This study aims to identify the barriers of drivers with disabilities who use hand controls based on research of their experiences in Serbia. After identifying the barriers, we proposed recommendations based on best world practices and the real needs of drivers. The barriers are divided into two groups: before and during the driving experience. Within the first group, problems related to country support and training in driving schools are identified. The second group of problems is vehicle adaptations and everyday participation in traffic. For each barrier, we proposed recommendations based on the best practice and real needs of DwD. The expected effects of these recommendations are an increase in the number of drivers with disabilities who use hand controls and their mobility and road safety. Also, the proposed measures may have a good effect in countries and regions with a similar inclusion level as Serbia.

Niniejsze badanie ma na celu zidentyfikowanie barier dla niepełnosprawnych kierowców korzystających z ręcznych urządzeń sterujących, na podstawie badań ich doświadczeń w Serbii. Po zidentyfikowaniu barier zaproponowaliśmy rekomendacje oparte na najlepszych światowych praktykach i rzeczywistych potrzebach kierowców. Bariery dzielą się na dwie grupy: przed i w trakcie jazdy. W ramach pierwszej grupy zidentyfikowano problemy związane ze wsparciem kraju i szkoleniem w szkołach nauki jazdy. Druga grupa problemów to adaptacje pojazdów i codzienne uczestnictwo w ruchu drogowym. Dla każdej bariery zaproponowaliśmy rekomendacje oparte na najlepszych praktykach i rzeczywistych potrzebach niepełnosprawnych kierowców. Oczekiwanym efektem tych zaleceń jest wzrost liczby niepełnosprawnych kierowców korzystających z ręcznych metod sterowania oraz ich mobilność i bezpieczeństwo ruchu drogowego. Proponowane środki mogą również przynieść pozytywne skutki w krajach i regionach o podobnym poziomie integracji jak Serbia.

The European Union has an ambition to achieve zero road deaths by 2050. It is an ambitious target, but not an unachievable one. The installation of a front brake light, which provides information to other road users that the vehicle is braking, can help to achieve this goal. Today, this information is available to road users who can see the rear of the vehicle. Because the brake lights are located at the rear of the vehicle. The information that the vehicle is braking is also important when looking at the front of the vehicle. Whether it is other drivers or other road users such as pedestrians and cyclists. The aim of this paper is to conduct a research among professional road transport drivers what their opinion is about the front brake light. From their opinion, we will conclude whether such light has the potential to improve road safety or not.

In recent years, some expressway tunnels have started broadcasting warning sounds, such as fire alarms, to improve driver attention and traffic safety. However, there is few research on it, and in contrast to previous studies, we have considered different evaluation indices and through field measurement to determine the effectiveness of this practice. The characteristics of three warning sound signals, i.e., fire alarm, dynamic music, and voice command, in a tunnel were analyzed using MATLAB. Considering pupil diameter and blink duration as evaluation indexes, the change in the mental state of the driver after hearing a warning sound was analyzed. Based on Markov chain theory, the change in the gaze region and gaze shift of the driver under the condition of a warning sound was analyzed. Results shows fire alarms and voice commands can increase the mental load of drivers, but the degree of impact was not determined. Dynamic music does not affect the mental load of the driver. The fire alarm and dynamic music attracted the attention of the driver; conversely, as the voice command warns the driver to focus on safety, it did not impact the attention of the driver. The research results provide a scientific reference for the selection of warning sounds in expressway tunnels and new research ideas for the prevention of traffic injuries in expressway tunnels.

The study presents an overview of the available research results concerning the analysis of the impact of factors characteristic for the behavior of road users that influence road accidents. Intellectual fitness, personality and temperament as well as psychomotor skills were analyzed. The aim of the article is to present the current results in terms of selected psychological factors, i.e. intellectual performance, personality and temperament traits as well as psychomotor performance in the field of road safety. It is also the basis for setting directions for further research in this field.

Opracowanie przedstawia przegląd dostępnych wyników badań dotyczących analizy oddziaływania czynników charakterystycznych dla zachowań uczestników ruchu drogowego, mających wpływ na wypadki drogowe. Analizie poddano sprawność intelektualną, osobowość i temperament oraz zdolności psychomotoryczne. Celem artykułu jest przedstawienie dotychczasowych wyników w zakresie wybranych czynników psychologicznych, tj. sprawności intelektualnej, cech osobowości i temperamentu oraz sprawności psychomotorycznej w zakresie bezpieczeństwa ruchu drogowego. Jest to również podstawa do wyznaczania kierunków dalszych badań w tym zakresie.

