The article analyses Polish enterprise at the time of transition. Pointing at the difficulties faced by businessmen the author suggests the necessity of increasing the role of local self-government in creating better conditions for business development. The aim of the article is showing the problems of children and youth in both the action and in the programs of local authorities in the opinions of representatives of social assistance centres.
