Celem artykułu jest wskazanie na główne rysy i charakter nowych teorii miejskich na przykła- dzie koncepcji rozwoju lokalnego i polityki lokalnej Terry’ego Nicholsa Clarka. Starają się one wskazać nowe czynniki rozwojowe miast, nowe tendencje w polityce lokalnej, związane ze zmianą społecznych podstaw miasta. Jest to pojawienie się klasy kreatywnej jako nowego czynnika miastotwórczego. Rozwój lokalny zależy od jej przyciągnięcia. W tym kluczową rolę odgrywają miejskie amenities – to wszystko, co podnosi lokalną atrakcyjność i wygodę mieszkania. Obecność tej grupy wpływa także na lokalną politykę. Wzrasta w niej rola problemów estetyki miasta i zagospodarowania przestrzeni lokalnej. Pojawiają się konflikty o nią, w których zwiększoną rolę odgrywa sztuka jako forma ekspresji, wykorzystuje się spontaniczne formy jej powstawania, a prowokacja artystyczna stanowi formę nacisku. Jedną z konsekwencji tej sytuacji jest znaczenie wrażliwości estetycznej jako warunku uczestnictwa w tym typie aktywności obywatelskiej.

The topic of the article is a presentation of new theories of urban politics using an example of the theories of Terry Nichols Clark. The theories are a proof of formulating of new tendencies in local politics and development, as a consequences of new social basis of a city. These are emerging creative class as a new factor of the urban development. The last one is a function of ability to attract the creative class. This is dependent from the development of the urban amenities. There are also some consequences in the local politics due to the presence of the creative class. They are growing significance of the issue of the quality of the urban public space. There are conflicts about the control the pubic space in cities. In these conflicts there are growing role of the art in expression of new demands, a use of its informal form, and a use of artistic provocation for pressure on the authorities. One of the consequences of the new status of the art is that aesthetic sensivity has become a part of urban citizenship.

The main aim of the article is to describe career patterns of big city politicians who had been elected from lists of Civic Platform Party and Law and Justice Party, both parties that dominated Polish political scene. The authors try to answer in what way political career, local government career and socio‑economic status have affected the post held at the city council by representatives elected from both party lists. The authors formulate four hypotheses which concern the characteristics of the paths toward posts held by both parties’ representatives. The results of analysis show that paths towards posts are different and connected to the party. Law and Justice paths, whereparty career are very important, are more obvious and easer to interpretations. In the case of councilors who had represented Civic Platform relatively significant are local‑government careers.

In 1931, an international collection of modern art works was presented for the first time in Łód ́z, being then the second largest city in Poland and one of the most important industrial centres. It was a world-class event, since in the 1930s, Łód ́z museum was the only Polish and European museum presenting works of the most important avant-garde artists as a part of its permanent exhibition. In the post-war period considerable efforts were taken to erect a new building of the Museum of Art in Łód ́z. It was going to be an event on a national scale, since it would be the first modern multifunctional museum built from scratch during the period of People’s Poland. Yet, the lack of perspective thinking and ideological entanglement of cultural institutions, as well as propaganda dictate and the lack of consistency in actions of communist authorities prevented Łód ́z from taking the chance of remaining in the very centre of pioneering museum activities.

The purpose of this article is to assess the quality of life of the residents of a degraded satellite area of a city. It is considered in the context of urban development policy – as the result of decisions and as a challenge for long-term development. The research was based on a case study, which is the district of Opole referred to as Metalchem. It is characterized by an isolated location in the city structure as well as economic transformations. The study was based primarily on an analysis of source materials and results of a survey. The results show that the assessment of the quality of life is inconsistent. The living conditions are good, but satisfactory fulfilment of social needs is lacking. The residents of the studied area feel that their quality of life is lower than that of other residents of the city. This situation is the result of three main factors: insufficient access to public services, an ingrained negative image of the quarter, and a lack of coherence and continuity of the policy regarding this area. Research shows that the quality of life of the residents of degraded and satellite districts depends on the management and investments in the area, on the area’s perceived status within the city, but primarily on a consistent implementation of spatial and economic policies. Ensuring cohesion and integration between the satellite districts and the city center as well as other districts is also important.

This paper’s focus is on the innovations in the urban public political agenda that are due to the interplay between participatory digital platforms, the socio-economic paths of specific urban environments, and long-term policy orientations on the national and urban levels. The context of the 2020 presidential elections in Belarus and the resulting boom of participation in the local and national political agendas is taken here as a particular configuration of the mentioned interplay and its outcomes. The first part of the paper focuses on the role of digital platforms in the studied boom of participation in 2020, the second documents the urban policy developments in Belarus during the period of 2015–2020, and the third reflects on the compatibility of the Belarusian case with wider discussions on the political impact that the spread of digital platforms has on urbanism. It is argued that the repressive state, the gradual marketization of urban development and the accompanying strengthening of urban dwellers’ economic autonomy, and the proliferation of commercial digital platforms and civic tech are the factors that have defined the studied politicization and the boom of participation in Belarus. The examined case shows the contours of emerging politics in non-democracies under conditions of ubiquitous digitalization and the pressure on the state’s redistributive capacities.

