The main objective of the study is to show the willingness of citizens to act, through the prism of opportunities offered by participation at the local level. Mainly, they concern the potential allocation of financial resources at the municipal level, in various aspects of local life such as improving safety, investments, culture, sport and recreation. The study shows that issues related to investments, infrastructure and local security are more important for the respondents than those relating to culture, art and sport and recreation. It is also noted that the supporters of Bronisław Komorowski in the first and second round of the elections for the office of the President of the Republic of Poland (in 2015) form the most active electorate. However, in the case of declared political views the leftish electorate slightly prevails. Taking into consideration particular age groups, middle-aged persons (aged 35-44 and 45-54) appeared to show bigger engagement, while the least active were persons above 65 years of age.

In civil societies, urban movements are one of the tools in the process of spatial governance. In Poland, urban activism is beginning to develop together with a budding participation in public life. Therefore, there is a need to assess the scope and efects of the urban movements' actions. The aim of the study was to determine and evaluate their impact on the spatial development in three Polish cities - Poznań, Gdańsk and Gdynia, especially in regard to the procedures in local urban planning and the process of participation. On the basis of the data collected during research and community interviews conducted in these cities, the following factors were analysed: the background and current profile of urban movements, the extent, regularity and efectiveness of their actions, the planning and spatial development initiatives undertaken, their cooperation with the local authorities and their contribution to the enhancement of participatory mechanisms.

Contemporarytheory of democracyplaces great emphasison direct forms ofcitizens’ participation inpolitical life.Direct democracyis the core ofthe functioning ofdemocratic systems. It is ageneral rulein making decisions, even those controversial or connected to publicaffairs, taking place in the common vote. Whatkinds of institutions of direct democracy are practiced, it mainly depends on historical, cultural and economical conditions. The aim of the research is an attempt to specify the level of support for citizens’participation in new forms of direct democracy such as participatory budgets, as well as the purpose of the research is the diagnosis for citizens’ abilities to participate in the possible institutions of direct democracy that function in the local government. To summarize conducted research, it can be concluded that citizens declare their support for the possibility of co-deciding on municipality budgets and possibility of strengthening their participation through the available institutions of direct democracy in local governments, such as the referendum or locals’ consults. This support is generally independent from sympathizing with the different political parties or ideological view points.

Contemporary media plays an increasingly important role in society. Indubitable this process is driven by globalization, but also the democratization of public life. The media are the fruit of democracy, but also its guarantor. This situation, on the one hand, should be treated as a chance, but on the other hand we can also talk about threats. The author of this article raises questions about the models postulated in the interest of the subject and pathology.

Urban space valorisation aims at assigning the value of a place to meet specific human needs in the short and long term. The aim of the valorisation is to assess and recognize the socio-cultural potential and to strengthen the local identity that influences the attractiveness of the city. In recent years there has been an increase in interest in simple tools to engage in dialogue between local authorities and residents. An example may be the civic budget that forms part of a public fund that is subject to a democratic process of discussion during which decisions are made regarding its disposals. In the process of selecting projects to implement, the priorities and values of the local community are determined. The aim of the article is to identify places of importance for inhabitants of particular districts of Katowice, both in terms of the endogenous potential of the place and the occurrence of problem areas.Using the GIS tools, an analysis of the location and nature of investments made within the civic budget in Katowice in the years 2015-2017 was conducted and assessed the degree of involvement of the inhabitants in the process of co-management and co-responsibility for the development of the city..

The aim of the article is to show the origin and characteristics of the citizens’ legislative initiative and the European legislative initiative through the prism of the concept of good governance, which postulates decision-making inclusiveness. The hypothesis assumed in the considerations indicates that the legislative initiative, as a general power at the national or European level, in its current form, is only a sham instrument for socialization of the law-making process in accordance with the concept of governance. Both institutions in question formally fit into this concept, but the analysis of their functioning in practice shows a contradiction with its essence. The content of the considerations consists of both theoretical and legal remarks as well as those related to practical implementation of the examined legal provisions.

