Strengthening of sustainable consumption patterns is a very difficult process. It is proved, that the use of combination of different instruments, within ecological policy, is more effective then applying a single solution. New studies and experience insights on sustainable consumption show that innovative instruments should be characterized by following elements: collective action, adaptability and existence of a solid evidence not only on technical and life cycle assessment data, but also evidence from social sciences referring to such issues as consumer values and attitudes, heterogeneity of consumer groups, barriers for change in everyday life, etc. A social and ethic dimension of the instrument is also of vital importance. Integrated use of innovative instruments will change consumer behavior and support sustainable consumption.

Environmental and economic challenges cause crucial changes in the approach towards economic development. The demand for new technologies, including energy and resource efficient solutions is increasing. Enterpreneurs as well as public administration and scientists are more and more intereseted in eco-innovative technologies. Eco-innovations are in Line with European Union policy aimed at development of smart, sustainable and inclusive economy. There are a lot of initiatives and instruments which support eco-innovations. In some countries eco-innovations are developed dynamically. Poland is last place in Europę in eco-innovation. It is time to create a strategy and start to act in this field.

The European Commission has been conducting a product oriented policy since over fifteen years. Consequently the Single Market for Green Products Initiative was undertaken. It is airned at creation of market of "green products" fully recogmzed by consumers. The initiative is to provide all stakeholders the access to clear, accurate and comparable information on environmental performance of products and organisations. In 2010, the European Commission started work on a harmonized methodology for measuring the environmental footprint of products based on existing and applicable approaches of Life Cycle Assessment - LCA and international standards. The three-year testing period was launched through an open call for volunteers. It is expected that an increased share of green products on the market will contribute to economic recovery and to strengthen the competitive advantage of enterprises from European Union countries in the development of eco-innovations.

European Union Commission, on the base of last years' experience, reports and surveys on instruments focused on improvement of environmental quality of products, introduced some changes in the product policy. The product scope of the Eco-design Directive will be extended to cover all energy-related products. Ecolabelling, both: ecological and energy efficiency will be developed. These instruments have a high potential in changing consumption patters - their idea is still attractive. There will be also taken other initiatives supporting sustainable consumption, especially consumers and retailers oriented.

Lokalny plan działań na rzecz środowiska i zdrowia jest to, stworzona przez społeczność lokalną, lista działań zmierzających do poprawy jakości życia mieszkańców i ograniczenia istniejącego ryzyka środowiskowego. Stworzenie takiego planu wymaga poparcia politycznego władz lokalnych oraz zaangażowania lokalnej społeczności. Podstawą opracowania planu działań na rzecz środowiska i zdrowia jest procedura oparta na podejściu analizy systemowej. Istotą procedury jest współdziałanie rady i zarządu gminy oraz przedstawicieli społeczności zwanych interesariuszami a także prowadzącego proces opracowania planu. W ramach prac nad Wieloletnim Programem Rządowym Środowisko a Zdrowie, jako przykład modelowy, opracowano Lokalny plan działań na rzecz środowiska i zdrowia dla miasta i gminy Olkusz na lata 2004-2007. Aktualnie plan jest realizowany i monitorowany. Opracowanie lokalnego planu działań na rzecz środowiska i zdrowia może być znaczącym czynnikiem dalszego rozwoju wiedzy w zakresie efektywności i jakości życia w miastach i w społecznościach lokalnych oraz umożliwia korzystanie z bogactwa doświadczeń i inspiracji społeczności lokalnych w skali Europy, jak i całego globu.

Local environmental health plan is, created by local community, list of activity aimed to improving of inhabitants' quality of life and reducing of existing environmental risk. Creation of such plan enables political support and engagement of local community. The local environmental health planning process is based on a procedure which involves the system analysis approach. The idea of the procedure is that partnership and cooperation between municipality, stakeholders and leader of the planning process are necessary. Within governmental program Environment and Health it was prepared a Local environmental health plan for Olkusz for the years 2004-2007 as a model case study. Actually the plan is implemented and monitored. Local environmental health planning can be a very important element of improving of knowledge about effectiveness and quality of life throughout cities and local communities. It enables the partners of the process to feed from experience and inspiration of the local communities from other parts of the country in Europe and all over the world.

