The term “accountability” refers to a manner of assuming responsibility, in particular a relevant verifi - cation of particular actions and processes located in time and assigned to a concrete subject. Usu ally the following two types of accountability are identifi ed: inter-institutional (horizontal) accountability and electoral (vertical) accountability. Accountability applies primarily to the executive branch of government, but it is included in the much wider range of the accountability of the particular institutions of a political system. It constitutes an element of the quality of democracy. There have been oscillations in the level of accountability in the political system of the Polish Third Republic. It was lowered in the years 2007–2015 when symbiosis occurred among the establishment, the state bureaucracy, the business community, and public opinion polling institutions.

The American model of democracy is identified with liberal democracy, which in the West is usually considered a democracy of the highest quality standards. The illiberal authorities in Poland criticize this model of democracy, introducing a number of legal changes which, in their opinion, are to lead to an improvement in the quality of democracy. American researchers quite unequivocally criticize the changes, especially those taking place in the area of independence of the judiciary, freedom of the media and women’s rights. They also criticize the attitude of the Polish authorities towards minorities, including LGBTQ+ communities. Criticism also appeared from the American authorities, although in this case we were dealing with a large variation in the approach of individual administrations. The aim of the article is to analyze and evaluate the American perspective on the quality of democracy in Poland. During the research, scientists and experts from research institutions in Washington, D.C. and New York were interviewed.

En el contexto de la Guerra Fría, Brasil y Argentina han pasado por dictaduras de Seguridad Nacional responsables por una masiva violación a los derechos humanos. Con las transiciones, Argentina y Brasil volvieron a ser democracias aunque persista un conjunto de legados del autoritarismo en el nuevo escenario social y político. Este estudio analiza: a) cuales legados del autoritarismo están presentes en los países referidos; b) cuales las políticas públicas que fueron creadas para hacer frente a los crímenes cometidos por el régimen autoritario; c) como los legados autoritarios pueden impactar en la calidad de la democracia.

Within the context of the Cold War, Brazil and Argentina experienced national security dictatorships responsible for a many violations of human rights. With the transitions, Argentina and Brazil returned to democracy although persistence of a series of authoritarian legacies can be observed in the new social-political scenario. The present study analyzes: a) which legacies of authoritarianism currently remain in these countries; b) which public policies were pursued to deal with the crimes committed by the authoritarian regime; and c) how the maintenance of these authoritarian legacies can have repercussions in the quality of democracy.

W artykule ukazano, w jaki sposób procesy partycypacyjne (w tym przypadku budżetowanie partycypacyjne) wpływają na motywacje i zwyczaje aktywnego obywatelskiego zaangażowania w społeczeństwie o dużym dystansie do władzy i wysokich wynikach unikania i niepewności. Wyniki pokazują, że prawie wszyscy respondenci zgłaszali zdobycie nowych umiejętności i wiedzy, jak również zwiększone upodmiotowienie (empowerment). Jego przejawy dotyczyły zarówno dalszego zaangażowania wspólnotowego, jak i większego poczucia prawa do monitorowania władz publicznych i pociągania ich do odpowiedzialności.

The study explores how participatory processes (in this case, participatory budgeting) impact people’s motivation for and the habit of active civic engagement in a society with high power distance and high uncertainty avoidance scores. The findings show that almost all respondents reported the acquisition of new skills and knowledge, as well as an increased expression of empowerment. The manifestations of empowerment varied from further community activism, to increased feeling of entitlement to monitor public authorities and hold them accountable.

The participation and representation of women in decision-making bodies is an important factor in evaluating the level of political culture and the quality of democracy in a country. In the Czech Republic, and in post-communist countries in general, the representation of women in decision-making is imbalanced when compared with the representation of men. This fact is indicative of patterns of governance and the attitudes and values of citizens and suggests a generally passive citizenship in post-communist countries. In reaction to this development, there have been a number of analyses on women in politics in recent years. In general these studies concentrate on the barriers facing women entering politics and actively involved in political life. In recent years there has been a tendency in the media to give space to women who have left politics and have them look back and evaluate their career and the nature of politics. In this respect the academic sphere is lagging behind. The authors of this article aim to fill in this gap. They examine the following question: why do women leave politics after having struggled so hard to get in? They focus on the experiences of women who, in most of the cases, spent more than a decade in politics. They look at the women’s retrospective evaluations of their political careers, at life-work balance in politics, and the women’s experience of departing from politics. The article concludes that the key factor behind entry into politics, and behind maintaining a political career, is the relationships within political parties. Stereotypes and strategies continue to influence the strategic choices of actors, who assimilate into the existing political culture and choose not to generate considerable pressure for change in gender relations in political life.
