Transport brings significant social, economic, spatial and environmental effects, and thus is an important factor in the sustainability of society and the economy. The subject of the work is the sustainable development of transport, meaning socially and economically justified activities related to the creation of conditions and the implementation of environmentally friendly and human-friendly practices of facilities, equipment and other solutions that perform the functions of movement. The purpose of the study was to present the theoretical basis for the sustainable development concept, derived from the idea of sustainable development - sustainable transport, and to present goals that are to be achieved by improving sustainable transport, with the potential to contribute to a specific target by means of instruments divided into categories: economic instruments, technological instruments, legislative instruments, organizational instruments, market instruments, educational instruments.

The main aim of the article is to present a theoretical model of a sustainable urban transport system and to indicate the need for changes in the approach to it. The issues of sustainable development and functioning of the municipal transport system in Olsztyn discussed in the article evoke vivid social and political interests of the city's inhabitants. This is mainly due to the impact of transport operation on quality of life, the correlation of its development with the economic development of the city, and the strong impact of transport on the natural environment. Today, it is already known that a coherent and modern transport system is an indispensable element of a competitive city. Connecting the city into a functional system, it presents it as a system of interdependencies between its elements.

This is evident in the policy of Chinese ports development, which assumes efforts to assign it, or at least to adapt it to conditions of the sustainable development. However, from the three optic of the sustainable development i.e. economic, social and environmental, the latter is the most visible in provisions of the policy assumptions of Chinese seaports. The purpose of this article is to point out the reasons of implementing environmental principles of the Chinese ports sustainable development. The relationship between the concept of sustainable development of the port and the green port has been characterized. The areas of a negative impact of the port on the environment are identified and described. Based on cases of Chinese ports, the key reasons why the concept green port is being implemented have been highlighted.

Greenways as linear open spaces in the landscape, planned for multiple usage, can perform significant ecological and social functions as for example: increasing biodiversity, protecting water resources, urban flood damage reduction, wildlife protection, serving as recreational, easy accessed public spaces. Their linear configuration provides an opportunity to unify parts of metropolitan regions dispersed as a result of urban sprawl. Greenways constitute linkages across landscape patches in different planning scales (city, suburbs, exurbs and hinterland scales) for various uses compatible. They help to assist in the revitalization of urban derelict lands, and to change former industrial centres into mixed-use public open spaces oriented to tourism and recreation. The objectives of the paper are: to explore the concept of multi-function of greenways through studies of selected examples of metropolitan areas and to present opportunities to implement urban greenways in local and metropolitan scales. The case studies are analyzed in terms of: location and geographical environment, neighbourhood land, ecological, social and other functions (with emphasize on environmental sustainability). The research results include recommendation for ecologically and socially sensitive development of greenways as the alternative for sustainable transport in highly urbanized environments.

Zrównoważony rozwój jest pojęciem, które z pewnością będzie kształtować przyszłe decyzje w obszarze transportu i zarządzania logistycznego. Coraz większa liczba badaczy dostrzega ten fakt i zwraca uwagę, że rozwój logistyki musi uwzględniać potrzeby szeroko rozumianego środowiska naturalnego. W związku z powyższym konieczne staje się opracowywanie i wdrażanie zrównoważonych koncepcji logistycznych szczególnie w miastach, gdzie żyje zdecydowana większość mieszkańców Unii Europejskiej. Należy podkreślić, że wdrażanie zrównoważonych rozwiązań transportowych w miastach nie może się odbyć bez akceptacji i zaangażowania ich mieszkańców. Mieszkańcy będą musieli zmienić swoją mentalność i dotychczasowe przyzwyczajenia. Celem publikacji jest próba odpowiedzi na pytanie jaki jest stosunek mieszkańców miasta Rzeszowa do wdrażania zrównoważonych koncepcji transportowych? Na podstawie wyników badań zaproponowano również pewne rozwiązania, w tym aspekcie.