This paper outlines results from an online survey of recent distance graduates. The study, based in Dublin City University (DCU) addresses a gap in the research on this cohort of graduates. Findings indicate that distance graduates are primarily from lower socio economic backgrounds, a group largely under-represented in full-time university education. Significantly, 30% of survey respondents came from a skilled manual background. A large percentage (39% N = 61) of graduates had never accessed any form of higher education before. An equally large percentage (N = 62) had accessed full-time higher education previously, but at a lower level than the honours primary degree they obtained through distance learning. Implications regarding the role of distance education in improving access to university education and social mobility are discussed. Finally, this paper seeks to establish relevance between knowledge of distance graduates and doing things better for first time distance learners.

To read is to cross the boundaries of the self, to give oneself up to the other in an act of participation. Reading is part of the process where truth comes to unveil itself on the ontic plane. In reading it is more important to experience the inexpressible than to express it. To read means to test reality as a text. This summarizes the main points of the article. Reading thus understood iscontrasted here with the practice of interpretation, which ever more often discovers its own theoretical insufficiency.

In a participatory framework, the multifunctionality of agroforestry systems was assessed by applying multicriteria and multivariate analyses to identify ecological, agronomic and administrative proxies and integrate these into factors, and evaluate their effects on system performance. The assessment framework was tested in 70 farms in the municipality of Tomé-Açú in the Brazilian Amazon, an area well known for its long-standing practice of agroforestry. The overall goal was to identify management decisions that ensure sustainable production of goods together with the provision of ecosystem services, with special emphasis on agrobiodiversity. Three groups of farmers were considered based on their period of settlement, property size, technological know-how, organization and access to the market. The results show that the determinant factors of multifunctional farming are the farmers’ technical qualification, good adaptability, environmental commitment and the search for financial profitability. However, the optimization of these factors leads to trade-offs such as a decrease in biomass and woody species diversity and the decline of by-product production. By considering stakeholders’ opinions and being adaptable to various demands, the proposed framework enhances the legitimacy of the results, and supports both the assessment of complex issues and decision-making.

social life is an unquestionable fact, although from a sociological point of view, it is a universal phenomenon. The sources pertaining to its genesis are various. Plato spoke of the organic entity of social life. Aristotle dis-cussed human needs in the social development of man. Jean-Jacques Rousseau referred to the convention hypothesis. Baruch Spinoza considered collective human actions as an expression of the general will of the Absolute. Christian philosophy sees social life as a natural and primary condition of the human being. In view of that, from the perspective of Christian personalistic philosophy, man makes up a part of the universum, living in the specified environment to which he is related in various ways. Through his psychophysical structure, man is out of his nature directed towards social life and consequently, he seeks contact with the other persons in the society. Therefore, Karol Wojtyła emphasizes the indispensability of social life in terms of material and biological needs of the human being and the intersubjective experiences by sharing thoughts, values and moral relations.

Neighbourhood / district councils exist in most big Polish cities. But their position in city politics is very weak, although differences among individual cities may be easily identified. There is also a low citizen interest in neighbourhood councils. The article tests a model to explain the variation among the cities and discusses the negative feedback between the dis-engagement of citizens and the narrow set of functions delegated to neighbourhoods. It asks the question if breaking that negative feedback is possible.

Pablo Helguera (Mexico City, 1971) is a New York based artist working with installation, sculpture, photography, drawing, socially engaged art and performance. Helguera’s work focuses in a variety of topics ranging from history, pedagogy, sociolinguistics, ethnography, memory and the absurd, in formats that are widely varied including the lecture, museum display strategies, musical performances and written fiction. His work as an educator has usually intersected his interest as an artist. This intersection is best exemplified in his project, The School of Panamerican Unrest (2003–2006), a nomadic think-tank that physically crossed the American continent by car from Anchorage, Alaska to Tierra del Fuego, making 40 stops in between. Covering almost 20,000 miles, it is considered one of the most extensive public art projects on record as well as a pioneering work for the new generation of artworks regarded under the area of socially engaged art. The contribution, in the form of a conversation, will retrace Helguera’s work to focus on questions of publicness, art and participation in a moment in which socially engaged practices are increasingly established in the contemporary art realm. By articulating the artist’s strategies and operating methodologies, the aim is to shed light on ways in which art can contribute to widen the public discourse on the social and political life and create accessible spaces of meeting, confrontation and dialogue, in which a counter- narrative to the dominant neoliberal frame work can take place.

