the world, it can be said that it aspires to such a group, which is reflected in various reports and rankings of the world's best ecosystems. However, in Poland and Europe, mainly Central and Eastern Europe, it is at the forefront and can serve as a benchmark for other cities. Originality/value: Many studies on startup ecosystems and startups are found in the literature. These are often studies of a general nature or relating to the most recognizable ecosystems, such as Silicon Valley, London, or Singapore. The situation is similar regarding business environment institutions, it is possible to find studies on the statistics of their occurrence, tasks performed, and the general role they play in supporting entrepreneurship. The literature lacks studies on specific examples of the functioning and creation of startup ecosystems in Poland by business environment institutions. This article refers to the example of Wrocław, which may constitute a benchmark for other cities. The article's value points out the most important BEIs in the Wrocław startup ecosystem, defining their tasks and their assessment from the point of view of entities operating in it and pointing out the most critical shortcomings requiring improvement.

Purpose: The purpose of this article is to characterize the activity and establish the potential of business environment institutions (BEIs) in terms of supporting the innovativeness of enterprises in Poland. The business environment institutions are a group of entities offering consultancy, training, information and financial aid to businesses, particularly small and medium-sized enterprises (SMEs). This aid is necessary for the implementation of innovative processes and the development of enterprises. Design/methodology/approach: This paper utilizes subject literature studies, statistical data analysis, results of own research and observation of the economic practice. Findings: Based on the results of primary and secondary research, one can claim that cooperation between enterprises and business environment institutions leads to increased innovativeness of the former. The shrinking number of business environment institutions, reduction of their activity and clustering in more developed regions and cities, all of which have been happening in recent years, pose a great threat to the support small and medium-sized enterprises are able to receive for the implementation of innovative processes. Research limitations/implications: It would be worthwhile to learn the up-to-date opinions of entrepreneurs concerning pro-innovation support provided by business environment institutions. Practical implications: There is a need for wider cooperation between entrepreneurs, local authorities and business environment institutions for sake of building appropriate ecosystems to support the innovativeness of enterprises. The business environment institutions are a key part of such ecosystems, yet their presence in the implementation of innovative processes within small and medium-sized enterprises is insufficient. Originality/value: Study expands the knowledge about activities supporting the innovativeness of enterprises being carried out in Poland by business environment institutions.

Purpose: The aim of the article is to learn about the attitudes of innovative enterprises representatives towards the strength and importance of relations in regard to business environment institutions (BEI). Design/methodology/approach: The presented analyzes constitute a part of a broader study on the determinants of the quality of relations between enterprises in the quadruple helix. The article focuses on the enterprise – BEI. The research was carried out with the use of CATI method on a sample of 200 innovative enterprises Findings: The results show that in the case of the relationships strength and importance, communication is an important construct in relation to BEI. The significance of trust, commitment and satisfaction with regard to the strength and importance of the relationship between an innovative enterprise and BEI was not indicated. Moreover a high positive correlation was indicated between the individual relationship quality constructs. Research limitations/implications: The research sample is a limitation. The research was conducted on a sample of 200 innovative enterprises, but only 33% declared maintaining relations with BEI. Practical implications: The article indicates which quality constructs should be paid attention to by BEI in managing relations with enterprises. Originality/value: The article indicates that in some aspects of relationship management, communication is more important component than trust, commitment and satisfaction.

The significance of trust and satisfaction with regard to the strength and importance of the relationship between an innovative enterprise and scientific and research and development institutions was not indicated. Moreover a high positive correlation was indicated between the individual relationship quality constructs. Research limitations/implications: The research sample is a limitation. The research was conducted on a sample of 200 innovative enterprises, but only 22.5% declared maintaining relations with scientific and research and development institutions. Practical implications: The article indicates which quality constructs should be paid attention to by representatives of scientific and research institutions in managing relations with enterprises. Originality/value: The article indicates that in some aspects of relationship management, commitment and communication are more important components than trust and satisfaction.

