Przedmiot artykułu stanowi rywalizacja geoekonomiczna w strefie euro. Geoekonomia opisuje proces przeniesienia rywalizacji między państwami z płaszczyzny militarnej na sferę ekonomiczną, co w konsekwencji prowadzi do podporządkowania określonych polityk gospodarczych strategicznym celom w polityce międzynarodowej. W pracy przedstawiono pojęcie i znaczenie geoekonomii oraz reżimów walutowych jako przestrzeni rywalizacji geoekonomicznej. Przedmiotem badania uczyniono architekturę instytucjonalną strefy euro, która odzwierciedla asymetrię potencjałów między państwami członkowskimi, a także systemowy kryzys strefy euro jako kulminacyjny moment rywalizacji geoekonomicznej w Europie. Przedstawiono trzy główne przyczyny kryzysu: transfer kryzysu finansowego z USA, nieroztropną politykę fiskalną i zadłużenie publiczne poszczególnych państw członkowskich strefy, a także architekturę i mechanizmy Unii Gospodarczej i Walutowej (UGW). W pracy wykazano, że Niemcy okazały się największym wygranym rywalizacji geoekonomicznej w Europie.

The aim of this paper is to present geo-economic competition between Eurozone member states. Geo-economics describes the process of shifting the main sphere of competition between countries from the military sphere to the economic one which in turn leads to the subordination of the economic policies to the strategic goals in the international relations. The paper describes the concept and meaning of geo-economics, and currency regimes as an arena of geo-economic rivalry. The research focuses on the institutional architecture of the Eurozone which reflects the asymmetry of power between member states and the systemic crisis in the Eurozone as the culmination of geo-economic rivalry. The paper describes three main causes of the Eurozone crisis: the transfer of the financial crisis from the USA, fiscal profligacy and public debt of certain states, as well as the architecture and mechanisms of the Economic and Monetary Union (EMU). It was shown that Germany turned out to be the biggest winner of the geo-economic competition in Europe.

We present two main ways to precisely create the equivalent transfer function of picosecond time-to-digital converters based on commonly used method with tapped time coding delay lines. The ways consist either in evaluation of the quantization steps boundaries of the delay lines or in summation of numbers of the line quantization steps. The paper contains results of comprehensive analysis of both methods. The advantage and high versatility of the addition method is demonstrated.
