The economies of the 21st century are influenced by specific development processes: globalization, liberalzation, integration, computerization which to a large extent determine functions and tasks attributed to the state and thereby to the public sector. The authoress makes an attempt at determining the role of the public sector in contemporary development processes. The realization of the aim of this paper has required conducting an analysis of theoretical foundations of functioning of the public sector, showing the evolution of its functions and objectives as well as highlighting new challenges.

The author of this article makes an attempt to point out that 'contemporary conditions', especially globalization processes exert a significant influence on the functioning of the public sector and, consequently, on its model approach. Accordingly, neither traditional model of a welfare state nor neoliberal economy model can fully explain the functions and duties of the public sector and its relation to the environment. This indicates a need for a new model of public sector which will be adequate to the fast-moving environment, even if we assume some stability of certain elements of the sector.

In the article was presented the conception of model of consolidated financial statement of public sector in Poland. Moreover the author defined variables of the model and proposed the form and structure of model’s elements. This elements are: a statement of financial position, a statement of financial performance, a cash flow statement, a statement of changes in net assets/equity, a budget statements, notes, comprising a summary of significant accounting policies and other explanatory notes. It was also suggested that the consolidated financial statement should be drawn up in accordance with International Public Sector Accounting Standards because of the need to obtain comparability with financial statements of other government in the world. The consolidated financial statement should include economic resources (financial and non financial) and should be drawn up based on full memorial convention. Moreover units should be taken to the consolidation process according to control principle and metod of consolidation should be consolidation line by line.

The object of analysis is the perception of competition for positions in the public sector by the organizers, participants and direct observers. The research shows quite clearly that the competitions are recognized as merely a facade institution. Their course is usually, in the opinion of the respondents, contrary to the assumptions and official declarations. In this paper I present symptoms and analyze reasons for this state of affairs. I make the assessment of the described situation from the point of view of principles of meritocracy and efficiency of human resources in the public sector. I accept the assumption that a condition for effective performance of certain functions of the institution is the way it is perceived by social actors. An important role is played by the following factors: (1) acceptance of the values on which the institution bases its business, (2) consistency between the formal and informal rules, and (3) relative significance attached to the institution by those who create it and use it. Based on this assumption, I look for answers to the question of the need and the possibility of using the competition as an effective and reliable mode of selection of managers in the public sector. I take into account the socio-cultural-political context of, social actors who puts in a specific situation, which I called „collision rules”. The organizers and participants of the competitions are experiencing specific dilemmas for non-compliance of rules in force in the private and the public sphere.

On the background of several examples of the demolishing of historical sites in Bratislava the article deals with the structure of human existence as habitation. It examines various kinds of habitation as well as its constitutive relationships. The decrescent public mode of human habitation calls for attention to be paid to pathological changes in public sector and society. Underlined is the necessity for philosophy to enter the public sector in order to separate the essential from the ephemeral.

The paper examines use of electronic auctions (e-auctions) as an allocation mechanism in public procurement in Slovak public sector. It is based on data from 32 procurement bodies and 725 procurements in the public sector in the period 2008 – 2010. Our findings are that e-auctions bring average savings of 10 – 12% though their implementation is not free. We recommend that future research quantify costs associated with introduction of e-auctions. The paper also demonstrates that the key variables influencing level of savings can be influenced by the procuring body: number of participants and form of auction (open vs closed).

Development of tourism should be based on common participation of local governments, enterprises and communities. Strong impulse for building and enlargement of infrastructure and tourism service was given by European funds, for which local governments and firms can apply. This support should be analyzed two-fold: subjective 'who' and geographical 'where' funds were used and what is their potential. The article presents spatial analysis of tourism development in Poland from the perspective of public sector.

This article is aimed at understanding the role of the management control in the public sector. One should combine and comprehensively understood the processes of managing in the unit with the system of giving targets and assignments. The setting goals and targets and monitor them with measures, can become an effective tool for measuring the effectiveness of the organization. An aspiration to eliminating or reducing the risk in organization should be a priority action of every individual. It is possible to make the positive effect, by granting the appropriate form and the appropriate scope. If the management changes their view on the risk management, they will add value to their organization. The knowledge acquired in this respect, can confirm managers in the greater awareness of this values which can be achieved by proper applying the management control in practice.

The effectiveness of municipal offices is largely determined by the effectiveness of human resource management, a fundamental yet essential resource in the offices that determines the way they manage results from the entire institution. The paper outlines the course of the examination procedure, paying particular attention to the growing importance of effective human resource management in improving the functioning of public administration. The paper also describes the conditions for strengthening the role of personnel cells in municipal offices and the research goals. The author presents a research procedure on the human resource management process and highlights areas for improvement in these public organisations.

In the article, an attempt has been made to find a relationship between an excessive growth of the public sector and excessive fiscality. The conducted research provides new insights into the problem. It shows that when fiscal potential of the State is exceeded this does not lead to an increase in revenue that covers the expenses of the public sector but just the opposite - to a dramatic drop in revenue what, consequently, affects not only the quantity but also quality of goods and services provided by the State. At the same time, it was stated that the condition of the public finance sector is indirectly reflected by the size of the so-called grey area within economy, whose increase, due to negative consequences for the entire economy but also for the public finance sector itself should make us give some thought to both the level of incidence and also to public expenses.