This paper deals with fatal traffic accidents in the period 2017-2019, caused by drivers who have held driving licenses for less than five years. Specifically, it examines an interconnection between these accidents and the driving schools being completed by these drivers. Furthermore, it analyses whether the perpetrators of traffic accidents with short driving experience are graduates of the same driving schools, and thus, whether the occurrence of serious traffic accidents is directly related to the quality of training in specific driving schools.

The article addresses road traffic safety. The issue constitutes a contemporary and fundamental social problem. That is because over 1.3 million people die on roads annually globally, while in Poland alone about 3,000 people. The article aims to discuss the factors influencing road safety, emphasizing the human factor and its complexity. A hypothesis was made that the efficiency and nature of cognitive processes affect human activity during road traffic. The method of analyzing the subject literature and the available statistical data and the method of synthesis were used to verify the formulated hypothesis. The text presents the characteristics of the most important cognitive processes and attempts to analyze their significance for the proper functioning of the person driving the vehicle. It is an issue that requires particular emphasis in the process of building road safety. Scientific research and social practice indicate that a significant proportion of road accidents result from inappropriate reception of stimuli from the environment and storage, transformation, and use of information, i.e., broadly understood disorders of cognitive processes.

Przedmiotem artykułu jest bezpieczeństwo ruchu drogowego. Problematyka ta stanowi współcześnie aktualny i niezwykle ważny problem społeczny. Wynika to z faktu, iż rocznie na świecie śmierć na drogach ponosi ponad 1,3 mln ludzi, zaś w samej Polsce ginie ok. 3 tys. osób. Celem artykułu jest omówienie czynników kształtujących bezpieczeństwo ruchu drogowego, ze szczególnym uwzględnieniem czynnika ludzkiego i jego złożoności. Postawiono hipotezę zakładającą, że sprawność i charakter procesów poznawczych wpływa na aktywność człowieka podczas ruchu drogowego. Weryfikacji tak sformułowanej hipotezy posłużyły metoda analizy literatury przedmiotu i dostępnych danych statystycznych oraz metoda syntezy. W tekście przedstawiono charakterystykę najważniejszych procesów poznawczych oraz podjęto próbę analizy ich znaczenia dla właściwego funkcjonowania osoby kierującej pojazdem. Jest to kwestia, która wymaga szczególnego wyeksponowania w procesie budowania bezpieczeństwa ruchu drogowego. Badania naukowe i społeczna praktyka wskazują bowiem, że znaczna część zdarzeń drogowych stanowi konsekwencję niewłaściwego odbioru bodźców z otoczenia, przechowywania, przekształcania i wykorzystywania informacji, czyli szeroko rozumianych zaburzeń procesów poznawczych.

Wprawdzie od wielu lat podstawowe zasady bezpieczeństwa w ruchu drogowym nie uległy radykalnym zmianom, to jednak nadal odczuwalny jest wśród uczestników tego ruchu brak zrozumienia szczególnie granic obowiązków w ścisłej korelacji z uprawnieniami. Z tego głównie powodu autor - na przykładzie zdarzenia polegającego na zderzeniu samochodu osobowego z rowerem - przypomina, że kierujący samochodem wyjeżdżając z posesji włącza się do ruchu, a tym samym ma obowiązek ustąpienia pierwszeństwa innemu pojazdowi lub uczestnikowi ruchu, jednakże z tym zastrzeżeniem, że temu pierwszeństwu musi towarzyszyć uprawnienie.

The essential rules of road traffic safety have not changed radically for years but traffic participants fail to understand especially the limits of responsibilities in close correlation with entitlements. This is the main reason why the author, illustrating his arguments with an accident in which a car collided with a bicycle, reminds drivers that leaving a property they enter the traffic, so they have to yield the right of way to another vehicle or a road traffic participant provided, however, that this right of way is legally supported by an entitlement.