Sustainable Logistics is a concept that certainly will shape future decisions in the area of transportation and logistics management. This fact is recognized by a growing number of researchers who points out that the development of logistics must take into account the needs of a broad sense of the environment. Therefore, it becomes necessary to develop and implement sustainable logistics concepts especially in the cities, where the vast majority live in the European Union. It should be emphasized that the implementation of sustainable urban transport solutions cannot take place without the approval and involvement of their residents. Residents will have to change their mentality and previous habits. The purpose of a publication is to attempt to answer the question what is the ratio of the inhabitants of the city of Rzeszow to implement the concept of sustainable transport? Based on the results also author proposed some solutions in this regard.

In this article the authors present the methodology adopted and the results obtained in the first stage of the research encompassing focus group interviews (FGI) about the needs of public transport users in a selected city (Poznan). The elicitation and assessment of the requirements were carried out for three groups of people with disabilities using public transport in the city of Poznań: blind and partially sighted people, deaf and hearing-impaired people, as well as people with locomotor dysfunctions. A study carried out on the basis of a scenario especially designed for the FGI purpose has made it possible to identify barriers for people with disabilities and, consequently, to formulate their pre-trip, on-trip and post-trip requirements when it comes to urban public transport services. The results will be used to construct a questionnaire to be used further on in the project.

This article has two aims: the cognitive one and the methodological one. The first one focuses on delineating city areas (of Łódź in this case), in relation to which a conscious parking policy should be implemented, including differentiation of the base parking fee and dynamics of parking cost increment in time. The methodological aim, in turn, consists in elaborating a research algorithm based exclusively on the geographical information system, which is based on generally available vector data, together with data obtained from intelligent transport systems. For their realization of the authors of this article elaborated their own methodology. It consists of five stages. The basic research unit is the surveying district. The area on the basis of which the research was made is the Łódź urban zone defined in the Strategy of Spatial Development for Łódź (2012). Each research stage corresponds to defining the power of impact of the variable which, as an research overview shows, affects the parking policy. Since the research is conducted on the basis different variables at individual stages and finally the coefficient assumes the form of five elements, it is necessary to standardize partial results. The article uses a procedure based on the quotient of the difference between the calculated value and the average for the whole group, divided by standard deviation. The results of the conducted research in the cognitive scope show that problems connected with parking organization do not concern only the very city centre (mostly the district of Śródmieście). Particular attention should be drawn to areas next to the city’s main transport arteries which go latitudinally (for instance, Piłsudski avenue) or meridionally (e.g. Kościuszki street, Zachodnia street).

Modern cities are focused on the implementation of the assumptions of sustainable transport development. They invest in modern solutions and intelligent technologies that improve the mobility of residents and reduce energy consumption and pollution emitted by means of transport. This article deals with issues of smart urban mobility and carsharing, in particular, as one of the examples of the implementation of sustainable transport policy. The objective of this article is a comparative analysis of the pace of development of the carsharing markets in Poland and Germany. The analysis is carried out using statistical and comparative analysis methods. In addition, for a complete presentation of the problem raised, a literature analysis is performed. The research area covers two countries, Poland and Germany, from which ten cities for each are selected for analysis. In addition, to achieve the assumed objective, we also present the basic assumptions of smart mobility and solutions used in cities, and then determine the increase in the number of cars driving in the carsharing system. In addition, the factors influencing the change in transport patterns of urban residents are analyzed, and the importance of modern communication technologies in the development of carsharing systems is emphasized. The results of the analysis can be used as a tool to support the decisions of city authorities in the field of transportation management and, in particular, the implementation of carsharing systems. They also present the dependencies of the spread of this solution in a given urban space. They indicate the largest problems that may affect the introduction of this solution as an element of the city’s transportation system.

The paper presents key legal instruments governing the issues of the protection of the marine environment with respect to the management of ship-generated waste and cargo residues in European Union seaports. In view of the observed development of maritime transport, it is particularly important to organise the reception of wastes and cargo residues in seaports, in line with the principle of sustainable development. As a result of the harmonisation of the relevant legal regulations, Member States of the European Union and port and harbour authorities have taken a number of measures over the last few years to arrive at optimum solutions in this respect. The main objective of the paper is to analyse the existing system of environment al fees, the calculation criteria for such fees, and the techniques used in selected European Union seaports to submit ships’ waste notifications. The research is aimed, inter alia, at determining which of the solutions that are now used in Rotterdam, Antwerp and Klaipeda could possibly be optimal for the ports in Szczecin and Świnoujście.

