Out of the four constitutional audit criteria, on the basis of which NIK assesses the activity of audited entities, there is not much literature dedicated to integrity. The available literature usually provides a lexical definition of integrity only, emphasises its symbolic nature or presents it as a criterion that is inferior to legality and efficacy. The attempts that have been made to interpret the criterion of integrity do not refer to the practical interpretation that dates back to 1949. Whereas NIK, due to the lack of a legal definition, frequently used its right to define the standards of behaving with integrity in an authoritative manner. In his article, the author emphasises the importance of NIK’s defining of integrity in the non-legal and normative context, as well as presents the results of analyses of audit statements from seven Regional Branches of NIK, which prove that the interpretations adopted do not always fall into the available understanding of the notion of integrity.

Any SBAS system, as soon as it is permanently monitored by Earth stations, should deliver to the users correct information about quality of the augmented system. According to many sources of information, among them observations of authors, present accuracy of EGNOS service has accuracy about 1,5m (95%), but availability of the service is still controversial. First of all the quality of the system is guaranteed only inside the border of the system coverage which still do not affect all territory of European Union, however observed accuracy at times is better outside this area than next door to the RIMS station. In addition there are evidences that availability has random character and essential differences as well as lack of correlation of this parameter in the different point of observations has been observed. So in author’s opinion Local Monitoring of EGNOS service can contribute to better confidence of local users, especially in critical operations, like for example berthing of big ships or landing operations with EGNOS procedures. The example of EGNOS monitor which is working in real time and performed by the authors will be presented.

Content available remote An Application of Deontic Logic to Information System Constraints

In the field of information systems the term ``constraint'' is applied to statements of various kinds. Here we start from the analysis of a simple example to characterise the different kinds of constraints. It is shown that constraints may be necessary truths or deontic constraints. Moreover, deontic constraints are classified into three different types: deontic constraints about the world, deontic constraints about the representation of the world (self-completeness), and deontic constraints about the links between the world and its representation (validity and completeness). We describe a modal logical framework to define the different types of constraints, to characterise their violations, and to show how to repair their violations. Two different general forms of deontic constraints are considered, namely O(fŽ y) and fŽ O y, and it is shown that, except for deontic constraints about the world, the latter is more appropriate. Special issues related to the definition of quantifiers in the context of modal operators are also considered.

By decision no. 32 of 2015, “On the establishment of a special parliamentary commission for the implementation of the issues in the resolution on the agreement between the majority and the opposition in the Albanian Parliament” was approved the establishment of a special parliamentary commission for the implementation of the resolution adopted on 24 December 2014, which, among other things, foresaw the commitment of the parties involved to work together with consensus, supported by the European Union, on the issue of individuals with criminal records, who hold a public post or seek to be elected or appointed to one, based on European standards and the assistance of the Venice Commission. On 17 December 2015, Members of the Albanian Parliament adopt by consensus the constitutional amendments and legislative framework which are necessary to introduce in our country a clear mechanism for the exclusion of criminal offenders from public offices. In this paper we examine regulatory issues relating to the legal framework necessary to guarantee the integrity of public officials, the verification and ascertainment of the prohibition of exercising public functions and the implementation of the prohibitive measures provided for by law no. 138/2015 “On guaranteeing the integrity of the persons elected and/or appointed to, or exercising public functions”, the so called “decriminalisation” law.

This paper deals with two constructs – social desirability and integrity. Both constructs are related to honesty and trustfulness. Socially desirable responding interferes with accurate self-presentation and therefore can contaminate data from self-report questionnaires (Paulhus, 2002). Person with integrity is one who is not only honest but also has a strong sense for moral principles and is consistent (Dudzinski, 2004). Integrity is one of character strengths and virtues (Peterson & Seligmana, 2004a). Integrity and social desirability are operationalized by questionnaires. Using qualitative methods to assess social desirability and integrity can help to establish a conceptual framework of both vaguely defines constructs (Barnard, Schurink, & De Beer, 2008). The main aim of this study is to develop a semi-structured interview assessing integrity and social desirability. The interview is based on original Czech test battery focusing on integrity at the workplace – Integrita v Pracovním Prostředí (Příhodová et al., 2017). Specifically, overt integrity test Integrita v Pracovním a Běžném Životě alongside with questionnaire assessing social desirability was used. Semantic and correlation analysis of these two questionnaires helped to create a total of eight questions forming the semi-structured interview. The questions mainly cover lying, cheating and theft. Each question includes a short story from everyday life, and the respondent is asked to judge his or her behaviour in the presented situation and subsequently the behaviour of others as well. Respondents are asked to judge behaviour of others because it´s hypothesised that dishonest behaviour is more likely to occur in respondents who approve of dishonest behaviour of others, in those who have a positive attitude towards dishonest behaviour in general and in those who have behaved dishonestly in the past (Van Iddekinge, Roth, Raymark, & Odle-Dusseau, 2012). Eight respondents (4 women, 4 men, 21 to 61 years old) from department n.2 of National Institute of Mental Health took part in the first research using a newly developed semi-structured interview. Besides the semi-structured interview Integrita v Pracovním a Běžném Životě as overt integrity test and a questionnaire assessing social desirability was used. Short demographic questionnaire was presented as well. Based on their integrity level according to integrity test results the respondents were divided into three groups to low integrity group (N = 3), medium integrity group (N = 3) and high integrity group (N = 2). Data obtained from the interviews were analysed while theoretical background how people with different levels of integrity differ was considered. The results showed that th semi-structured interview can distinguish respondents by their level of integrity. The distinction is possible through respondents’ description of their own behaviour, usage of moral disengagement and their preferences to make either internal or external attributions. Distinguishing different levels of tendencies to socially desirable responding was not possible due to homogeneity of the research group in observed trait.

