The paper is an attempt to summarise and present results of discussion on scientific issues as referred to transport. The effects of the discussion initiated by Prof. Zbigniew Smalko and carried out within the Committee for Transport of the Polish Academy of Sciences have been given. Some issues have been highlighted in relation to the scientific circles on the one hand, and on the other hand - to the State Committee for Scientific Research. Such being the case, the Committee is represented by the T-12 Set, in particular by the T-12C section of transport with Prof. Jerzy Jaźwiński holding the chair. The science of transport as an interdisciplinary branch of knowledge, with boundaries scarcely possible to be exactly described, emerge from the analyses.

W pracy dokonano próby przedstawienia wyników dyskusji nad problematyką naukowo--badawczą w transporcie. Podano wyniki dyskusji prowadzonej w Komitecie Transportu Polskiej Akademii Nauk, zainicjowanej przez prof. Zbigniewa Smalkę. Przedstawiono również niektóre zagadnienia w relacji Komitet Badań Naukowych i środowisko naukowe - bezpośrednio lub pośrednio związane z transportem. W danym przypadku KBN reprezentowany jest przez Zespól T-12, a w szczególności przez sekcję T-12 zajmującą się systemami i środkami technicznymi transportu, której przewodniczy prof. Jerzy Jaźwiński. Z analizy wyłania się dziedzina wiedzy naukowej o transporcie jako problem interdyscyplinarny o trudno definiowalnych granicach.

Automotive industry constantly develops LED technology applied to external lightning of passenger vehicles. It gives vehicle not only a new interesting look, but also contributes to reduction of electricity consumption and reduction of CO2 emission. Reduction of CO2 emission is one of the basic conditions of European Union in recently passed energy and climate package. Sector of road transport is the second biggest source of greenhouse gas emission in the EU, which is responsible for 12% of all CO2 emissions. Reduction of emission to an average level of 130g CO2/km from new cars will be reached through technological progress in a process of production of vehicles. Additional reduction by 10g CO2/km can be reached through other technical improvements, such as better tyres, more efficient air-conditioning systems, more effective lightning or use of biofuels. In this article, the authors present technical assumptions and guidelines and method of research innovative of technological package with reference to application of energy-saving external lightning of vehicles, which use light-emitting diodes. Energy-saving external lightning with the use of light-emitting diodes in dipped headlights, driving lights, position front lights and number plate lights in M1 type cars was recognized by European Commission as innovative solution with a code of eco-innovation „10”.

Przemysł motoryzacyjny konsekwentnie rozwija technologię LED stosowaną do oświetlenia zewnętrznego pojazdów osobowych. Nadając pojazdom nie tylko nowy ciekawy wygląd, ale również przyczynia się do spadku zużycia energii elektrycznej co przekłada się na zmniejszenie emisji CO2. Ograniczenie emisji dwutlenku węgla to jeden z podstawowych warunków jakie założyła sobie Unia Europejska w niedawno przyjętym pakiecie energetyczno – klimatycznym. Sektor transportu drogowego jest drugim co do wielkości źródłem emisji gazów cieplarnianych w UE odpowiedzialnym za 12% wszystkich emisji dwutlenku węgla. Obniżenie emisji do przeciętnego poziomu 130g CO2/km z nowych samochodów ma zostać osiągnięte poprzez postęp technologiczny w procesie produkcji pojazdów. Dodatkowe ograniczenie o 10g CO2/km można uzyskać poprzez inne usprawnienia techniczne, takie jak lepsze ogumienie, sprawniejsze systemy klimatyzacji, bardziej efektywne oświetlenie czy wykorzystanie biopaliw. W artykule autorzy zaprezentowali założenia i wytyczne techniczne oraz metodę badań innowacyjnego pakietu technologicznego w odniesieniu do stosowania energooszczędnego oświetlenia zewnętrznego pojazdów wykorzystujących diody elektroluminescencyjne. Energooszczędne oświetlenie zewnętrzne wykorzystujące diody elektroluminescencyjne w światłach mijania, światłach drogowych, przednich światłach pozycyjnych i światłach tablicy rejestracyjnej w samochodach typu M1 uznane zostało przez Komisję Europejską za innowacyjne rozwiązanie z kodem ekoinnowacji „10”.

Aim of the study was to analyze the influence of renewable energy sources on the well-to-wheel CO2 emission of the electric driven vehicle, especially with respect to the Polish electric energy supply structure. The main reasons of growing hybrid and electric powered vehicles share in the market are: limited fos sil fuels sources, narrow emission standards, global warming effect. Well-to-wheel analysis of CO2 emission is a very reliable methodology which enables to compare various types of vehicle powertrain and fuels. Overall CO2 emission of the electric vehicle depends mainly on share of the renewable energy sources (RES) in the market. Authors conclude that in Polish conditions, where RES share is negligible, overall CO2 emission of electric vehicle is comparable with combustion engine powered one.

