Competition for water has intensified. Determining when, and how much, water needs to be left for in-river values is a challenge world-wide. In New Zealand there is now a well established connection between the flow regime, as defined by the magnitude and variability of flows, and suitability for in-river values. Physical habitat requirements of the biota have been defined and related to overall flow regimes (e.g., mountain fed, hill fed and lowland fed). Key to this is understanding both minimum flow and variability requirements of the biota. This paper overviews some of this science and illustrates how this knowledge has helped resolve river resource management issues in New Zealand.

Praca zawiera zagadnienia związane z rekonstrukcją odcinka lewostronnego wału rzeki Odry powyżej stopnia wodnego Malczyce, a w tym problemy jego stateczności w okresach występowania wysokich przepływów. Przedstawiono zrealizowane rozwiązania projektowe modernizacji cztero kilometrowego odcinka obwałowania, zabezpieczającego przyległy teren wsi Rzeczyca przed potencjalnymi skutkami piętrzenia i w okresach przepływów wód powodziowych. Na podstawie analizy dokumentacji projektowej związanej z rekonstrukcją obwałowania oraz wykonanych badań geotechnicznych gruntów wbudowanych w korpus wału sprawdzono jego filtracyjną stateczność, a w konkluzji podważono zastosowane, zbyt kosztowne rozwiązania projektowe.

The paper contains reconstruction problems of the left-side embankment of the Odra River, including its stability problems during the flood. It presents design solutions of modernization applied along four km long section of the embankment, which should protect adjacent area of Rzeczyca village against potential consequences of swelling and flooding. Based on the analysis of design documentation and geotechnical research carried out of the soil built in the bank, the filtration stability was verified. In conclusion too expensive design solution applied was questioned.
