It has been undertaken an attempt to present the synthesis of the matter of "ensuring the maritime safety". In this paper, there is shown the place of Maritime Safety System among the other safety systems operating at seas and oceans. There is presented the content of the "maritime safety", its constituent parts, as weU as the basic ways of its achievement by users of the sea. There is also given a detailed description of aU parts and elements of the Maritime Safety System, and their structures and functions. This paper can be also considered as the recapitulation and synthesis of the studies, carried out by the authors of this paper, regarding the "maritime safety" and Maritime Safety System.

W artykule podjęto próbę przedstawienia syntezy problemu polegającego na "zapewnieniu bezpieczeństwa morskiego". Przedstawiono miejsce Systemu Bezpieczeństwa Morskiego wśród innych systemów bezpieczeństwa działających na morzach i oceanach. Scharakteryzowano treść pojęcia "bezpieczeństwo morskie", jego części składowe oraz podstawowe sposoby jego osiągania przez użytkowników morza. Zamieszczono szczegółowy opis wszystkich części składowych i elementów Systemu Bezpieczeństwa Morskiego oraz ich strukturę i ich funkcje. Artykuł stanowi podsumowanie i syntezę prowadzonych przez autorów studiów i prac dotyczących "bezpieczeństwa morskiego" oraz Systemu Bezpieczeństwa Morskiego.