Cel badań: diagnoza i analiza potrzeb informacyjnych instytucji otoczenia biznesu (IOB) w Małopolsce. W badaniach uwzględniono akredytowane przez Ministerstwo Rozwoju ośrodki innowacji świadczące usługi proinnowacyjne na terenie Małopolski. Metodologia: dokonano przeglądu kluczowych dokumentów dotyczących IOB, publikacji naukowych, stosując metodę analizy i krytyki piśmiennictwa. Wśród źródeł informacji znalazły się strony internetowe wybranych IOB, statystyki GUS i PARP. Wyniki badań: określono aktualny stan akredytowanych ośrodków innowacji świadczących usługi proinnowacyjne na terenie Małopolski. Zgromadzono wiedzę na temat aktywności tych instytucji w zakresie przedsiębiorczości i innowacyjności. Na przykładzie wybranych ośrodków omówiono oferowane usługi proinnowacyjne – usługi doradcze w zakresie innowacji, usługi wsparcia innowacji.

Aim of the research: diagnosis and analysis of information needs of business environment institutions (BEI) in Małopolska. The research included innovation centers accredited by the Ministry of Development providing pro-innovative services in the Małopolska region. Methodology: a review of the key documents concerning BEI, scientific publications, using the method of analysis and criticism of the literature. The sources of information included websites of selected BEIs, GUS and PARP statistics. Research results: the current status of accredited innovation centers providing pro-innovation services in the Małopolska region has been determined. Knowledge was gathered about the activities of these institutions in the field of entrepreneurship and innovation. The example of selected centers discusses the pro-innovation services offered - innovation consulting services, and innovation support services.

Cooperation in the field of innovation activities means active participation in joint projects with other companies and business environment institutions. Some of these institutions are involved in cooperation with entrepreneurs to a very limited extent, which makes the help ineffective. The aim of this article is to define the impact of this kind of cooperation in in the context of innovation development in the Podlasie region. According to the author of this article, the research problem is the low level of cooperation between companies and institutions of the business environment. There are not many publications regarding the identification of the degree of readiness to cooperate by companies in the regional context. The article uses the method of critical analysis of literature and statistical analysis of data. The results show the degree of interest in taking up cooperation between entities. Aiming to improve the level of cooperation, a more proactive and specific approach of the business environment institutions is recommended.

Na rozwój małych i średnich przedsiębiorstw ma wpływ wiele czynników o różnym charakterze. Należą do nich czynniki zewnętrzne, pochodzące z szeroko rozumianego otoczenia (makrootoczenia, mezootoczenia i mikrootoczenia), jak również czynniki wewnętrzne (związane z osobą właściciela i odnoszące się do charakterystyki przedsiębiorstwa), określające możliwości, jakimi dysponuje przedsiębiorstwo. Mogą być one stymulatorami lub barierami rozwoju małych i średnich przedsiębiorstw. Gdy stają się barierami, szczególnie zasadna wydaje się polityka wsparcia tego sektora ze strony instytucji otoczenia biznesu. Jednak, jak wskazują liczne badania, działania tych instytucji są niewystarczające. Celem niniejszego opracowania jest identyfikacja i ocena wsparcia rozwoju małych i średnich przedsiębiorstw przez instytucje otoczenia biznesu w województwie łódzkim na przykładzie usługodawców logistycznych.

The development of small and medium-sized enterprises is influenced by many factors of a different nature. These include external factors derived from the environment (macro-, meso- and micro-environment), as well as internal factors (related to the person of the owner and referring to the characteristics of the enterprise) that determine capabilities of the given company. These factors can be stimulants or barriers to the development of small and medium-sized enterprises. In particular when they become barriers, a policy of support for this sector provided by business environment institutions seems to be justified. However, as indicated by numerous studies, activities undertaken by these institutions are insufficient. The aim of this paper is the identification and evaluation of support for the development of small and medium-sized enterprises provided by business environment institutions in the Lodz region, illustrated with the example of logistics service providers.

The article pointed out the important, from the point of view of the town and the local market participants, business environment institutions. Their current status, trends, strengths and weaknesses were also discussed. Their role was emphasized and the emerging local initiatives were identified. The author reviewed the issues which affect local colleges and universities in the context of the needs of the city and the region. Critical areas of change which must take place were identified here. The author also characterized a number of outreach activities which have been undertaken in the area of academic entrepreneurship in the local market

Podkreślono ich rolę oraz wskazano tworzące się inicjatywy lokalne. Autor dokonał przeglądu problemów, jakie dotykają lokalne uczelnie wyższe w kontekście potrzeb miasta i regionu. Wskazano krytycznie obszary zmian, jakie muszą nastąpić. Autor scharakteryzował wiele działań popularyzatorskich, jakie zostały podjęte w obszarze przedsiębiorczości akademickiej na lokalnym rynku.
