This article is an attempt to characterize the phenomenon of active shooter, with emphasis on the state of preparation of the Police on this kind of threat. Based on the analysis of legal documents, reports of the exercises (with an active shooter scenario), it can be concluded that the level of preparedness of the polish police is comparable to the Norwegian police before the A. Breivik attack and knowledge to the level of knowledge of the US security services before the attack at Columbine High School.
The aim of the article is to try to answer the question how the Polish legislator creates the conditions for ensuring safety and security of mass events in th e face of challenges related to terrorist threats. The article focuses on the analysis of selected provisions of the Act on Mass Events Safety and Security and the Police Act, confronted with the organizers’ needs regarding preparation and response to terrorist attacks.
