The content presented in the article refer to local job markets. The specific character of air forces results in the fact that the training process is long and expensive. Transformations of organisational structures, command procedures, military equipment and military education, which took place in the last decades, influenced the functioning of air force personnel. In consequence, there appeared their high fluctuation and problems related to air force combat capabilities. In the new reality the air force personnel perform a number of tasks both in Poland and abroad. Great air force saturation with the state-of-the-art technology and personnel’s high specialisation make their selection and education crucial. Using the potential of air force equipment largely depends on the personnel’s qualifications and their attitude to work Broad and progressive automation causes the increase of demands towards them. Therefore the air force future combines their excellent equipment, high mobility and also high level of the personnel’s professionalism.

The Polish Armed Forces have been undergoing constant changes for several years. These transformations influence the tasks fulfilled by the armed forces, their structure, techniques and soldiers. Remembering that armed forces transformation is a complex process, the author attempts to present certain aspects connected with career soldiers which function in the changing reality. On the background of phenomena taking place in and around the military environment, new roles of professional soldiers have been shown, especially the negotiator’s role that soldiers may play serving outside Poland. General conditions of negotiating have been presented, drawing particular attention to factors that contribute to the success of negotiations and their cultural background. The changes taking place in the Polish Armed Forces and their environment also required focusing on such phenomena as the significant increase of information, professional soldiers career stabilisation and appropriate adjusting the set: man versus military technique. These elements demand from career soldiers the necessity of continuous education and improving their qualifications and cause that they have to face new challenges.

As an element of the public sector, armed forces are obliged to comply with the regulations governing public procurements. One of the entities dealing with awarding contracts are Regional Infrastructure Governing Bodies (RIG), subordinate to Chief Inspectorate of Armed Forces Support. The article presents the results of analyses on 1334 reports with information on awarded contracts between January 2011 and end of July 2012. The study data was obtained from web sites of ten RIGs. As a result of the analysis a certain image illustrating how the investments executed within the units influence their closest surrounding has been obtained. The analyses of the gathered statistical material have been carried out with the use of Statistica v. 10.
