The purpose of this study was to identify compatibilities of land-use patterns resulting from adjacent functions within the rural commune of Oleśnica. The analysis was made based on the relevant studies of conditions and directions of spatial planning, as well as a field inventory. The results of the studies show that the applicable planning document became a potential source of spatial conflicts. On these grounds, a negative assessment was given to the functioning spatial planning system, which, according to the premises of spatial order and sustainable development, should prevent them. The existing incompatibilities are the result of issues with coordination of the local spatial policies. As a consequence, they cause an urban development chaos, lack of proper space shaping, environmental damage and lower the residents‘ quality of life.

Within the framework of the sustained development concept, a civil society is understood as the space of cooperation of institutions, individuals and groups between a family, country and market, focused on integration of economic and social activities with the environmental for the benefit of present and future generations. Both external and internal factors have significant impact on the creation of a civil society. External factors creating a social society are rooted in global tendencies as well as in international and European Union conditions. Among the internal factors (endogenous) the most important are individual and group civil activities, well-developed and efficient government and non-government institutions, which are exemplified by proper enactment of national laws and social integration. Well organized external and internal factors stimulate the processes, thus allowing for the integration of national and global affairs and future economic development.

The article points to the financing of innovations as a key direction of the country’s innovation policy, being one o the essential challenges or the sus- tained development of our country. The aim of the article is to discuss and compare three models of financing of innovations applied in the Polish econ- omy in the present financial perspective 2007-2013: grants, mixed and re- turn. Two programmes adressed to the entrepreneurs have been analysed: Innovative Economy 2007-2013 Operational Programme and The Seventh Framework Programme for Research and Technological Development 2007– 2013. Due to the guidelines of the European Committee related to the rec- ommended departure from the grant models for the return models, the arti- cle shows the recommendation of the use of the mixed model in the transition period, modelled on the instrument of technological credit (a return credit combined with irreclaimable grant).

Agrotourism, as a supplementary source of incomes of village households, begins to be perceived in a different dimension. First of all, agrotourism plays an essential role in educational process. Hosts, who organize active rest connected with studying, ensure high-quality offer. They create home atmosphere and guarantee safe staying. As these becomes more and more common we can suppose that agrotourism will soon stimulate all forms of outdoor recreational activities, will create the image of own products, for example by healthy food, and will beco-me an important element promoting proecological investments in the farm.

Interesting for the debate on human security is the concept of coexistence of culture and civilization. According to Albert Schweitzer, civilization and culture were not mu-tually exclusive and did not compete against each other. However, if civilizational growth began to dominate over cultural development, or, in other words, if culture be-gan to lag behind civilization, human life would be reduced to its biological aspect and man would become unable to take the adequate care of his natural and social eco-systems. He/she, dominated by the impersonal forces of nature and economy, would be reduced by them to an object. That is what Schweitzer called the neoprimitive man. Contemporary man is in danger of becoming the neoprimitive man. Culture adapted to contemporary technological civilization grows out of a thought paradigm ordered by a metaphor rooted in the eco-system concept, which replaces the modern machine metaphor. In thinking based on eco-systemic relations the difference between them does not antagonize but enriches, and rivalry is replaced by synergy. In this new paradigm the axiological aspect of the modern-day development concept be-comes very complicated and needs the qualifier “sustained,” thanks to which develop-ment ceases to threaten the coincidental and ruthless change. The application of the term “sustained development” to the relation between technological civilization and culture forces the discourse on human security to take stock of the human capacity for metanoia and existence within the ethical dimension, and make room for education in formulating creative responses to danger.

Liczne inicjatywy związane z poszukiwaniem środowiska mieszkaniowego przyszłości, odwołujące się do zasad zrównoważonego rozwoju, retoryki „Nowego Urbanizmu”, dostępności i operowania „ludzką skalą”, często zawodzą pokładane w nich nadzieje. Równolegle, elitarne drapacze chmur, kojarzone z kryzysem obrazu i funkcjonowania współczesnego miasta, ujawniają w niektórych przypadkach zdolność do wdrażania strategii oszczędności zasobów, a nawet zapobiegania intensyfikacji ruchu samochodowego. Czy zasługują na miano „domów jutra”

Numerous initiatives associated with a search for a housing environment of the future which invoke the principles of sustainable development, the rhetoric of a “New Urbanism”, accessibility and the use of a “human scale”, often disappoint and fall short of our expectations. At the same time, the elitist skyscrapers, often associated with a crisis of the image and the functioning of a modern city, reveal in some cases an ability to implement the strategy of frugality of resources and even prevention of intensification of traffic. Do they deserve to be called “homes of the future”?
