The subject of this article is the description of some characteristic aspects of genesis, essence and change of public sphere (political sphere). The author tries to define the notion of the public sphere, interpret what is this “the public” in this context and to define how an individual can move independently in the public sphere. The problem of the public sphere (and value standards) is essential for liberal democracy and civil society development.

Council of Europe, one of the oldest European organization (established in 1949), is characterized as an “organization of values”. Such a characteristic is based especially upon an observation, that CoE is specializing in creation of standards in the area of democracy, rule of law and protection of human rights. Special meaning has the European Convention of Human Rights and CoE conventions’ system, legally binding. But in CoE important role is played by the co called “soft law” as well, e.g. CE Committee of Minister’s recommendations. Formally such a law is not legally binding but member States should observed them knowing specificity of CoE as an “organization of values”. CoE should be described as an “organization of values” based on the wide catalog of democratic values it created, but in practice this organization has problems with fulfilling such a standards in Member States. It is especially actual with the “soft law”. Additionally CoE does not poses strong sanctions, enabling execution of standards, especially in those States which do not intend to join the European Union (fulfilling CoE’s standards is a condition for joining EU). In the future, if the CoE wants to preserve its characteristic as an “organization of values”, it should more emphasized execution of democratic standards by the Member States. It will influence its authority and perception by the European society.

W artykule zaprezentowano właściwości procedury operacjonalizacji i systemowej metody analizy pojęć wieloznacznych. Omówiono najważniejsze założenia opierające się na koncepcji czterech wymiarów, podane przez W.A. Ganziena (1984). Każdemu z czterech wymiarów systemowej metody przypisano właściwości wynikające z określenia wartości.

The article presents the characteristics of operationalization procedures and the systemic method of ambiguous terms analysis. It discusses the key assumptions of the concept of four dimensions, as proposed by W.A. Ganzen (1984). Each of the four dimensions was assigned the properties arising from the determination of values.

Uświadomienie wartości i ich internalizacja pozwalają człowiekowi odkryć nieznane wcześniej możliwości i pobudzają do działania w określonym kierunku. Wartości, jako emocjonalne przeżycia psychiczne jednostki, pełnią też funkcję motywacyjną w stosunku do działań. Inspiracją do traktowania aktywności ruchowej w środowisku wodnym, w którym człowiek zaspokaja swoje podstawowe motywy, np. witalny, estetyczny czy agonistyczny, była hierarchia wartości Schelera oraz teoria potrzeb Maslowa. Celem podjętych badań było poznanie motywów osób uczestniczących w różnych formach aktywności ruchowej w środowisku wodnym. W badaniach wzięło udział 139 osób, a wykorzystano kwestionariusz IPAQ oraz kwestionariusz własnego autorstwa dotyczący motywów wyboru aktywności ruchowej. W ankietowanej grupie kobiet i mężczyzn najczęściej wymienianym motywem do podejmowania aktywności fizycznej w środowisku wodnym były walory witalne pływania.

Being aware of values and their internalisation enables an individual to discover previously unknown capabilities and prompts them to act in a specific way. As human emotional experience, values also serve as motives of action. The present study of physical activity in water, was inspired by Scheler’s hierarchy of values and Maslow’s theory of needs. The objective of the study was to get to know the motivation of people engaged in various forms of physical activity in water. The study featured 139 individuals and information was collected by means of an IPAQ questionnaire, as well as the researchers’ own questionnaire concerning the motivation behind the choice of a specific form of physical activity. The most common motive for taking up physical activity in water given by the men and women surveyed in the study was the vital values of swimming.

Artykuł jest refleksją o poszukiwaniu autorytetu w wychowaniu. Autorka szuka odpowiedzi na pytania: Czy autorytet stracił na znaczeniu? Czym jest on w istocie? W budowaniu autorytetu istotną rolę odgrywa proces wychowania, zwłaszcza wychowanie moralne. W tym procesie istotną funkcję spełniają rodzina i szkoła – rodzice, nauczyciele, wychowawcy, którzy inspirują młodego człowieka w kierunku wyzwalania własnej aktywności, czemu sprzyja wzorowanie się na wartościowych autorytetach. W tekście przytoczone są wyniki badań własnych, których celem było poszukiwanie odpowiedzi na pytania: Czy badani w dzieciństwie poszukiwali autorytetów? Czy rodzice i nauczyciele byli dla nich autorytetem?

The article is a reflection on the search for authority in education. In the article we look for the answers to the following questions: Does the authority lost its importance? What is it in fact? In the building of the authority – education process plays a significant role, especially moral education. Here an important role is played by the family and school – teachers, parents, educators – they do inspire young men to release their activity, where they could imitate the valuable authorities. In this article I have quoted the results of my research aimed at the search for answers to the question: Did the respondents in their childhood look for the authorities? Did they have the authorities in their parents and teachers?