Basado en una investigación etnográfica a largo plazo sobre prácticas de medios de vida en espacios públicos urbanos, exploro la política de comida callejera en Antigua Guatemala. Desde varios puntos de vista subjetivos, describo los propios vendedores de alimentos, los vendedores de artesanías que constituyen sus principales clientes, los turistas que solo los encuentran por casualidad al comprar artesanías y los funcionarios de la ciudad que son responsables de regular las calles. Analizo las razones por las cuales se permiten algunas prácticas de venta de alimentos, a pesar de las regulaciones en su contra. Basándome en un marco teórico que articula las posiciones de Lefebvre (1996) y Harvey (2012) sobre los derechos a las ciudades, explico por qué estos vendedores ambulantes de alimentos persisten en un sitio del Patrimonio Mundial de la UNESCO altamente regulado. Sostengo que las reclamaciones de derechos no son meras acciones políticas organizadas, sino que se ejercen en las prácticas cotidianas de quienes viven y trabajan en la calle. Basándome en el concepto de "espacio gris" de Yiftachel (2009) y los tonos de gris de Heyman y Smart (1999), destaco los espacios sociales ambiguos y los lugares físicos en los que tiene lugar la venta y el consumo de alimentos, para describir lo que llamo permisibilidad espacial, la práctica del trabajo ambiguamente legal/ilegal en estos espacios grises y grises.

Based on long-term ethnographic research on livelihood practices in urban public spaces, I explore street food politics in Antigua, Guatemala. From various subjective vantage points, I describe the food vendors themselves, the handicraft vendors who constitute their primary clients, tourists who only by chance encounter them when purchasing handicrafts, and the city officials who are responsible for regulating the streets. I analyze the reasons why some food vending practices are permitted, despite regulations against them. Drawing on a theoretical framework that articulates Lefebvre's (1996) and Harvey's (2012) positions on rights to cities, I explain why such street food vendors persist in a highly regulated UNESCO World Heritage Site. I argue that claims of rights are not merely organized political actions but are exercised in the everyday practices of those who live and work on the street. Drawing on the concept of “gray space” from Yiftachel (2009) and shades of graying from Heyman and Smart (1999), I highlight the ambiguous social spaces and physical places that food vending and consumption takes place, to described what I call spatial permissibility, the practicing of ambiguously legal/illegal work in these gray and graying spaces.

Samorząd terytorialny i polityka miejska podlegają zmianom łączącym się ze zmianą tradycyjnego modelu welfare state. Zmiany te dotyczą wymiaru gospodarczego, politycznego i związanego z modelami zarządzania. Opisując te procesy, wielu autorów odwołuje się często do pojęcia nowego zarządzania w sektorze publicznym (New Public Management). Artykuł omawia trzy koncepcje teoretyczne powstałe w ciągu ostatnich kilkunastu lat, które są stosowane do interpretacji opisanych przemian. Teoria "nowej kultury politycznej" N. Clarka wychodzi od przemian zarówno w systemie wartości, jak i w systemie ekonomicznym i zwraca uwagę na nowe elementy w sposobie uprawiania polityki lokalnej. Koncepcja "zarządzania lokalnego" (local governance) rozwinięta zwłaszcza przez Petera Johna koncentruje się przede wszystkim na kształcie instytucji samorządowych. Kolejna koncepcja T.N. Clarka "miasta jako maszyna rozrywki" zwraca uwagę na zmieniające się mechanizmy lokalnego rozwoju gospodarczego i ich wpływ na kształt polityki miejskiej. Artykuł stawia także pytania (i wstępne hipotezy) dotyczące możliwości zastosowania omawianych koncepcji w warunkach polskich.

For some time local governments and urban politics have been undergoing significant changes related to the change of the traditional welfare state model. These changes have concerned economic, political and management dimensions. While describing these processes numerous authors refer to the notion of New Public Management. This article discusses three theories which have been created to help in interpretation of on-going processes. New Political Culture theory by T.N. Clark stresses value and economic changes and underlines their implications for changes in styles of local politics. Local governance theory developed mostly by Peter John concentrates on shape of local government institutions. Another T.N. Clarks theory of the city as an entertainment machine focuses on evolving mechanisms of local economic development and their impact on policies adopted by urban governments. The paper formulates questions and initial hypothesis about applicability of these concepts to Polish environment.