Prosperity stimulates people to buy a Lot of goods. Consumers tend to buy new products and throw away the old ones, which are not completely used. There is a question: how to asses the sustainable rotation ratę of products? According to one of sustainable consumption principles - maximization principle - we have to use all products as long as possible. We should take care of goods and carry out the repairs and renovations of products. But we should also take into account, that modern appliances, in general, consume less energy then the old ones. Furthermore, reusing of products may delay the implementation of innovative appliances. There is a problem which requires analysis. Foreign studies show, that there is a need to modify maximization principle and to recommend consumers taking into account such aspects as eco-design and innovation. A very important thing is reliable information of the environmental quali-ty of products. Consumers of high environmental awareness should search for information on innovations and carry on economic, as well as environmental analysis, connected with purchasing and exploitation of the product. The most important producfs features arę: efficiency of energy consumption, efficiency of water consumption and energy saving. These aspects are included in the eco-design strategy of enterprises. Energy labels and environmental labels put on du-rable products may help consumers to take the right, from the sustainable development point of view, decision. Nevertheless they are not sufficient source of information. There is a need to establish an information system on eco-innovations which will provide consumers with reliable information about products.

W artykule przedstawiono politykę Unii Europejskiej w zakresie gospodarowania zasobami wody w kontekście adaptacji miast do skutków zachodzących zmian klimatu. Zmiany te wpływają na zasoby wody, a najbardziej dotkliwą konsekwencją są powodzie i podtopienia oraz epizody suszy i niedobory wody. Zjawiska te powodują liczne skutki o charakterze ekonomicznym, środowiskowym i społecznym. Odpowiedzią Unii Europejskiej na zagrożenia związane ze skutkami zmian klimatu jest prowadzona polityka, w tym odnosząca się do zarządzania zasobami wodnymi; w jej ramach wskazywane są priorytety adaptacji do tych zmian. Polityka UE zobowiązuje kraje członkowskie, w tym również Polskę, do sporządzania planów uwzględniających sposoby ograniczające negatywne skutki powodzi i susz. Zrównoważone gospodarowanie zasobami wodnymi sprzyja ograniczeniu podatności miast na obecne i przyszłe zagrożenia związane ze zmianami klimatu.

The paper presents the European Union's policy in the area of water resources management in the context of adaptation of cities to the climate change. The climate change exerts an impact on water resources, and the most severe consequences of the observed change are floods, flooding, droughts and water shortages. These phenomena have a number of economic, environmental and social consequences. The European Union's response to the threat related to the climate change is the policy carried out in this scope, including water resources management, indicating adaptation priorities. EU obliges the Member States, including Poland, to draw up plans providing for methods of mitigating the negative effects of floods and droughts. Sustainable management of water resources contributes to Iower susceptibility of cities to the existing and future threats related to the climate change.

W publikacji przedstawione zostało teoretyczne podejście do zarządzania środowiskowego oparte na ocenie aspektów środowiskowych innowacyjnych rozwiązań technologicznych, produktów i usług w pełnym cyklu ich życia. Stosowanie tego podejścia na wczesnym etapie kreowania rozwiązań innowacyjnych, jest bardzo przydatne w ocenie ich jakości środowiskowej. Zostało ono sprawdzone w praktyce na przykładzie oceny technologii produkcji bardzo wytrzymałego kompozytu posiadającego podwyższone własności przewodzenia termicznego. Wykorzystanie tego podejścia pozwoliło na określenie oddziaływań środowiskowych nowej technologii w odniesieniu do istniejących rozwiązań oraz zidentyfikowanie kluczowych czynników wpływających na jakość środowiskową zaprojektowanego materiału kompozytowego.

The publication presents the theoretical approach to environmental management based on the assessment of environmental aspects of innovative technological solutions, products and services in their full life cycle. Applying this approach at an early stage of technologies development is very useful in assessing their environmental quality. The Life Cycle Approach has been tested in practice on the example of assessment of the production of innovative, very durable composite material with increased thermal conduction properties. The use of this approach allowed to determine the environmental impacts of new material in relation to existing technological solutions and to identify key factors affecting environmental quality of composite material.

Nieodłącznym elementem polityki ekologicznej każdego państwa dążącego do osiągnięcia trwałego i zrównoważonego rozwoju jest problem kształtowania zrównoważonej konsumpcji, będącej funkcją odczuwanych potrzeb i sposobu ich realizowania. Jednym z celów tej polityki jest maksymalizowanie efektywności wykorzystania produktów. W artykule przedstawiono analizę czynników efektywnego wykorzystania produktu.

In the paper, there are discussed efficiency factors of product usage. Three categories of factors are determined: - features of product (economical, esthetical, technical, safety), - features of actors and of their mutual relations (psychological, sociological, organisational, aspects of management), - features of the consumption ambient conditions, including economic factors and structural conditions of the civilisation system, such as features of developmental processes, and social, information, ecological and technological conditions. Special attention is paid to inherent features of product such as: durability, functionality, recycling opportunities. Psychological features which influent the actor attitudes are viewed as crucial for the whole process, among them environmental awareness, knowledge, skills, creativeness, interaction in relation with other actors are highlighted. It is important especially in the case of the consumers. Analysis of factors of product use ecological efficiency should be taken into account, in decision-making processes concerning product strategies. Shaping of these factors is one of the tasks of ecological policy.
