This article presents a system of crime prevention functioning in the realities of the Slovak Republic. The text discusses, inter alia, the essence of preventive measures taken against the phenomena of social maladjustment occurring in Slovakia. All three levels of the system (national, regional, local) are presented and the “National Crime Prevention Strategy 2012-2015” is brought closer (in an outline) and analised as a way to keep and develop country’s security culture.

The paper discusses the role and place of private companies offering services related to people and property protection in the Slovak internal security system. The paper outlines the Slovak system of internal security, its institutions, entities and formations and presents organizational and legal basis for functioning of private security entities in the Slovak Republic. Additionally, the paper presents procedures of applying for a license which entitles the holder to start a business in the security sector and to perform tasks written down in the catalogue of services for private security industry. The text is completed with statistics related to the activities of private security companies with respect to security and public order in Slovakia. The paper was prepared as a part of a research and innovation project within operational project Horizon (2020-FCT-2015, No: 700688) Understand the Dimensions of Organized Crime and Terrorist Networks for Developing Effective and Efficient Security Solutions for First-line-practitioners and Professionals.

The study has focused on the discussion of torts affecting in a direct way, the extent the of sense of security among the citizens of Slovakia.

Social justice, as one of the key principles of social policy, is the essence of (re)distribution of society’s resources in the state. How it is understood and implemented in socio-political and economic practice depends on the axiological orientation of subjects who interpret and implement it. The aim of this paper is to examine how social justice is understood by government groups in the Slovak Republic by means of the valorisation mechanisms for old age pensions over the period 2012–2021.

Slovak education policy is an example of the kind of transformations occurring in the education spheres of postcommunist countries. While at the end of the 1990s, it seemed that education policy was still attempting to ensure that Slovakia caught up with education levels in western countries, the period that followed brought with it a shift towards neoliberalization of the education sector and towards the economization of education. Slovakia’s entry into the EU was accompanied by the total assimilation of the neoliberal agenda within education and since then it can be said that Slovak education policy has followed a path towards so-called perpetual neoliberalism. The aim of this article is to show how education policy has developed within Slovak politics, in terms of how it is gradually adapting to neoliberal ideas. The article analyzes government documents from 1998 onwards, particularly Slovak government programs, which document the process of neoliberalization in education.

The article sets forward the experience of the Slovak Republic in the field of prevention of violence and aggression in football stadiums. The text discusses initiatives aiming at dimnishing this alarming and increasing in size phenomenon. The experiences stemming from preventive measures which have been taken in this regard in other European countries, have also been brought closer in the text.

The paper highlights the issue of sexual crime in the Slovak and Czech Republic. Also selected activities related to prophylactic and therapeutic initiatives undertaken in the above–mentioned countries towards victims and offenders of sexual crimes are discussed. The text was created on the basis of the Slovak and Czech subject literature. The following material can be of interest for those who professionally and scientifically deal with crime, for students of faculties of criminology, law, psychology, internal security as well as to any other readers to whom the issue of public security in European Union countries is particularly close.

Celem opracowania jest przedstawienie możliwości identyfikacji przestępstw i wykroczeń skarbowych przez wyspecjalizowane instrumenty systemu bezpieczeństwa wewnętrznego Republiki Słowackiej. W tekście przybliżono m.in. funkcjonowanie Jednostki Wywiadu Finansowego oraz zadania jakie realizują policjanci służący w tej elitarnej jednostce organizacyjnej Korpusu Policji Republiki Słowackiej. Ponadto zostały szczegółowo omówione podstawy prawne zwalczania przestępczości skarbowej, w tym przeanalizowano legislatywę dotyczącą wszczynania postępowań prokuratorskich dotyczących kontroli majątku pod kątem legalności jego nabycia i źródeł finansowania.

The following article entitled Key Data on Teaching Foreign Languages in West-Slavic Countries (2012 status) demonstrates a range of carefully selected data on the provision of foreign languages at primary and secondary schools across the three West-Slavic countries, i.e. in Poland, the Czech Republic, and the Slovak Republic. The data have been selected from within the findings of the in-depth report entitled Key Data on Teaching Languages at School in Europe 2012, published by Eurydice and Eurostat in strict liaison with the European Commission. The report includes a range of detailed educational data from 32 European countries (27 of them belonging to the European Union, 3 of them being the part of the EFTA/EEA area, and 2 other countries standing for the EU at the time). Having presented the selected data in a range of clear tables, the author of the article makes an attempt at drawing constructive conclusions regarding the nature of the phenomena taking place across the educational systems in Poland, the Czech Republic, and the Slovak Republic – all in reference to teaching/learning foreign languages these days.

In the modern constitutional state the mechanism of elections to the representative bodies serves a unique function. That is why the electoral judiciary is such important institution. In Slovakia the most important part of that kind of judiciary has been assigned to the Constitutional Court (CC), which has the power to rule on the constitutionality and legality of all (5) present in Slovakia types of elections. In terms of the number of judgments of the CC those of election complaints occupy the second position. The most numerous complaints are those against the municipal elections to the local government bodies, and their number is continously growing. The concentration of electoral judiciary in the hands of the body which has a specific, guaranteed by the Slovak Constitution position in the judicial system has numerous advantages. However, this concentration has its weaknesses, related primarily to the question of whether CC is able to guarantee the settlement of those cases within a reasonable period of time. The answer to this question must take into account not only the overall (growing) number of constitutional complaints brought before the CC with the specific dispute about them, but also the quantitative and qualitative parameters of the rest of his judicial functions. Establishing a deadline for resolving electoral complaints by the CC we consider as only formal way to solve it, not having a systemic nature and not related to the significance of the problem of “timeliness”. A balanced solution could continually leave all current powers of CC in election complaints, but with the difference that predicating on elections to the bodies of local selfgovernment would be entrusted to the CC adjudicating panels/formation (not plenum) and only the matters relating to other elections would still be the responsibility of the plenum of the CC. In this way, the largest settlement of electoral matters would be left to 4 “adjudicating bodies” (there are now four triple panels in the CC), which with no doubt would lead to the acceleration of proceeding and adjudicating on complaints of election.

Istotna zmiana słowackiej konstytucji dotyczy ochrony ziemi, którą na nowo charakteryzuje jako nieodnawialne zasoby naturalne i zapewnia jej dodatkową ochronę prawną. Artykuł analizuje znaczenie tej poprawki z wielu perspektyw, z naciskiem na zmiany legislacyjne, które przyniosła. Głównym tematem artykułu jest potrzeba bardziej efektywnego ustawodawstwa w dziedzinie ochrony gruntów, a także długotrwała potrzeba przeprowadzania scaleń gruntów w Republice Słowackiej.

The significant amendment of the Slovak constitution deals with the protection of the land which it newly characterises as a non-renewable natural resource and provides additional legal protection of it. The article analyses the importance of this amendment from multiple perspectives with emphasis on legislative changes it has brought. The main topics of the article are the need for more effective legislation in the area of land protection and also the long-standing need to carry out land consolidations in the Slovak Republic.