Economic development of nations leads to a higher living comfort of the society. Rich societies want to move safely and independently and demand immediate availability of purchased goods or – in the case of Internet shopping – delivery in the shortest possible time. Such an approach facilitates a continuous growth in the number of road vehicles. At the current level of technology advancement, an increasing number of vehicles results in a growth of the consumption of fossil fuels, which entails increased exhaust emissions and that, in turn, has a negative impact on the health of the living organisms. Another negative consequence of an increased number of vehicles (increased road congestion) is the emission of noise. This problem is particularly significant in large agglomerations where people are surrounded by moving vehicles. This paper presents the extent of influence of the automotive industry on the natural environment and the extent of changes in vehicle design and organization of road infrastructure that were instituted to reduce the transport’s environmental burden. The further part of the paper presents a definition of the development of sustainable transport, its advantages and hurdles that we may encounter when modernizing a transport system. Subsequently in the paper, the measurements under actual vehicle operating conditions were described together with the possibilities of analysis of the research results and the advantages resulting from such an approach during the assessment of the impact of the automotive industry on the natural environment.

Chociaż transport pieszy jest najbardziej podstawowym i naturalnym środkiem przemieszczania się ludzi, to w XX w. stracił gwałtownie na znaczeniu w oczach projektantów za sprawą koncepcji modernistycznych i dynamicznego rozwoju motoryzacji. W ostatnich latach obserwuje się zmianę postrzegania ruchu pieszego i nadawanie mu priorytetowego charakteru. Jak dowodzą najnowsze badania, projektowanie zorientowane na wygodę pieszych wpływa pozytywnie nie tylko na zrównoważony rozwój miast, ale też na aktywność fizyczną mieszkańców oraz ich zdrowie fizyczne i psychiczne. Jednak w jaki sposób ocenić, czy przestrzeń jest przyjazna dla ruchu pieszego? W ostatnich latach pojawiło się wiele badań nad tą problematyką, próbujących określić stopień wpływu poszczególnych czynników na aktywność fizyczną ludzi. Prezentowany artykuł jest systematyzacją aktualnych koncepcji mierzenia przyjazności przestrzeni dla ruchu pieszego na podstawie literatury przedmiotu, w szczególności dwóch przekrojowych studiów porównawczych podsumowujących stan wiedzy na ten temat. W artykule omówiono kluczowe metody pomiaru, ich zalety, jak też potencjalne ograniczenia. W podsumowaniu przedstawiono możliwe aplikacje wyników badań oraz przedstawiono kierunki rozwoju metod badawczych. Konieczna jest weryfikacja stosowanych metod w warunkach polskich, uwzględniająca lokalne uwarunkowania. W celu zapewnienia porównywalności wyników postuluje się standaryzację wskaźników, uwzględnianie czynników wewnętrznych, mogących wpływać na zróżnicowanie poziomu aktywności fizycznej, jak też wykorzystanie do jej mierzenia dużych zbiorów danych (Big Data).

Walking as the elementary and most natural transport mode is often viewed as neglected. In the course of the 20th century it has lost its significance due to modernist visions and the dynamic development of motor vehicles. In the recent years we observe a change in the way walking is perceived and the resulting prioritizing of it as a transport system. As recent research studies make evident, pedestrians-oriented urban projects facilitate sustainable development of cities and prove to have a positive impact on the physical activity of the inhabitants and their overall health. That raises the question: how to evaluate the walkability of a specific space? Recently, a number of research studies have attempted to determine the degree of impact that particular factors exercise on human physical activity. The present article systematises recent concepts of walkability measurement on the basis of the relevant literature and, in particular, on the basis of two cross-sectional comparative papers that bring together the dispersed knowledge on the subject. The article considers the key measurement methods as well as their advantages and potential limitations. In the summary possible applications of research results and outlooks for research methods have been proposed. It is necessary to verify the methods used in the Polish local conditions. In order to secure more comparability of results the author claims a standardisation of indicators, as well as inclusion of internal factors that might influence the differentiation of walking behaviours. Finally, making use of big data is recommended.