The achievement of goals regarding sustainable development requires radical reforms of the way of thinking with reference to the aims of management and doing business and also redefinition of the approach to the problem of satisfaction of needs (consumption). The idea of permanent consumption, which results from the issue of sustainable development, is not tantamount to a demand that the needs should be limited, but it entails a demand for another approach to ways of their satisfaction, i.e. for such consumption which does not generate unnecessary environmental and social costs. To meet this demand, a rise in activity of the public sector is essential.

This article analyses the public-private pay gap in the Czech Republic using quantile (decomposition) regression. Quantile decomposition analysis showed that all along the distribution, public sector employees are better equipped (have better characteristics) but up from lowest decile, they have worse return on them (lower regression coefficients). Overall earnings are better in the public sector in the lower segments of wage distribution, but worse in the upper. This is due to the effect of coefficients that weigh more heavily upon the effect of characteristics up from the fifteenth percentile.

The article is focused on theoretical considerations aimed at defining and delimitation of the ranges of public and private spheres. Such considerations are justified by the fact that the theory of state and of public sector, as well as fundamentals of economic analysis and regulation of the public sphere, constitute a relatively poorly developed part of the theory of economics. On the other hand, the public sphere and the demand for effective methods of its development become larger due to increasingly complicated social, political and economic relations, an increasingly tough competition and bitter rivalry, the density of population in most parts of our globe and a deeper and deeper disproportion in the development of particular areas.

In the article, we review recent literature on fiscal sustainability with a particular reference to the problems that are specific to the transition countries. While the original literature on fiscal sustainability is chiefly focused on the industrial countries there are by now few works that have focused on fiscal sustainability in the transition countries. Consequently, the article's purpose is to assess the short-, medium- and long-term sustainability of fiscal policy (under set assumptions) on the national level in the great majority of the transition countries which we divide into three main groups, i.e. Central and Eastern Europe (CEE), Southern and Eastern Europe (SEE) and the Commonwealth of Independent States (CIS). Based on the mainstream theory measures of the fiscal sustainability, the results indicate that fiscal sustainability seems to be a problem in many transition countries, particularly in the Visegrad group countries (in CEE region) and in Albania and Croatia (in SEE region).

The aim of this paper is to discuss the problem of bureaucracy in the public sector, and also to identify ways to improve public administration. The author claims that in order to rationalise bureaucracy it is necessary to use several market mechanisms and to increase transparency. Moreover, the paper depicts e-administration as an effective tool that makes public administration more efficient. Another important issue presented in the article is the principal-agent problem and its implications for the public sector.

The authors deal with the status of Arab woman in Muslim society. They are analyzing her role in public spheres of social and political life. Koran gave many rights to women, but in spite of that there are some pre-islamic customs and traditions transformed into Islamic sharia. Muslim authorities differ in their interpretations of religious texts and that reflects on the real women´s status in Arab society. And this is in present a reason of some restrictions of women rights and freedom in Arab society.

Contracting out is the prevalent types of alternative service-delivery arrangements in public sector. The literature suggests that if the contracting is properly implemented, then it will improve cost-effectiveness, delivery quality, and expenditure control. Using new Slovak data, we explain why contracting does not always produce the expected positive results. We seek to determine the factors that account for success in contracting for public sector services, by testing for a link between contracting performance and quality of contract management. This study uses a quantitative approach to analyse our original survey data. The findings are not positive, because although competitive selection is the key factor determining success, non-competitive selection of suppliers prevails in Slovakia.

The article presents information about the co-operation between the local government sector and the local business sector. In particular, the purpose of this article is: 1. to discuss the role of local actors in economic development, 2. to present the cooperation forms between local government and the business sector, 3. to empirically analyse local government initiatives for local businesses (an assessment based on surveys). The article leads to the conclusion that the support of cooperation between sectors on a local level gives positive effects for local economic development.

The authors examine the areas open to the implementation of innovation in public institutions offering financial support from the European Union funds. It seems that wage systems are a promising field for the implementation of changes. The analysis is based on the results of a pilot survey, con¬ducted in 2011 among 79 employees of the Entrepreneur Service Centre in Łódź, regarding the assessment of the effectiveness of the wage system and its influence on the level of satis¬faction and motivation of em¬ployees. The aim of the paper is to assess the role that the wage system plays in the analysed public institu¬tion responsible for the implementation of one of the priorities of the Regional Operational Programme for Łódzkie Voivodeship for the years 2007-2013.

The paper analyzes the concept of joint delivery of public services by the public and private sector within the frameworks of the Public-Private Partnership model (PPP). The key of the partnership (according to the Act in effect) is long-term involvement and collaboration (based on a contract) between a public entity and a private entity for implementation of capital-intensive investment projects. The analyses conducted show that thanks to the specific division of tasks, responsibility and risk, the PPP formula allows more economically effective development of transport infrastructure and supply of public services. The paper shows the influence of PPP on development of municipal infrastructure and supply of public services describing also the major barriers to and benefits from implementation of that formula.
