A territorial division of a country constitutes the basis of a current organization of the communal life; hence its stability is a fundamental condition of an effective administration in a local, regional as well as statewide scale. Therefore, political parties that are involved in drafting the law as well as are entitled to accept or reject acts shall perform for the benefit of general public, but for particular reasons.

The article aims to summarize the research on the problem of borders of the castellanies within the Duchy of Opole at the end of the 13th conducted so far. The author presents the most important conclusions stemming from the discussion in historiography, and analyzes which of the attempts and methods of outlining these borders have been proven false. The previous research supports the opinion that in light of the current state of knowledge on sources, these borders cannot be precisely established.

This paper seeks to present the changes in Poland’s territorial division and assess it at the local level (communes). The reference point is provided by the territorial reforms of other EU states, especially those with a three-tier structure, like in Poland. The basic thesis is that the territorial organization of public administration should change so as to keep up with political, economic, social and spatial processes, the latter bearing special importance for this. The paper concludes with recommendations for ways of changing local administrative structures, such as combining, or fusions of urban and rural communes.

Artykuł przedstawia główne zmiany podziału terytorialnego Polski i ich ocenę na poziomie gminnym. Punktem odniesienia są reformy terytorialne w innych krajach UE, szczególnie tych, które podobnie jak Polska posiadają trójstopniową strukturę terytorialną. Podstawową tezą pracy jest stwierdzenie, że organizacja terytorialna administracji publicznej powinna zmieniać się w relacji do rozwoju procesów politycznych, gospodarczych, społecznych i co dla niej szczególnie istotne, także przestrzennych. Artykuł kończą rekomendacje związane z kierunkami przekształceń lokalnych struktur administracyjnych, takich jak łączenie (fuzje) gmin miejskich i wiejskich.

Local security is the most tangible security category. Most often it is identified with the immediate living space of a person. Contemporary civilization processes and opportunities resulting from them cause that man ceases to close himself only to the matters of his immediate environment. The development of self-governance, which started in the 1990s, and its three-level expansion, made citizens conscious participants of social life at the municipality, county and province level. The article presents selected issues related to the contemporary dimension of local security. Local boundaries determining the issues of this environment and examples of threats that may affect the sense of security of its inhabitants were indicated. The possibilities of counteracting threats to the local environment by setting the standards of the binding legal order were also presented.

Bezpieczeństwo lokalne jest najbardziej odczuwalną kategorią bezpieczeństwa. Najczęściej jest ono utożsamiane z bezpośrednią przestrzenią życiową człowieka. Współczesne procesy cywilizacyjne oraz możliwości będące ich następstwem powodują, że człowiek przestaje zamykać się tylko do spraw bezpośredniego otoczenia. Zapoczątkowany w latach 90. XX w. rozwój samorządności i jego trzypoziomowa rozbudowa spowodowały, że obywatele stają się świadomymi uczestnikami życia społecznego na płaszczyźnie gminnej, powiatowej oraz wojewódzkiej. W artykule przedstawione zostały wybrane zagadnienia odnoszące się do współczesnego wymiaru bezpieczeństwa lokalnego. Zostały wskazane granice lokalności determinujące sprawy tego środowiska oraz przykłady zagrożeń, jakie mogą kształtować poczucie bezpieczeństwa jego mieszkańców. Przedstawiono również możliwości przeciwdziałania zagrożeniom środowiska lokalnego przez stanowienie norm obowiązującego porządku prawnego.