W artykule przedstawiono zagadnienia realizacji zrównoważonego transportu w województwie śląskim ze szczególnym uwzględnieniem aglomeracji katowickiej. W artykule dokonano obszernej analizy połączeń autobusowych na terenie miasta Dąbrowa Górnicza. Skupiono się na analizie ilości połączeń oraz możliwości racjonalnego i ekonomicznego (głównie czasowo) zaplanowania podróży wymagającej skorzystania z 2 środków transportu (autobusu). Analizy zostały wykonane dla jednej z głównych linii pospiesznych występujących na obszarze aglomeracji katowickiej. Linia ta została przeanalizowana pod kątem korelacji rozkładu jazdy z rozkładami jazdy innych linii umożliwiających dotarcie do centrum Dąbrowy Górniczej z dwóch dzielnic miasta oraz z miasta Sławków. Jako estymatory jakości zrównoważonego transportu posłużyły wyliczone czasy oczekiwania na przesiadkę oraz liczba możliwych przesiadek z autobusów realizujących transport z dzielnic miasta i miasta Sławkowa na linię pospieszną realizującą transport na jednej z głównych arterii komunikacyjnych aglomeracji.

The paper presents the implementation of sustainable transport in the Silesia region with particular emphasis on the Katowice conurbation . The article analyzes the extensive bus routes in the Dąbrowa Górnicza city. The focus is on the analysis of the number of connections and the possibility of a rational and economic (mainly time aspect ) planning a trip that requires use of two modes of transport (bus) . Analyses were made for one of the main lines of hasty occurring in the area of the Katowice conurbation . This line was analyzed for correlation timetable schedule for other lines which reach to the center of the Dąbrowa Górnicza city from two districts of the city and the Sławków city. As the quality of sustainable transport estimators were calculated waiting times needed to change buses and the number of possible interchanges with buses carrying transport from areas of the city and the Sławków city on line hasty executing transportation to one of the main thoroughfares of the agglomeration.

Zgodnie z wytycznymi polityki unijnej w obszarze transportu kraje Unii Europejskiej do roku 2050 powinny ograniczyć emisję szkodliwych substancji do atmosfery o 70% w porównaniu z poziomem z roku 2008. Warunkiem ograniczenia emisji szkodliwych substancji jest zastępowanie pojazdów z konwencjonalnym napędem spalinowym innymi typami napędu. Wiele krajów europejskich od kilku lat prowadzi intensywne prace nad wprowadzaniem do użytku samochodów elektrycznych. Eksploatacja pojazdów elektrycznych sprzyja nie tylko ograniczeniu emisji substancji szkodliwych do atmosfery, ale także zmniejsza hałas w mieście. W artykule przedstawiono różne formy promowania samochodów elektrycznych, stan rozwoju infrastruktury w wybranych krajach oraz przyjęte założenia co do rozwoju tego segmentu rynku.

According to the European transport policy regulations and guidelines, the European Union member states by 2050 should reduce the exhaust emissions by approximately 70% as compared to 2008. This is to be achieved through gradual phasing out of ‘conventionally-fuelled’ vehicles and replacing them by vehicles fitted with alternative powertrains. Many European member states for several years have been carrying out intensive work on the introduction of electric cars. The use of electric vehicles contributes not only to exhaust emissions reduction, but also reduces the noise in the urban area. The article presents the various forms of promoting electric cars, the development of charging infrastructure and assumptions regarding the development of this market in selected countries.

The purpose of this article was to present problems concerning development of transport systems in Poland. The principles of sustainable development were included there. The changes of quantity and work structure which were recorded in 1995–2009 both in passenger and goods transport led to the predominance of transport by car. Analyzing the pace of developments in car service it is assumed that the way of these changes will be also current in foreseeable future. Moreover, the attention was paid to bigger disproportions in a structure of means of good transport in Poland than in Europe.
