This paper looks at multidimensional risk analysis of urban regeneration projects, used to identify areas of its occurrence. The authors thoroughly analyze the sources of potential threats and attempt to answer the question: What is their contribution into overall urban regeneration’ investment risk? The target concept will be used to assess the level of investment risk at the stage of initiation, preparation and planning of urban regeneration projects, which will be used to improve the risk management process.

Przedmiotem rozważań są problemy społeczne, ekonomiczne i techniczne komunalnych zasobów mieszkaniowych, dostrzeżone w toku wykonywania różnych robót budowlanych objętych projektem „Rewitalizacja Letnicy w Gdańsku”. Autorzy zwracają uwagę i analizują motywy brane pod uwagę przy ocenie zasadności podjęcia tak złożonej inwestycji. Sygnalizują ponadto problemy wynikające z funkcjonowania i współpracy licznych jednostek zarządczych realizujących działania inwestycyjne na rzecz Miasta Gdańska oraz wielu podmiotów gospodarczych uczestniczących w inwestycji. Jak wykazano, trafność podjętych decyzji, będąca ważnym elementem ocen końcowych, warunkuje odniesienie sukcesu społecznego. Ten natomiast zagrożony jest występowaniem licznych trudności na poszczególnych etapach procesu rewitalizacji, co powinno zostać dokładniej przeanalizowane.

The main subject of consideration are social, economic and technical problems of municipal housing stock identified in the performance of various building works executed under the actions covered by „Revitalization of Letnica in Gdansk” project. The authors draw attention and analyze the motives taken into consideration while assessing the appropriateness of such a complex investment. Moreover they signal problems resulting from the functioning and cooperation of a large number of management units implementing investment activities to the City of Gdansk and many contractors and ubcontractors at site. As shown, the accuracy of undertaken decisions, which is an important aspect of the revitalization process final evaluation, is conditioned by the social success. It is however threatened bythe occurrence of numerous difficulties at various stages of revitalization process, which should be further analyzed.
