This article primarily focuses on the possibility of implementing classical decision making model in the process of public procurement tenders including the issue of limited human behaviour rationality within the this domain. Secondly, negotiation process in public procurement has been taken into account. Quiddity of the process, a negotiator's profile, types and phases of the negotiation process as well as social influence techniques and factors facilitating or hindering reaching an agreement have been described. A message to bidders participating in public procurement tenders constitutes the final lines of the article.