The use of popular brain–computer interfaces (BCI) to analyze signals and the behavior of brain activity is a very current problem that is often undertaken in various aspects by many researchers. This comparison turns out to be particularly useful when studying the flows of information and signals in the human-machine-environment system, especially in the field of transportation sciences. This article presents the results of a pilot study of driver behavior with the use of a pro-prietary simulator based on Virtual Reality technology. The study uses the technology of studying signals emitted by the human mind and its specific zones in response to given environmental factors. A solution based on virtual reality with the limitation of external stimuli emitted by the real world was proposed, and computational analysis of the obtained data was performed. The research focused on traffic situations and how they affect the subject. The test was attended by representatives of various age groups, both with and without a driving license. This study presents an original functional model of a research stand in VR technology that we designed and built. Testing in VR conditions allows to limit the influence of undesirable external stimuli that may distort the results of readings. At the same time, it increases the range of road events that can be simulated without generating any risk for the participant. In the presented studies, the BCI was used to assess the driver's behavior, which allows for the activity of selected brain waves of the examined person to be registered. Electro-encephalogram (EEG) was used to study the activity of brain and its response to stimuli coming from the Virtual Reality created environment. Electrical activity detection is possible thanks to the use of electrodes placed on the skin in selected areas of the skull. The structure of the proprietary test-stand for signal and information flow simulation tests, which allows for the selection of measured signals and the method of parameter recording, is presented. An important part of this study is the presentation of the results of pilot studies obtained in the course of real research on the behavior of a car driver.

Purpose: The aim of this study was to develop a method to implement muscle forces to a numerical model of a dummy and to evaluate the effect of muscle activation on driver behavior during a frontal collision. The authors focused on the forces acting at the knee, hip, and elbow joints. Methods: The authors carried out torque measurements in joints using the Biodex System 4. Then, the previously developed numerical models were modified by introducing the joint torque values. Moments of force were introduced as a function of the rotation angle. During research, numerical simulations were carried out in three stages: in the first stage, a full vehicle crash was analyzed to determine the change of velocity of the vehicle interior; in the second stage, subsidence of the system was realized; in the third stage, a frontal crash was simulated. The models considered the operation of the sensors, airbag and seat belt tensioning system. Results: A numerical model with the active response of the dummy to the change in position during impact was developed. The results of the dynamic analysis were used to analyze the impact of muscle activation on dummy behavior. The change in shoulders rotation angle, the lateral and vertical displacement of the dummy’s center of gravity, and the forces acting between the dummy and the seat belt were compared. Conclusions: The effect of muscle action on the behavior of a dummy during a frontal collision was determined.

The article presents selected aspects related to the primary type of technical maintenance of military vehicles, namely the routine maintenance. Its organizational principles have been discussed based on the applicable military industry regulations. Moreover, the basic driver’s duties have been characterized.

W artykule przedstawiono wyniki pomiarów sprawności czterech falowników o mocy wyjściowej do 450W, dwóch zbudowanych na tranzystorach SiC a dwóch na GaN. Tranzystory mają klasę napięciową (650 – 900)V, prądową (20-30)A, obudowy przewlekane (TO-220, TO-247) i SMD (np. D2PAK-7). Badania wykazały, że tranzystory GaN pozwalają na uzyskanie sprawności całkowitej (89-92)% natomiast tranzystory SiC sprawności (70-80)%. Uzyskane sprawności falowników z tranzystorami GaN są wyższe niż podobnych falowników z najlepszymi Si RF MOSFET.

Efficiency measurement results of the four inverters with output power up to 450W, built with SiC (2x) and GaN (2x) transistors are presented in the paper. Used transistors were in (650-900)V voltage class, (20-30)A current class, (TO-220, TO-247) THT cases and (e.g. D2PAK-7) SMD cases. The research has shown that GaN and SiC transistors allow to obtain total efficiency of (89-92)% and (70-80)% respectively. The obtained efficiency results of the inverters with GaN transistors are higher than similar inverters with the best Si RF MOSFETs.

Issues related to the automation of assistance systems for drivers and dispatchers are now increasingly more widely introduced including in rail transport. The article presents the activities and solutions of selected manufacturers, both in terms of a single rail vehicles as well as railway control system. These solutions are aimed at increasing safety, saving electricity and assisting in making decisions by dispatchers. Thereafter in the article, new systems supporting the driver in order to minimize energy consumption were also described, which are already used in railways in Germany, as well as the European system of intelligent communication in rail transport.

