W artykule przedstawiono sposób optymalizacji nastaw regulatora układu zasilania plazmotronu metodą linii pierwiastkowych, z zastosowaniem programu CC-Sit. Jako kryterium optymalnych nastaw przyjęto maksymalny stopień stabilności i minimalną oscylacyjność układu. Dla takich kryteriów opracowano zależność stopnia stabilności od czasu całkowania regulatora i zależność wzmocnienia regulatora od czasu całkowania.

The paper presents the way of optimising the controller settings of root the plasmatron supply system by means of the method of lines when using the CC-Sit program. Maximum stability degree and the minimal oscillations of the control system were taken as the criterion for opitmal setting. For such criterion the relationships between the stability degree and integration time of the controller as well as between the controller gain and the integration time were deduced.

The paper deals with the control system of the overhead travelling crane, which makes it possible to obtain the strong damping of the load oscillations. The control system and method of the controllers' parameters determination are described. The presented results of the simulation tests show effective operation of the system.

Artykuł dotyczy syntezy sterowania ruchem modelu samolotu w przestrzeni 3D metodą kontrakcji dynamicznej DCM (ang. Dynamie Contraction Method). W pracy przedstawiono opis metody, zaprezentowano zadanie sterowania oraz przedstawiono etapy projektowania regulatorów dla przykładowego modelu samolotu klasy F-16. Omówiono również trudności i ograniczenia, jakie wystąpiły przy projektowaniu i modelowaniu złożonych struktur, a także sposób rozwiązania zaistniałych problemów. W końcowym etapie zaprezentowano wyniki symulacji, które wykonano w układzie zamkniętym z układem sterowania DCM. Pokazano również możliwość kształtowania dynamiki wielkości zadawanej.

In the paper the synthesis of a spatial movement control of aircraft model based on the Dynamic Contraction Method is presented. The description of DCM method was included, and the control task was introduced with the stages of regulators design for the exemplary F-16 aircraft model. The difficulties and obstacles that occurred in complex structures design and modeling were discussed as well as the ways to solve the existing problems. Finally, the results of simulations performed in the closed-loop system with DCM structure were presented. The possibility to create the dynamics of set value is also discussed.

Liberalizacja i harmonizacja zasad rynku energii elektrycznej oraz postęp w tym obszarze na rynkach regionalnych przybliżają pełną integrację i powstanie jednolitego europejskiego rynku energii. Osiągnięcie tego celu do 2014 r. wymaga intensyfikacji działań wszystkich uczestników, aby wyeliminować bariery na rynku krajowym i przygotować infrastrukturę do integracji, co najmniej w wymiarze regionalnym. W artykule został opisany status regulatora i główne cele jego działania na europejskim rynku energii elektrycznej. Autor przedstawił rolę regulatorów w rozwoju rynków regionalnych i integracji europejskiego rynku energii elektrycznej, w tym harmonizację kodeksów sieciowych, uzgadnianie 10-letnich planów inwestycyjnych oraz monitorowanie rynku hurtowego i eliminowanie prób manipulacji rynkiem. Zadanie zrealizowania tych celów zostało nałożone - w większym niż dotychczas stopniu - na dwie instytucje: niezależnego regulatora i na niezależnego operatora systemu przesyłowego, jako przedstawicieli państwa członkowskiego w strukturach nowych instytucji europejskich.

The liberalization and harmonization of the energy market rules as well as significant progress achieved in this area especially in the regional markets bring the fully integrated single European energy closer. Both the European market infrastructure established by 3rd package, supported by the EC initiatives for integrity and transparency in trade on the wholesale energy market and range of measures on technical interconnectors, so called Infrastructure Package should ensure the completion of the integration process till 2014. The political declarations in this matter announced at the Member States Summit in February this year and energy policy challenges described as 3x20% encourage Member States to coordinated and more effective actions. Poland should play important role in meeting of objectives of the sustainable, secure and competitive energy policy on the community level. The task of meeting this objectives has been imposed also on two institutions: the independent regulator and the independent operator as the representative of the Member State in the new European institutions. Political understanding of the new role of this institutions, the scope of independence as well as rather modest financial resources required to their active participation within European structures may bring unprecedented economic and social benefits. The active participation of Poland in this process due to its market size and geopolitical location create a chance to optimize the costs of meeting energy security goals and ecological requirements.