Alienated morality. Bernard Williams’ critique of utilitarianism: The paper aims at reconstructing Bernard Williams’ critique of utilitarianism, in order to show that it is primarily motivated by the British philosopher’s opposition to this theory’s understanding of the relationship between the agent and her actions. After discussing Williams’ arguments against what he sees as the oversimplified moral psychology of utilitarianism, and his doubts regarding the coherence between utilitarian objectives and utilitarian methods, the paper will focus on his “argument form integrity”. As we will see, it allows Williams to question utilitarianism’s ability to account for the relationship between the identity of the agent and her actions, and as a result, deny the effectiveness of the notion of utility as a source of moral motivation.

The authors take three steps: presenting education as a practice in its own right, discussing the concept of thinking in the context of educational practice and finally revealing some practical consequences of the inherent ethics of education. The paper invites readers to further investigation rather than giving ready-at-hand answers. It challenges conventional approaches to ethics in education and seeks to provide a more adequate and appropriate context for pedagogical discourse on ethics.

According to SBAS concept the user should receive timely the correct information about the system integrity and corrections to the pseudoranges measurements, which leads to better accuracy of coordinates. In theory the whole system is permanently monitored by RIMS stations, so it is impossible to deliver the faulty information to the user. The quality of the system is guaranteed inside the border of the system coverage however in the east part of Poland lower accuracy and availability of the system is still observed. This was the impulse to start an observation and analysis of real accuracy and availability of EGNOS service in the context of support air-operations in local airports and as the supplementation in hydrographic operations on the Polish Exclusive Zone. A registration has been conducted on three PANSA stations situated on airports in Warsaw, Krakow and Rzeszow and on PNA station in Gdynia. Measurements on PANSA stations have been completed permanently during each whole month up to end of September 2011. These stations are established on Septentrio PolaRx2e receivers and have been engaged into EGNOS Data Collection Network performed by EUROCONTROL. The advantage of these registrations is the uniformity of receivers. Apart from these registrations additional measurements in Gdynia have been provided with different receivers, mainly dedicated sea-navigation: CSI Wireless 1, NOVATEL OEMV, Sperry Navistar, Crescent V-100 and R110 as well as Magellan FX420. The main object of analyses was the accuracy and availability of EGNOS service in each point and for different receivers. Accuracy has been analyzed separately for each coordinate. Finally the temporarily and spatial correlations of coordinates, its availability and accuracy has been investigated. The findings prove that present accuracy of EGNOS service is about 1,5m (95%), but availability of the service is controversial. The accuracy of present EGNOS service meets the parameters of APV I and even APV II requirements, as well as any maritime and hydrography needs. However introducing this service into the practice demands better availability, because the gaps in receiving the proper information from the system appear too often and are too long at the moment. Additionally it was noticed very random character of availability and no correlation of this parameter in the different point of observations. In spite the correct EGNOS work the accuracy of the coordinates is not predictable in the local conditions. So in authors’ opinion Local Airport Monitoring should be deployed if EGNOS would have to serve to the local airport service.

The key elements which may be verified, checked or estimated were discussed. The most frequently occurring discrepancies, defects and the methods of their detection and elimination were presented.

It emphasizes the truths: man as a body and spirit being; the dignity and worth of every person created in the image and likeness of God; the vocation to love, i.e. the ability to give oneself as a gift. As a source for reflection, it is the light of God’s truth found in the Holy Scriptures and in the Catechism of the Catholic Church. The author shows the socio-cultural problems related to the lack of respect for human values that are taking place today. It presents the necessity of catechesis in social life, which is to respond with faith to human existence. It presents the problems posed by the world and the response of catechetical content to particular threats.

