During the last few years the European Union has been allocating significant amount of financial means for the development of information society and for creation of a new education model. The major directions at that model, defined within so called Bologna process, are: two- and three- degree stages at study (at the Bachelor, MSc and PhD level), great international mobility of students and University lecturers, ever stronger development of the continuing education. Wroclaw University of Technology, like other universities in Poland, is currently carrying out the modernization of programs and organization structures for regular and postgraduate studies and also for specialist courses in the field of GIS/IT/ICT systems. The creation of an information society and a knowledge-based economy depends mainly on a wide popularization of modern computer technologies, where CIS is a new, significant component. Such issues as computer education, general access to information, and the ability of managing information should be realized within large, international programs, financially supported by the European Union. These programs should be realized by independent institutions in a co-operation with public administration, industry and commercial enterprises. Wroclaw University of Technology has long experience in realizing education program in CIS. mainly at the Architecture Faculty and Geoengineering, Mining and Geology Faculty. At the Geoengineering, Mining and Geology Faculty GIS is lectured at the geoinformation specialization. The program profile concentrates both on geoengineering and on management support; public services aspects are adapted to fulfill the cooperation agreements with the local authorities and to meet the market needs concerning the graduates` education background. The same Faculty has been organizing for 5 years postgraduate studies on Geographical Information Systems, which focus on the classic and current GIS issues. The classes on, for example, methods of data collecting, updating and making accessible, Database Management Systems, geoinformation projects (in Bentley, ESRI and Intergraph environments), Internet engineering, economic analysis are realized by specialists from Polish universities and geoinformation companies. The fundamental obstacle standing in the way of rapid development of IT/ICT/GIS systems in Poland lies mainly in the remains of the totalitarian system in the consciousness and mentality of Polish society and the management personnel as well as the .personal relations. agreement still existing within structures of many municipal institutions, big enterprises and even public universities. Those problems are resulting in relatively small interest in continuing education concerning new information technologies and management methods, which - together with not too many possibilities to exchange or to be supplied with young and well-educated staff- leads often to stagnation in the fields of organization activities m the government and municipal administration and public companies. Another result of the above mentioned difficulties is still too low economic activity at the level of commune, district and region authorities. Lack of investments and postponing the implementation causes great losses not only in the economic terms but also in the pace of information society development, which shall be adapted now to the new conditions resulting from Poland`s joining the European Union. The most important difficulties and needs are: m lack of knowledge among management staff about strategic meaning of the geoinformation investment and concern how to finance each stage of GI systems building and implementation (including the costs of system development, servicing and employment of GIS professionals) m financial and personnel difficulties in the organization of new structures to create a new GIS mit with all necessary certifications, means and responsibilities, m the necessity of wide and long-lasting training at different levels of advancement and in various education forms (courses, postgraduate studies, seminars, workshops). In spite of many difficulties facing the implementation and popularization of the GI systems, there are also elements providing good basis and prognosis for an intensive informatisation development in the fields of management and public services in Poland. Those factors are particularly important in the context of the support offered by European Union for the information society development and also the development of small and medium size companies, and these are: m favorable conditions for intemational cooperation and EU support at the development and implementation of new information technologies; m great abilities of Polish universities for realization . in the cooperation with specialists from GIS cmpanies . of a comprehensive education program for regular and continuing studies, m high technological level represented by Polish geoinformation companies and university staff, who are used to take part in various significant regional, national and international projects. The growing interest in GIS education among young people (mainly students and graduates from the universities) shows that the investment in continuing education is the best investment.