Zagadnienia dotyczące automatyzacji systemów wspomagania maszynistów oraz dyspozytorów są obecnie coraz szerzej wprowadzane również w transporcie szynowym. W artykule przedstawiono działania oraz rozwiązania wybranych producentów, zarówno w zakresie pojedynczego pojazdu szynowego, jak i systemowego sterowania koleją. Rozwiązania te mają na celu zwiększenie bezpieczeństwa, oszczędność energii elektrycznej oraz pomoc w podejmowaniu decyzji dyspozytorów. W dalszej części artykułu opisano również nowe systemy wspierające pracę maszynisty w celu minimalizacji zużycia energii, które już teraz są wykorzystywane w kolei w Niemczech, a także zaprezentowano europejski system inteligentnej komunikacji w transporcie kolejowym.

W dobie rosnącej konkurencyjności i poszukiwania sposobów lepszego wykorzystania posiadanych zasobów właściwe wykorzystanie czasu pracy kierowców staje się coraz trudniejszym wyzwaniem dla przedsiębiorstw transportowych. Aby było możliwe optymalne wykorzystanie czasu pracy kierowców, należy przeanalizować różne koncepcje i rozwiązania, poszukując rozwiązań sprawdzonych, adekwatnych do aktualnych potrzeb i uwarunkowań. Szczególnie trudne staje się to do dla przedsiębiorstw, które wykonują transport osób w porze nocnej. Dlatego celem prezentowanego artykułu jest identyfikacja podstawowych problemów w zakresie optymalizacji czasu pracy kierowców zawodowych wykonujących transport osób w porze nocnej w odniesieniu do prawodawstwa Unii Europejskiej oraz Polski. W opracowaniu zestawiono w ujęciu chronologicznym podstawowe zmiany prawne dotyczące aktywności zawodowej kierowców, które miały miejsce w obrębie prawodawstwa Unii Europejskiej oraz Polski. Artykuł powstał na podstawie analizy dokumentów formalnoprawnych oraz aktów normatywnych obowiązujących w opisywanym obszarze, funkcjonujących w ramach systemu prawnego UE i Polski. Materiały zawarte w prezentowanym materiale są podstawą do dalszych badań i rozważań w omawianym obszarze.

In the era of growing competitiveness and searching for ways to better use the resources possessed, proper use of drivers' working time is becoming an increasingly difficult challenge for transport companies. In order to make optimal use of drivers' working time, various concepts and solutions should be analyzed, looking for proven solutions that are adequate to current needs and conditions. This is particularly difficult for companies that transport people during night. Therefore, the purpose of the presented article is to identify the basic problems in the optimization of working time of professional drivers who transport people at night in relation to the legislation of the European Union and Poland. The study presents in a chronological order the basic changes concerning the professional activity of drivers, which took place within the European Union and Poland legislation. The article was created on the basis of the analysis of formal and legal documents and normative acts binding in the described area functioning within the legal system of the EU and Poland. Materials contained in the article are the basis for further research and reflection in the discussed area.

The question of how to regulate the salaries of drivers working in the international road transport sector to balance the promotion of free movement of persons and the integration of the market with adequate protection of workers’ rights is rather complex. The range of problems of those seeking to ensure fair competition and fair treatment of employees arises from the fact that drivers operate across Europe but come from different countries where wage standards are significantly different, along with the working conditions. The paper addresses the issue of insufficient harmonization of social conditions in relation to the remuneration of drivers involved in road transport. The purpose of this paper is to investigate whether there are differences in driver remuneration across the EU, even though they carry out the same transport within one EU territory as part of international road haulage. It also aims to identify whether there is a change in the terms and conditions of wage compensation over time.

Wprawdzie od wielu lat podstawowe zasady bezpieczeństwa w ruchu drogowym nie uległy radykalnym zmianom, to jednak nadal odczuwalny jest wśród uczestników tego ruchu brak zrozumienia zwłaszcza granic obowiązywania i relacji zachodzących między ostrożnością, szczególną ostrożnością i ograniczonym zaufaniem. Z tego głównie powodu autor przypomina wymienione zasady ze wskazaniem, jak należy je interpretować, aby pozostawać w zgodzie z przepisami i równocześnie zagwarantować sobie i innym uczestnikom pełne bezpieczeństwo na drodze.

Although the basic road traffic rules have not undergone any drastic changes for many years, road traffic participants are still felt not to understand the limits and relationships between attention, special attention and limited trust. This is mainly why the author gives instruction on the interpretation of these rules for road traffic participants to be able to observe these rules, and thus guarantee complete safety on the road to themselves and all others.

