W artykule przytoczono podstawowe akty prawne (RID, ADR, ADN, IMDG, MoU) dotyczące przewozu materiałów niebezpiecznych różnymi systemami transportu. Omówiono, jak na tle wspomnianych przepisów kształtują się regulacje wynikające z odpowiednich dyrektyw UE oraz ustawodawstwa polskiego. Scharakteryzowano również, zlokalizowaną na wschodniej granicy Polski, infrastrukturę punktową dla przewozów ROP. Odniesiono się też do jakości oraz bezpieczeństwa przewozów. W zakończeniu dokonano oceny zakresu, w jakim podmioty działające w obszarze transportu i dystrybucji produktów ROP spełniają wymagania UE oraz przedstawiono scenariusz prawdopodobnych zmian prawnych a także instytucjonalnych.

First, the article deals with the main legal acts (i.e. RID,ADR,ADNIATA-DGR) relating to transport of dangerous materials by various transport systems. The above legal acts constitute a background for a discussion on the Polish national laws and regulations which result from appropriate EU directives. The article also deals with the ROP transport infrastructure at the eastern border of Poland. Moreover, considerable space is devoted to the quality and safety of transport. In the concluding part the author evaluates how far the ROP transport and distribution businesses meet the EU requirements and presents several scenarios of legal and institutional changes in the field of transport.

W referacie przedstawiono podstawy teoretyczne badania jakości usług. Zdefiniowano istotne wyróżniki usług oraz zaprezentowano stosowny model. Zwrócono uwagę na przyczyny rozbieżności pomiędzy jakością oczekiwaną a postrzeganą. Na przykładzie badań rynku przewozów towarowych transportem kolejowym, omówiono preferencje przewozowe i parametry jakie, zdaniem klienta, powinien spełniać środek transportowy. W zakończeniu podkreślono ważność umiejętnego rozpoznawania oczekiwań zamawiającego usługi.

The paper discusses theoretical background for research on the quality of transport services. It defines the key parameters of transport services and presents the appropriate model of service quality. The paper focuses also on the reasons for discrepancies between the expected and actual quality of transport. On the basis of market research on the goods transport by rail, the author discusses preferences of clients in the transport sector as well as their expectations concerning parameters of transport means. In the conclusion, the author proves that the accurate identification of client's expectations is crucial for successful operation in the free market economy.