The escalating globalization of the market, increased competitiveness and the necessity to intensify actions directed at an appropriate level of logistics customer service, as well as the growth in provided services, are the most important strategic decisions made by transport enterprises. The tendency of transport enterprises to ensure fluidity of supplies and reduce the costs of transport processes requires the use of innovative technologies, which allow companies to improve the control of transport services. Enterprises plan transport services to minimize the costs. Therefore, looking for and implementing new solutions, which have an impact on increasing the efficiency of transport processes, are driving forces for every transport company. In this article, the authors conducted an analysis of the process of providing transport services in a specific enterprise. The authors also show that transport processes may be improved through the implementation of innovative monitoring system.

To idea nastawiona na to, by ośrodki miejskie były zarządzane w sposób ekologiczny, nowoczesny, oszczędny i efektywny. Rozwój innowacyjnych technologii, przede wszystkim informatycznych i komunikacyjnych, pozwala na znaczne podniesienie funkcjonalności miast. Konieczna jest integracja nowoczesnych rozwiązań technicznych z istniejącą już i modernizowaną infrastrukturą. Idea inteligentnego miasta ma na celu przede wszystkim poprawę działań w kategoriach: obywatele, urząd, energia, budynki, transport, infrastruktura, łączność oraz zdrowie. Zdaniem ekspertów w dziedzinie inteligentnych miast to właśnie inteligentny transport ma kluczowe znaczenie dla poprawy jakości życia mieszkańców. W artykule zostanie zaprezentowana koncepcja smart city ze szczególnym uwzględnieniem zagadnień dotyczących zrównoważonego i nowoczesnego transportu w ramach inteligentnego miasta. Analizie zostaną poddane możliwości zastosowania inteligentnych rozwiązań, rodzaje tych rozwiązań w zakresie transportu, a także korzyści wynikające z ich zastosowania zarówno dla mieszkańców, przedsiębiorców, turystów, jak i władz. Autorzy dokonają przeglądu doświadczeń i rozwiązań idei smart w zakresie transportu przyjętych w wybranych miastach Europy, a także przedstawią inteligentne rozwiązania transportowe w Polsce. Przy tworzeniu niniejszego opracowania dokonano analizy literatury dotyczącej zagadnień inteligentnych miast, a także raportów i rankingów smart cities w Europie. Cennym źródłem okazały się informacje zawarte na stronach internetowych badanych jednostek (miast) oraz aktualne przykłady z czasopism branżowych.

The smart cities is one of the most promising conceptions of the future, which concerns urban development and local economy. It is the idea that urban settlements should be managed in an environmentally-friendly, modern, economical and effective way. The development of innovativetechnologies, especially ICT, allows for a significant increase in the functionality of cities. It is necessary to integrate modern technological solutions with the already existing infrastructure as well as that being modernized. The idea of smart cities essentially aims to improve activities undertaken in the spheres such as: citizens, governance, energy, buildings, transport, infrastructure, communications and health. According to experts, it is smart transportation that is vital to improving the quality of life of inhabitants. The article presents the conception of smart cities with a focus on issues related to sustainable and modern transport within a smart city. The analysis includes possibilities of using smart solutions, types of such solutions in transport and their benefits for residents, entrepreneurs, tourists and authorities. The authors review experiences and solutions of the conception in the field of transport adopted in selected European cities. Furthermore intelligent transport solutions in Poland are presented. The purpose of the article is to present the idea of smart cities (in terms of intelligent and sustainable transport) pointing to examples of solutions applied in European cities and selected centers in Poland. In this paper, the literature on smart cities as well as reports and rankings of smart cities in Europe were analyzed. Additionally, the websites of the entities (cities) surveyed and current examples from professional magazines were very valuable sources of information.

The article discusses the problem of potential of transportation system and its evaluation. For this purpose, the identification of the transportation systems and their classification were done. More over the transportation system model, its elements and mathematical formulation were performed. Particular attention has been paid to the potential of the transport system and its evaluation in terms of the transportation task realization. Also the mathematical formulation of the potential of transportation system and its partial and general evaluation indicators were presented. The theoretical aspects of potential of transportation system and its assessment were verified on the calculation example, which was presented at the end of the article.

The purpose of this article is to estimate social awareness of personal safety danger of traffic participants and to estimate the sense of motor threats for the environment. It describes the results of public opinion poll over the individual troublesomeness and motor threats estimate on the young group of people on example of Lublin Province area and comparatively, of Riga City.
