[...] Strategia lizbońska była inspiracją dla tworzonej Regionalnej strategii innowacyjności w województwie zachodniopomorskim. Wyniki badań przeprowadzonych w ramach tego projektu potwierdziły niski poziom innowacyjności regionu. Przyczyn należy upatrywać przede wszystkim w strukturze tutejszej gospodarki, w której dominującą rolę odgrywa sektor usług. Przedsiębiorcom zdecydowanie łatwiej utożsamiać innowacje z przemysłem, w obszarze usług natomiast innowacyjność pozostaje wciąż pojęciem abstrakcyjnym. Konkurencyjne przedsiębiorstwo usługowe musi w obecnych warunkach, gdy siły przetargowej nie stanowią już cena czy niskie koszty eksploatacyjne, dbać o jakość swych produktów, a ta wymaga kreatywności i świadomości jej innowacyjności. Realisierte durch Fakultät Projekte sind eine Probe der Erhöhung des Innovationspotentiales der regionalen Wirtschaft. Clusterbildung auf dem Regionsniveau ist hier die richtige Konzeption, die sich in anderen hoch entwickelten Ländern schon bestätigt hat. Dort stammt die Mehrheit der verkauften Herstellung gerade aus den Unternehmen, die Clasterstruktur schaffen, dank dem charakterisieren sie sich auch mit der vielsagenden Wettbewerbs- und Innovationsfähigkeit. Auf die Wichtigkeit dieses Prozesses zeigen schon in Polen identifi zierte Clasterstrukturen: Polygraphiecluster in Warschau, Baucluster in Region Świętokrzyskie oder Quasicluster der Industrieautomatik in Danzig. Beide Initiativen fi nden also Begründung aus Rücksicht auf die spezifi sche Situation der Region Westpommern, wo dominierende Rolle in der Wirtschaft die Dienstleistungen ausspielen. Industrie hat dort ohne irgendwelche Unterstützung keine Chance der Weiterentwicklung, was der ganzen Region Schäden bringt. Die Grundlage des heutigen Standes sind zahlreich und kompliziert aber sie geben konkrete Folgen, also die Wirtschaft, wo die Firmen ohne Finanzierungsmöglichkeiten für Investitionen dominieren, ist nicht imstande, mit anderen Regionen und Ländern kämpfen. Polnische Wirtschaft wurde von der Europäische Union leider kritisch beurteilt, wenn um Wirtschaftsentwicklungsfaktoren geht. Nach ihrer Rapport lässt Wettbewerbsfähigkeit der polnischen Wirtschaft in der ausgeglichen Entwicklung, Beschäftigung, Liberalisierung und auch Unternehmungsgeist und Innovationsfähigkeit viel zu wünschen.

Praca odpowiada na pytania o potencjalne szanse, korzyści, a także bariery i zagrożenia związane z rozwojem LNG w powyższym segmencie gospodarki.

W artykule omówiono zasady analizy i oceny sektorowego otoczenia rynkowego przedsiębiorstw w ramach studiów wykonalności projektów taborowych w transporcie kolejowym. W uwagach wprowadzających podkreślono konieczność zaprezentowania w Studium Wykonalności ogólnego kontekstu sektora transportu, w którym funkcjonuje beneficjent projektu inwestycyjnego, w aspekcie deklarowanych kierunków polityki transportowej, potencjalnych zmian w systemach regulacyjnych transportu w nawiązaniu do sytuacji w sferze realnej transportu. Następnie wskazano na elementy składowe tego rodzaju analiz, które należy rozpocząć od nawiązań do deklarowanej polityki państwa w sektorze transportu. Następnie należy scharakteryzować stan infrastruktury transportowej, gałęziowe systemy regulacyjne, ogólne zasady dostępu użytkowników do infrastruktury transportowej oraz poziom i strukturę przewozów. Odrębnym problemem analitycznym jest ocena kierunków i natężenia konkurencji międzygałęziowej w transporcie oraz konieczność zidentyfikowania istniejących trendów w zakresie zapotrzebowania na usługi przewozowe a także trendów w zakresie zmian techniczno – technologicznych w transporcie. Na zakończenie wskazano na konieczność identyfikacji i krótkiego opisu sektorowych ryzyk związanych z wykonywaniem działalności przewozowej

The article discusses the principles of analysis and evaluation of the sectoral market environment of enterprises within the framework of feasibility studies of rolling stock projects in rail transport. The introductory remarks emphasized the need to present in the Feasibility Study the general context of the transport sector in which the beneficiary of the investment project operates, in terms of the declared directions of transport policy, potential changes in transport regulatory systems in relation to the real transport situation. Then, the components of this type of analysis were indicated, which should be started with references to the declared state policy in the transport sector. Then, the condition of the transport infrastructure, branch regulatory systems, general principles of user access to the transport infrastructure, as well as the level and structure of transport should be characterized. A separate analytical problem is the assessment of the directions and intensity of intersectoral competition in transport and the need to identify the existing trends in the demand for transport services as well as trends in the field of technical and technological changes in transport. Finally, the need to identify and briefly describe the sectoral risks related to the performance of the transport activity was indicated.

Przedmiotem badań jest analiza rozwoju polskiego sektora transportu w latach 1990– 2015 oraz określenie perspektyw jego dalszego rozwoju. Celem badań jest próba sformułowania głównych kierunków rozwoju polskiego sektora transportu w tym okresie oraz wskazanie podstawowych zmian, jakie nastąpiły w obszarze jego funkcjonowania – tak w sferze realnej, jak i regulacyjnej, a także dokonanie ich oceny. Nakreślono również perspektywy dalszego rozwoju transportu oraz wskazano działania konieczne do stymulowania pożądanych zmian w tym sektorze. W badaniach wykorzystano głównie metody jakościowe, które pozwalają na szerszą, wielopłaszczyznową charakterystykę i analizę przedmiotu badania oraz bardziej dogłębne poznanie i zrozumienie procesów i zjawisk zachodzących w transporcie oraz mechanizmów jego funkcjonowania i rozwoju. Szczególne znaczenie miała w tym zakresie metoda retrospektywna. Na podstawie przedstawionych w treści opracowania wyników badań zawarto w podsumowaniu główne wnioski.

The subject of research which results are presented in the paper is the analysis of the development of the Polish transport sector between 1990 and 2015 as well as determining the prospects for its further development. The purpose of the research is to determine the main directions of the Polish transport sector development and to indicate of the fundamental changes that occurred in its real and regulatory spheres as well as to evaluate them. Author has also presented the perspective of further development of the transport industry and outlined the measures necessary to stimulate desired changes in this sector. The has been used in the study mainly qualitative methods that allow for wider characteristics and analysis of the viewed subject, enabling to get more in-depth knowledge and understanding of the processes and mechanisms occurring in transport sector. Of particular importance in this respect has been the retrospective method. Based on the presented in the content of the paper survey results, in the end of the paper the main conclusions has been presented.
