Public space in contemporary housing estates - attention to the common good versus maximisation of investor's income

In the recent years we can observe a dynamic development of the housing market in Poland. Intensive activities of developers have been concentrated mainly on the outskirts of towns where the price of land is much lower than in the centre [1]. Very often, these areas do not have an official local land development plan and the structures that are built there are designed in accordance with the guidelines included in administrative decisions about conditions of building and land development, which are issued independently of one another. A really serious problem is a lack of a comprehensive concept of newly built districts. Structures are frequently created in a chaotic and inconsistent way. Moreover, these districts also lack the basic infrastructure such as roads. Another typical defect is negligence in relation to the public space which constitutes one of the characteristic elements of the city tissue that determines the residents' quality of life.

Jakość przestrzeni publicznej zależy w dużej mierze od poziomu świadomości architektów, zachowania podstawowych norm etycznych i ich zaangażowania w wykonywaną pracę. W ostatnich latach można zauważyć dynamiczny rozwój rynku mieszkaniowego w Polsce. Wzmożona działalność deweloperska koncentruje się przede wszystkim na obrzeżach miast. Rzucającym się w oczy problemem jest brak całościowego spojrzenia na nowo powstające dzielnice, w których zabudowa tworzona jest w sposób chaotyczny, niespójny. Powielanym defektem jest również niedbałość o przestrzeń publiczną, decydującą o jakości życia mieszkańców. Rolą architekta w projektowaniu osiedli jest dbałość zarówno o estetykę, etykę środowiskową, jak i dobro publiczne, przy jednoczesnej próbie porozumienia z inwestorem, zmierzającego do wskazania korzyści, które wynikają z poprawnych rozwiązań zagospodarowania terenu. W niniejszym artykule chciałbym wskazać przykłady synergicznego współdziałania uczestników procesu projektowego i pro-publicznych działań władz oraz inwestorów osiedli mieszkaniowych w Polsce.

Oszczędność jest cechą działania racjonalnego, ukierunkowanego na uzyskanie wyznaczonych celów przy efektywnym wykorzystaniu dostępnych środków. Jakość przestrzeni publicznej w mieście jest dobrym wskaźnikiem stopnia racjonalizacji działania samorządu lokalnego i dążeń społeczności.

Economy is a feature of rational activity directed at achieving planned and desired results by an effective use of the funds available. The quality of public space in the city constitutes a good indicator of the degree of rationalisation of the actions of the local government and pursuits of the community.

Public space is an important element of urban structure, playing various spatial, social and economic roles in towns/cities. Its quality influences the quality of life of the inhabitants and the attractiveness of the town as a whole. Public space located in town center is the most representative of its identity and image, and also serves multiple functions and activities. The quality of urban space depends on different factors, which have been discussed in professional literature for the last few decades. The author of this paper developed a model for assessment of the quality of public space in town centers based on studies of methods already used in Poland and abroad, and the analysis of trends and ideas which should be taken into consideration while constructing a set of criteria for assessment methods. The main goal of this paper is to present the methodology of research on the quality of public space in town centers using this model. An important element of the model is the proposed method of delimiting the research area – the town center – based on identification of key public space of a town. The model comprises three methods, which can provide valuable information on the quality of public space, and also serve as a basis for constructing ratings of towns in each of these methods and the model as a whole. The research conducted using this model in chosen medium-sized towns of the Łódź region showed that the results of ratings obtained using particular methods and the whole model coincide with subjective opinions on public space in town centers given by its users and professionals evaluating it.

W artykule podjęto próbę omówienia znaczenia zieleni w otwartych przestrzeniach publicznych miast i terenów zurbanizowanych, zwłaszcza w kontekście oceny jakości tej przestrzeni oraz wpływu człowieka na jej użytkowanie. W tym celu przedstawiono wybrane przykłady zagospodarowania przestrzeni publicznej z naciskiem na rozwiązania współczesne. Na podstawie takich realizacji jak np. Ogrody Turii w Walencji, Eko-bulwar w Vallecas na przedmieściach Madrytu, Muzeum Quai Branly w Paryżu, termy w Vals itd. starano się określić wspólne cechy otwartych zielonych przestrzeni publicznych oraz powiązań architektury z przyrodą, których celem jest spełnianie oczekiwań współczesnego użytkownika.

Significance of green areas within city open public spaces is being discussed in the article. All of this in the context of open space quality evaluation and its influence on utilization by man. For these purposes the selected examples of public space realizations were presented, putting emphasis on contemporary solutions. On the basis of such realizations as Gardens of Turia in Valencia, Eco-boulevard in Vallecas on the outskirts of Madrid, Quai Branly Museum in Paris and terms in Vals, an attempt was made to find common features of green open spaces, which live up to the expectations of an contemporary user.