Road accidents and collisions are very common in Poland and, although for the last several years their number has been constantly decreasing, it is still one of the highest in Europe. This article attempts to provide an answer to the question whether drivers’ overrating the changes in the Polish road transport infrastructure might contribute to the status quo – the factor that has so far been left uninvestigated. In [21] the authors demonstrate that drivers take notice of the changes and perceive them as changes for the better.

Trade facilitation projects of UNCTAD abound in West Africa. However the implementation thereof has rested in the hands of private sponsored agencies working in the region .One of this includes Bordeless West Africa. Programmes has also been instituted to favour port to hinterland trade even though the implementation has been very poor. Proper implementation of trade facilitation programmes in the region thus require immense study of trade movements, supply chain analysis with a view to improving the logistics and transport components of the entire process. Given the above, it makes sense therefore to sensitize the human element components of the logistics sub sector who also are the drivers of the distribution networks in the region on trade facilitation best practices worldwide. With respect to the port sector, the subject of port regulation though new in Nigeria places emphasis on the knowledge sector. The role of the regulator here is to prevent the new oligopolistic ports from acts that reflects monopoly. In this perspective a study that will reduce the port operators monopolistic instincts becomes always necessary. In such a study the port operators will be made to present areas where they have actually adopted inclusiveness policies by outsourcing such activities as tug operations and similar contracts to local operators, in the presence of stakeholders. The other aspect of trade facilitation relative to ports has to do with the role of river ports on the facilitation of hinterland intermodal traffic flow. This aspect is currently referred to as regionalization. In this perspective the regulation of river ports when concessioned and desirable qualities that river port concessionaires should possess will come into play.

Each year, many cars (in Poland approximately three hundred) are adopted for disabled driver, to enable them to drive the car independently. The purpose of the paper is to assess the key factors which significantly influence the disabled driver behavior during a frontal crash and have the biggest impact on the safety factors. Methods: To achieve the purpose of the paper, the finite element method was used. The authors built the numerical model which includes operation of all safety systems operating in the real car (sensors, seat belts, airbag). Using this method, the authors simulated few different cases of the frontal crash of the car driven by a person with disabilities. Results: The obtained results were: displacements, velocities and accelerations of the head, pelvis and shoulders. Additional results were also loads in the neck. Based on the achieved results, several biomechanical parameters and criterions (HIC, Nij) were computed. Conclusions: Therefore, during car adaptation for disabled drivers using a four-point seat belts system, this parameter can be optimized to reduce forces acting on the driver chest. Higher values of the force limit reduce Nij and increase HIC and contact forces between the dummy and seatbelts. Therefore, during designing of the pyrotechnic four-point seat belts system, the pretensioner characteristics should be analyzed taking all the driver’s biomechanical parameters into account.

W artykule przedstawiono badania dotyczące kierowców zawodowych odnoszące się do przestrzegania czasu prowadzenia i czasu odpoczynku kierowcy. Badania ankietowe przeprowadzono na grupie kierowców samochodów ciężarowych będących w różnym wieku, mających zróżnicowany staż pracy. Badania zostały przeprowadzone wśród kierowców aktywnych zawodowo, dotyczyły one głównie respektowania norm czasu pracy i wykorzystania przerw, które mają bezpośredni wpływ na poziom bezpieczeństwa. Uzyskane wyniki pokazują, w jakim stopniu przestrzegane są przepisy dotyczące norm czasu pracy kierowców. Badania wykazały, że ponad połowa kierowców jeździ przemęczona, co prowadzi do zmniejszenia czujności i wydłużenia czasu reakcji. Powoduje to między innymi błędne odczytywanie sygnałów przekazywanych przez użytkowników dróg, a w konsekwencji niewłaściwe reakcje i zmniejszenie poziomu bezpieczeństwa.

The paper presents the study of professional drivers in terms of compliance with the driving and rest time. The questionnaire survey on a group of truck drivers at different age and with varied work experience in the profession of the driver was carried out. The research was conducted among working professional drivers. They mainly concerned with respecting the working time and rest regulations, what directly affect safety. The results show the degree of compliance with regulations on drivers’ working time. Studies have shown that more than half of drivers are overworked, it leads to reduction of alertness and extension of the reaction time. This causes, among others, misunderstanding of traffic signals by road users, and consequently improper reactions and reduction of safety level.
