W dniu 1 maja 2004 roku Polska zostanie członkiem Unii Europejskiej i zostanie włączona w realizację wielu programów wspólnotowych. Jednym z nich będzie European Road Safety Action Plan, w którym przyjęto, że do 2010 roku liczba zabitych w wypadkach drogowych powinna ulec obniżeniu o 50 %. Unijni specjaliści obawiają się, że po rozszerzeniu i zniesieniu granic osiągnięcie tego celu może być zagrożone, bowiem na drogach Unii pojawi się większa liczba kierowców o odmiennych postawach i kulturze zachowania się w ruchu drogowym. W artykule sprawdzono, na ile te obawy znajdują swoje uzasadnienie w badaniach naukowych (SARTRE 3).

On 1 May 2004 Poland will become a member of the European Union and will participate in numerous community programmes. The 'European Safety Action Plan' is going to be one of them. It assumes that by the year 2010 the number of road traffic fatalities should be halved. European Union specialists, however, are afraid that after the enlargement and abolition of state boarders, the aforementioned goal may prove difficult to achieve, due to the growth in the number of drivers with different attitudes and driving culture appearing on the union roads. This article examines to what extent these fears find justification in scientific research.