Integrity ought logically to be a particularly important concept within political science. If those acting within the political system do not have integrity, our ability to trust them, to have confidence in their actions, and perhaps even to consider them legitimate can be challenged. Indeed, the very concept of integrity goes some way towards underwriting positive views of political actors. Yet, despite this importance, political science as a discipline has perhaps focused too little on questions of integrity. Where political science has looked at the subject of integrity, it has often done so without using the specific linguistic formulation “integrity”. Most commonly, the focus has instead been on “corruption”-a strand of research which has produced results that cannot always be translated into discussions of integrity, by virtue of its narrower focus upon the “negative pole” of public ethics. Other measures, such as “Quality of Government”, focus on positive attributes, notably impartiality, but this also fails fully to capture the notion of integrity: dishonesty can be impartial. Specific formal “codes” used within public life and among political practitioners can be much more nuanced than the most widely used measures, and can be much closer to what we understand-academically-as “integrity”. This paper argues that the hard conceptual and empirical work of elaborating integrity into a fully operationalizable concept offers the potential reward of an analytical concept that is more closely aligned with political reality.

W pracy zwrócono uwagę na możliwość wdrożenia badań nieniszczących w diagnostyce pali prefabrykowanych. Współcześnie istnieje wiele technik umożliwiających badanie pali zarówno pod względem nośności, jak również jakości ich wykonania. Sprawdzenie ciągłości i długości pali metodami Low-strain jest badaniem prostym, tanim oraz szybkim do wykonania. Trudności może przysporzyć jedynie analiza wyników, zwłaszcza dobranie prędkości rozchodzenia się fal oraz niejednoznaczność otrzymanych sygnałów. Jednak korzyść, jaką jest niewątpliwie możliwość kontroli zgodności wykonanego palowania z projektem oraz jakości pali przemawiają za coraz powszechniejszym stosowaniem zaprezentowanej metody.

This work addresses the possibility of the implementation of non-destructive testing (NDT) in the diagnostics of pre-cast concrete piles. At present, numerous techniques are available in order to test the piles from the point of view of both their load capacity and also their quality. The testing of the pile integrity and length by means of Low-strain methods has the advantage of being simple, cheap and quick. The only possible difficulty may occur during the analysis of the results, especially as far as the velocity of wave propagation, as well as the ambiguity of the signals received, is concerned. Undoubtedly, however, the possibility to control the conformity of an executed piling with its design is the main reason why the presented method should become commonly used.

The aim of this paper is to present a method for ensuring the authenticity of the origin and integrity of the data in the registry of the EHR system. The authenticity of the origin and integrity of the content of the EHR must be guaranteed throughout the storage period of EHRs by using the correctly defined organizational and technical measures. This paper introduces a method that uses timestamps and Evidence Record Syntax (ERS) to create and maintain evidence records for the purpose of a future integrity verification. Healthcare professional, during verification of subjects of care EHR correctness, can rely on cryptographic algorithms, instead of relying on proper functioning of access control solutions.

Creating a "mobbing-safe" working environment can be a real challenge; to achieve it, a better understanding of related constructs is necessary. To obtain insight into researchers' attitudes toward workplace mobbing and behavioural intentions, we used a case scenario method. The results show that respondents, on average, consider the mobbing cases presented in a questionnaire to be very serious. Their attitudes and behavioural intentions depend more on their opinion about colleagues' attitudes and related intentions and less on their own, which shows a lower integrity than desired. Low willingness to report the violator, lenient discipline sanctions and the absence of proper organisational rules create favourable conditions for workplace mobbing in Slovenian public research organisations. This paper also proposes measures based on the research findings of various authors and identifies new questions that could be addressed in further research.

This research focused on correlations between the macroscopic mechanical performance and microstructures of energetic binders. Initially a series of glycidyl azide polymer (GAP)/toluene diisocyanate (TDI) binders, catalyzed by a mixture of dibutyltin dilaurate (DBTDL) and triphenyl bismuth (TPB), was prepared. Uniaxial tensile testing, and low-field nuclear magnetic resonance and infrared spectroscopy were then used to investigate the mechanical properties, curing networks, and hydrogen bonding (H-bonds) of these binders. Additionally, a novel method based on the molecular theory of elasticity and the statistical theory of rubber elasticity was used to analyze the integrity of the networks. The results showed that the curing parameter R strongly influences the mechanical properties and toughness of the binders, and that a tensile stress (σm) of 1.6 MPa and an elongation (εm) of 1041% was observed with an R value of 1.6. The cross-linking density increased sharply with the curing parameter, but only modestly with an R value ≥ 1.8. The proportion of H-bonds formed by the imino groups increased with the R value and reached 72.61% at an R value of 1.6, indicating a positive correlation between the H-bonds and σm. Molecular entanglement was demonstrated to increase with R and to contribute dramatically to the mechanical performance. The integrity of these networks, evaluated by a correction factor (A), varies with R, and a network of the GAP/TDI binder with an R value of 1.6 is desirable.

This article examines the relationship between politics and public relations, based on recent developments in Sweden and Norway. It has become increasingly common for PR firms to offer well-paid job opportunities for former politicians. Then, after some years as advisors in public affairs, including lobbying activity, some of them return to politics as members of the government, press officers or advisors. The article discusses the background for this development, and poses some questions concerning integrity and the possible consequences for democracy.
