Innovative technologies require a response from the legislator. In the case of disruptive technologies, the so-called performative regulation shall apply in the new legal regulation. This approach must also be applied in the case of the legal regulation of autonomous delivery robots. It will be necessary to adjust road traffic rules and some basic issues of legal liability. Legislation at European Union level can be expected at a later stage. Autonomous delivery robot technology has potential not only in the context of a pandemic, but also, for example, in the context of social inclusion.

In the case when a contracting authority uses its own resources, it is exempt from using the public procurement procedures. In this regard, we refer to the so-called ‘in-house exemptions’ or ‘internal procurement’. The fundamental conditions for the application of in-house exemptions are based on three criteria, i.e. i) a control criterion, ii) a business activity criterion, and iii) a private capital criterion. That is to say, the contracting authority exercises over the person to whom the contract has been directly awarded (in-house entity) a control which is similar to that which it exercises over its own departments, more than 80 % of the activities of the controlled in-house entity are carried out in the performance of tasks entrusted to it by the controlling contracting authority or by other legal persons controlled by that contracting authority and there is no direct private capital participation in the controlled in-house entity. In these circumstances, the in-house exemption can also be applied to the cases of the cooperation amongst contracting authorities. However, the participating contracting authorities have to perform on the open market less than 20 % of the activities concerned by the cooperation. It is submitted that, the contracting authorities now hold in their hands a tool for the effective fulfilment of their needs by using own resources. However, these exemptions must be interpreted restrictively and therefore it will be interesting to see how the practice deals with the ‘in-house’ issues.

The polycentrism of the law-making has implications for court proceedings. The decision of the Court of Justice of the EU in preliminary proceedings ensures a uniform interpretation of European Union law. Failure to submit a question to the Court of Justice of the EU may lead to a violation of the right to a fair trial and right to the legal judge.

In these days, the types of law sources and the processes of origin of law-norms become so complicated, that there is no doubt they represent a specific field of research at the professional as well as scientific platform. In the submitted article the both authors describe in overview and analyse in details the recent sources of law and law-making processes determining the legal milieu in Slovak Republic. Also, they do not neglect the “constitutional” judicatory, the problems of an electronic collection of law-decrees, or the rules of referendum law-making. They also stress the relevant law-making connotations to the EU law-system (intra community consultation process, consulting within the EU institutions, requirement of the transposition and implementation, including the Slovak Parliament). The final part of the study is devoted to the contemplations on some system problems of the recent law-making (law making as a part of politics, hypertrophy of law, quality of legislators, etc.).