Artykuł przedstawia zastosowanie sztucznej sieci neuronowej do identyfikacji własności kotła wodnego rusztowego. Pokazano sposób identyfikacji sieci neuronowej, wykorzystując sygnały pomiarowe z obiektu, takie jak temperatura na wejściu i wyjściu z kotła, przepływ wody przez kocioł, prędkość rusztu, wysokość warstwy węgla, prędkość obrotowa wentylatora, temperatura spalin wylotowych, moc cieplna kotła oraz że można określić moc cieplną kotła przy użyciu sztucznych sieci neuronowych. Zaproponowano wykorzystanie neuronowego modelu obiektu do symulacji obciążeń cieplnych kotła, optymalizacji pracy (polepszenia sprawności cieplnej) kotłowni.

This paper presents the application of artificial neural network for identification of properties of the water boiler. The paper demonstrates how to identify the neural network, using test signals from an object, such as temperature at the input and output of the boiler, water flow through the boiler, grate speed, carbon layer height, fan speed, temperature of exhaust gases and thermal power boiler. It was shown that one can identify thermal power using artificial neural networks. Neural model's error does not exceed 2%. The possible applications of presented neural model include the simulation the heat loads of the boiler and optimization of the work of district heating plant resulting in its improved thermal efficiency.

W pracy przedstawiono wyniki pomiarów ilustrujących wpływ zjawiska samonagrzewania na charakterystyki monolitycznego liniowego stabilizatora napięcia 723. Przedstawiono są idealne i rzeczywiste warunki chłodzenia rozważanego stabilizatora napięcia umieszczonego w obudowach DIL14 oraz TO-5 i pracującego z radiatorem oraz bez radiatora. Uzyskane wyniki pomiarów ilustrują silny wpływ samonagrzewania na charakterystyki układów aplikacyjnych rozważanego stabilizatora.

In the paper the results of experimental investigations showing the influence of the selfheating phenomenon on characteristics of the monolithic voltage regulator 723 are presented. The ideal and real cooling conditions of the voltage regulator mounted in the packages DILI4 and TO-5 operating with a heat-sink and without any heat-sink are considered. The obtained results of measurements show a strong influence of selfheating on the output and transfer characteristics of the application circuits of the considered regulator.

Modelujemy regulator silnika spalinowego ZS stosowanego do napędu lokomotyw. Regulator służy do utrzymania nastawianej prędkości kątowej i mocy silnika. W celu identyfikacji oraz weryfikacji modelu regulatora opracowano matematyczny model stanowiska badawczego, służącego do diagnostyki regulatora. Prezentujemy matematyczny opis przetwarzania sygnałów przez zespoły stanowiska i regulator. Jako kryterium weryfikacyjne modelu przyjęto miarę zgodności sygnałów pomiarowych i symulacyjnych. Przedstawiamy porównanie wybranych wyników pomiarów i symulacji komputerowej.

We model a control system of the diesel - electric power drive of a locomotive. The control system in question serves to keep pre-set power and angular velocity of the engine shaft. To identify and verify the model of the control system a mathematical model of the test rig used for diagnosis of the control system has been worked out. As the criterion for the model verification the measure of conformity of measured and simulated signal has been assumed. In the paper we present the mathematical description of the flow of signals through the rig with special attention paid to the control system. We also present the comparison of some measured results and obtained by simulation.