Broadening of social participation is one of the key trends in changes in design and implementation of public policies. Hence, the issue of socialization of decision-making processes is strongly emphasized in sustained development, environmental protection policies and spatial planning. In order to achieve a participatory level in spatial decision-making, proper configuration and intensity of system elements are essential. It involves: 1) rules that establish framework for socialized action; 2) social practice, understood as civic activity; 3) openness of the process manager, that is government and public administration. This article attempts to set spatial planning (the case of Poland), with its conditioning rules and practices, in the context of the qualitative analysis of participatory democracy.

The article presents the review of resolutions adopted by Podlaskie Voivodeship municipal councils dedicated to public consultations in a five-year perspective. This thread is preceded by the presentation of the idea of consultations as well as direct and semi-direct democracy from the State and self-government powers’ point of view. Moreover, structural conditioning of the participation of subjects at the local self-government level has been characterized.

The changing social environment prompted the European Union (EU) to rethink its strategies towards its citizens. Phenomena such as distrust towards government institutions, nationalist movements and the alleged democratic deficit are the reasons why the EU aims at engaging with the civil society in its public policy, ranging from agenda setting to decision-making via instruments such as consultations. This paper intends to analyse the rationale behind implementing and pursuing this strategy. As the EU tries to increase its legitimacy, it needs to be evaluated if the EU meets the demands of citizens. For this analysis, a structured literature review will be conducted. This article desires to demonstrate that civil society organisations undergo processes of professionalization and transformation into providers of knowledge and expertise; therefore, ordinary citizens are not represented adequately in the EU via CSOs. Hence, the EU has desired to get closer to its citizens; however, with the current strategies the importance of membership has decreased and the opportunities for engagement have become more elitist. Further research is needed to evaluate the reasons behind this trend for the EU to draw appropriate conclusions and re-formulate its policy towards including its citizens.

The paper is a review of the book by Janusz Byszewski and Beata Nessel-Łukasik Muzeum relacyjne. Przed progiem / za progiem [Relational Museum. Before the Threshold / Beyond the Threshold] inaugurating the ‘Museology: New Places’ series. It discusses in more detail the title project and the assumed relational museum which in its authors’ understanding is characterized by the focus on the relations of a museum as an institution with the local community, based on a rich social programme, co-created with museum’s external actors on an equal-footing basis. Both the volume’s content and its experimental stylistic, with a special focus on its graphic layout are discussed.

Announcing in the German Church the so called synodal way provoked discussions concerning the participation and joint responsibility of all the faithful in the implementation of the Church mission, especially with regard to exercising power and making binding decisions. The aim of the presented reflections (comments) is to look at the discussion in the light of the theory of participation, analysed by Karol Wojtyła in his work The Acting Person. The co-existence of the community of action and the personal value of the act and experiencing as one`s own jointly made decisions may set the direction for new paradigms of exploring sensus fidei.

The paper presents problems of societal participation in decision making processes related to architectural space. The author discusses the under-standing of the term"participation" - from a symbolical participation to a participatory process fully controlled by citizens, and from pseudoparticipation to transformative participation. He argues that the mainstream architectural culture is in a state of denial as to participation. The aim of the paper is to unravel some of the causes of this denial. The author's argument is that participation presents a threat to normative architectural values. The causes of the threat may be located in the tension between ideals and the reality of practice. Once this threat has been identified, it is possible to overcome it and see participation not as a challenge to architecture but as an opportunity to reformulate, and thus resuscitate architectural practice. To enable transformative participation architectural knowledge should not be applied as an external abstraction but developed from within a given situation. Participation merits a central place in architectural practice, in contrast to the present situation, where it is put on the margins. The author formulates a novel approach to participation, namely "negotiation of hope", meaning citizens' participation in negotiating political aspects of space, respecting and accepting the vagaries of the lives of the users, of different modes of communication and representation, of an expanded definition of architectural knowledge and of the contingency of practice. Negotiation of hope is a process which goes beyond purely formal engagement of users, towards a more transformative model, a process conscious of the real life situations and directed towards a better future.
