Although many changes have occurred and accumulated significantly in Arab society in Israel and in the majority-minority relationship, the great class gap between Arabs and Jewish has been retained. This gap depends on the division of the resources in Israeli society. Inequality in this division and in the social relations between Jewish and Arabs continues, although there are indications that it is lessening. It is difficult to speak about co-existence and peace between Jews and Arabs, since today the Arabs of Israel are integrated in Israeli society primarily by negative and involuntary forces, such as economic dependency, political heresy, and social ecological isolation (Smooha, 2011: 13). The present research focuses only on the Muslim Arab population integrated into the security forces in Israel.

This article is the first part of a work discussing the functioning of the security service in Starachowice against the Roman Catholic Church during the years 1945-1956. It shows the creation and structure of the District Security Office in Starachowice, along with a brief description of the area in which it functioned. The author also focused on the presentation of executives and employees in the unit mentioned above. Recruitment by the Staracho-wicka secret police and its business operation against the Roman Catholic Church are also described.

Artykuł jest pierwszą częścią pracy omawiającej działania Aparatu Bezpieczeństwa w Starachowicach wobec Kościoła rzymskokatolickiego w latach 1945-1956. Ukazuje on utworzenie i strukturę Powiatowego Urzędu Bezpieczeństwa w Starachowicach wraz z krótką charakterystyką terenu, na którym funkcjonował. Autor skupił się również na prezentacji kadry kierowniczej i zatrudnionych we wspominanej jednostce. W artykule podkreślono rolę tych funkcjonariuszy, którzy zajmowali się zwalczaniem i inwigilacją duchowieństwa oraz ludzi wierzących. Opisano również agenturę zwerbowaną przez starachowicką bezpiekę i jej działalność wymierzoną przeciwko Kościołowi rzymskokatolickiemu.

The article’s main subject matter is a historical presentation of formation process and evolution of the intelligence and counterintelligence agencies of the Second Republic of Poland, between the 1918 a 1939. The authors attempt to characterize, based on historical and contemporary sources and evaluated data, the structure, organization and general activities of the Polish intelligence and counterintelligence agency, in that period ending at the outset of WWII. In an effort to analyze specific intelligence agencies – the role they played in the state security system of the Second Republic of Poland, we can observe an evolvement of the intelligence sector of Poland being initiated by the patriots working previously for the independence movement’s organizations, also those, who were prior to Poland’s regaining independence the officers of foreign armies and security forces. And later were able to use acquired knowledge for the new organizational structures. However, relying especially on the Poland’s tradition of intelligence services prior to the loss of independence.

Głównym przedmiotem rozważań w artykule jest proces kształtowania się służb wywiadowczych II Rzeczypospolitej Polskiej w przełomowym okresie między 1918 a 1939 rokiem. Prześledzono przebieg formowania się i ewolucji powstałych wtedy instytucji wywiadu i kontrwywiadu. W pracy podjęto próbę scharakteryzowania struktury organizacji i działalności polskiego wywiadu oraz kontrwywiadu w tamtych latach przed II WŚ. Przy założeniach analitycznych treści dotyczących specyficznych instytucji wywiadowczych i kontrwywiadowczych możemy zaobserwować rolę, jaką pełniły w systemie bezpieczeństwa państwa. Ewolucja systemu bazowała na patriotycznym uczestnictwie osób działających wcześniej w organizacjach wolnościowych i na polskich żołnierzach obcych wojsk, którzy pracując wcześniej w komórkach sztabowych, byli w stanie wykorzystać swoje doświadczenie w budowaniu nowych struktur. Oczywiście wpływ na rozwój tych struktur miało również odwołanie się do polskich tradycji wojskowych sprzed utraty niepodległości.