The paper presents the realization of fractional order controller implemented in National Instruments sbRIO-9631 controller programmed in LabView. In order to digitally realize the fractional order controller transfer function, operator-based continuous fraction expansion (CFE) scheme is applied. DC motor – generator plant model is used as the controlled system. The controlled variable is the speed of the rotor.

W pracy przedstawiono praktyczną realizację regulatora niecałkowitego rzędu w sterowniku National Instruments sbRIO-9631 programowanym w środowisku LabView. W celu wyznaczenia dyskretnej transmitancji aproksymującej transmitancję ciągłą regulatora niecałkowitego rzędu wykorzystano rozwinięcie transmitancji niewymiernej w ułamek łańcuchowy i przyjęcie skończonej liczby elementów tego rozwinięcia. Obiektem regulacji jest model zespołu silnik - generator z silnikiem prądu stałego. Wielkością regulowaną jest prędkość obrotowa wału silnika.

W pracy poruszone zostało zagadnienie wykorzystania regulatorów ułamkowych bazujących na rachunku różniczkowym dowolnego rzędu (pochodno-całkowanie dowolnego rzędu) w sterowaniu robotem mobilnym. Problem implementacji numerycznej wspomnianego rachunku został rozwiązany przy wykorzystaniu heurystycznych metod, które biorą pod uwagę zarówno wartość rzędu, długość przedziału różniczkowania, a także formę samej różniczki.

Attention is paid to specific aspects of the competition in the telecommunication market at the transition stage. Regulation aspects in the Polish telecommunications are discussed. A detailed description of the Directive 97/33/EC on interconnection in telecommunications is given. Trends in changes of the telecommunication law in Poland are shown.

W ramach artykułu zaprezentowano stanowisko doktryny prawa administracyjnego w odniesieniu do zagadnienia funkcji regulacyjnej państwa oraz pozycji prawnej i charakterystycznych form działania organów regulacyjnych. Autor zaproponował uzupełnienie dominującego w doktrynie podejścia o wyróżnienie specyfiki nadzoru sprawowanego nad danym sektorem przez organ regulacyjny. Autor przedstawił cechy wyróżniające ten nadzór na tle typowego nadzoru materialnego, stosowanego przez organy administracji w ramach wykonywania reglamentacyjnej funkcji państwa. Charakterystyka nadzoru sprawowanego przez regulatorów pozwala, zdaniem autora, na wyraźne odróżnienie tej instytucji prawnej od nadzoru materialnego i określenie go mianem „nadzoru regulacyjnego”. W ramach artykułu autor dokonał analizy charakteru prawnego zezwoleń na dopuszczenie do eksploatacji pojazdów kolejowych zgodnych z TSI i przyporządkował ten akt administracyjny do grupy instrumentów regulacyjnych stosowanych przez Prezesa UTK, który jedynie obocznie realizuje cele z zakresu bezpieczeństwa na kolei.

The paper provides a scientific analysis of the legal character of duties and competences of the President of the Polish Railway Transport Office (UTK) concerning the interoperability of the European railway network, with particular emphasis on the authorization for operation of a railway vehicle consistent with TSI. The author presents an overview of the administrative law doctrine with reference to issues such as regulatory function of the state, its legal position, and the characteristic forms of the operations of its regulatory authorities. Moreover, the author proposes an addition to the approach prevailing in the doctrine consisting of a distinction of the specifics concerning the supervision of the regulatory authority over this sector. Furthermore, the article contains a presentation of the features regarding the abovementioned supervision in accordance with the typical material supervision applied by administrative authorities within the framework of the performance of the regulatory function of the state. In the author’s opinion, the characteristics of the supervision exercised by the regulators make it possible to clearly distinguish this legal institution from material supervision, and define it as ‘regulatory supervision’. Finally, the author analyses the legal character of the authorization for operation of a railway vehicle consistent with TSI and assigns this administrative act to a group of regulatory instruments applied by the President of the UTK, with ancillary influence on the security in the railway sector.
