Political practice shows, that political parties do not need defining their identity for being successful in elections. The construction of political image is less ambitious task, but it is also sufficiently efficient one. People have need of identifying themselves in a group and being a part of it. Advertising is a good way of drawing attention and can be helpful in presenting the politician’s offer. It can induce people to participate in elections. However, if there are no changes after elections, identification with party can last for only short period of time. The ways of rivalry have changed. If leaders of party really think about the future of their organization in a long period of time, they should consider defining identity firstly, and then construct the image in the following elections.

Postęp technologiczny przyspiesza. Zmiany są szczególnie widoczne w obszarze technologii informacyjno-komunikacyjnych. Zmieniają one otoczenie, wpływają na życie człowieka, a ich zastosowania stale się poszerzają. Kryterium użyteczności jest nie mniej ważne od nowoczesności. W artykule poddano analizie zjawiska dotyczące nowoczesnych technologii, zrównoważonego rozwoju, smart city i mobilności, poddano analizie również miasto Songdo. Taki dobór zagadnień pozwolił przedstawić znaczenie nowoczesnych technologii w rozwoju miasta.

In last 20 years NATO has been changed considerably, the number of members has boosted, the area of NATO members has accrued, the engagement beyond area of NATO members has grown, the list of potential threats has been widen. Many authors try to indicate the directions of NATO development. There are some important indidvidual interests of NATO members. They may be achieved due to being a part of NATO. Many European countries are NATO members, these who are not, they can not be or do not want to be NATO members because of different reasons. The cooperation of NATO and European Union is very important for the future of NATO. Some strategic concepts and decisions can be made due to relations NATO–EU–Russia. The meaning of these relations are growing in accordance with economic, political and military development of China, India and Brazil. The only strong Europe and strong NATO can be the real partners for them. The new strategic concept of NATO is only the beginning of building new relations.

The author analyzes in the paper the local elections in 2014. He focuses on competition for the presidency of Legnica between two candidates, the current president Tadeusz Krzakowski and aspiring to the role of president vice-chairman of the local structures of ruling party. The author refers to the programs of both candidates and analyze the campaign. He is looking also for the factors determining the success of the president and the defeat of the pretender.

Skupia swoją uwagę głównie na rywalizacji o prezydenturę Legnicy pomiędzy dwomanajważniejszymi kontrkandydatami, urzędującym prezydentem Tadeuszem Krzakowskim i aspirującym do tej roli wiceprzewodniczącym lokalnych struktur partii rządzącej. Autor odwołuje się do założeń programowych obu kandydatów i analizuje przebieg kampanii. Poszukuje także czynników decydujących o sukcesie urzędującego prezydenta i porażce pretendenta do prezydentury Legnicy.

The number of smart cities is constantly growing. Mayors invest in new technologies and justify the expenses regarding the residents’ needs. Considering only this one criterion, not all expenses can be justified. Is the life of people better in smart cities? What are the solutions most often implemented? What problems do we have in cities in Poland? Are residents smart? Is smart city not just a new marketing strategy for the city? Is it worth investing in new technologies in the city? What are the conseqences of these quick changes? The article is an attempt to answer the above mentioned questions.

W artykule autor poddaje analizie szanse zwycięstwa inkumbentów. W tym celu przedstawia czynniki decydujące o przewadze inkumbenta nad kontrkandydatami, motywacje i możliwe strategie pretendentów podejmujących rywalizację. W szczególności autor analizuje przypadki pretendentów, którzy w kolejno następujących po sobie wyborach próbują wygrać z „wiecznym prezydentem”. Ich sytuacja wydaje się trudniejsza niż pozostałych kandydatów. Równorzędna rywalizacja z „wiecznym prezydentem” oznacza, że sprawnie zrealizowana kampania jest najbardziej istotna.

In the article, the author analyzes the chances of the incumbents' victory. For this purpose, he presents the factors determining the advantage of the incumbent over the opponents, the motivations and possible strategies of the challengers undertaking the competition. In particular, the author analyzes the cases of challengers who, in successive elections, try to win with the “eternal mayor”. Their situation seems more difficult than that of the other candidates. Equal competition with the “eternal mayor” means that efficiently carried out campaign is the most important.

In the years 2001–2015 Civic Platform (CP) played a significant role in the political system of the state. An important figure of Lower Silesia CP is Grzegorz Schetyna. Thanks to his personal involvement the structures of the party in Legnica are strong. The weakness of the party can be caused by an internal conflict with Jacek Protasiewicz. The most important members of Legnica CP participated in the election to the office of the mayor, tried to won seats of city councilors and province councilors, they also tried to won in the parliamentary elections. So, we can discuss the effectiveness of politicians, understood as the ability to make voters believe their promises. First of all, these politicians were analysed and classified as local activists, professionals, party activists, political celebrities and professional politicians. Activists of Legnica Civic Platform give hope for the continuation of political activity by the party, most of them are professional politicians and activists of local governments. Both of these groups are active in the local community, which is appreciated by the residents of the region.

W latach 2001–2015 Platforma Obywatelska odgrywała znaczącą rolę w systemie politycznym państwa. Ważną postacią dolnośląskiej PO jest Grzegorz Schetyna. Dzięki jego osobistemu zaangażowaniu struktury partii w Legnicy i powiecie legnickim są silne. Słabości partii można upatrywać w wewnętrznym konflikcie z Jackiem Protasiewiczem. Liczące się postacie legnickiej PO kandydowały do urzędu prezydenta miasta, zdobywały mandaty radnych miasta oraz radnych województwa, ubiegały się także o mandaty poselskie i senatorskie. Wyniki tych elekcji mogą posłużyć do weryfikacji skuteczności polityków, rozumianej jako umiejętność przekonywania wyborców do głoszonych postulatów. Przede wszystkim tych polityków wzięto pod uwagę w analizie, próbując ich zaklasyfikować jako działaczy samorządowych, fachowców, działaczy partyjnych, celebrytów politycznych oraz polityków zawodowych. Skład osobowy legnickiej Platformy Obywatelskiej daje nadzieję na kontynuację politycznej działalności przez partię, gdyż w dużej mierze znajdują się w niej politycy zawodowi oraz działacze samorządowi. Obie wyróżnione kategorie aktywnie działają na rzecz lokalnej społeczności, co dostrzegają mieszkańcy regionu.

The Prime Minister of Brandenburg, Manfred Stolpe, undoubtedly contributed to the development and consolidation of socio-political relations between Poland and Germany. His activity in the area of the development of cooperation between the regions on both sides of the border needs to be appreciated, too. However, he was suspected of collaborating with Stasi, which puts him in a bad light. This paper tries to clarify these doubts.

Należy docenić jego aktywność także w obszarze rozwoju współpracy między regionami po obu stronach granicy. Cieniem na jego życiorysie kładą się podejrzenia o współpracę ze Stasi. W artykule staramy się wyjaśnić te wątpliwości. Prime Minister of Brandenburg Manfred Stolpe undoubtedly contributed to the development and consolidation of socio-political relations between Poland and Germany. It should also be appreciated its activity in the area of the development of cooperation between the regions on both sides of the border. Unexplained to this day are suspicions of collaboration with the Stasi. In this paper we try to clarify these doubts.
