W artykule przedstawiono wyniki analizy systemu bezpieczeństwa publicznego w Polsce pod kątem miejsca Państwowej Straży Pożarnej (PSP) w tym systemie. Szczególną uwagę zwrócono na relacje PSP z innymi podmiotami bezpieczeństwa państwa w kontekście ustawowych obowiązków tej polskiej organizacji ratowniczej.

The State Fire Service (PSP) is a leading element in many safety areas of public safety system in Poland. The main reason of participating PSP in the system is its scope of legal duties. PSP is placed among the other manners and tools in functional model of national safety system. The organization can be used for fulfillment of many different, but very important safety functions. PSP is not a subsystem of public safety system, whereas it has an organizational characteristic attribute. This fact leads to achieve a synergy effect by all PSP elements, taking all legal duties into consideration, and constituting PSP as the organization in a synthetic meaning. As PSP is integral element of the public safety system and the national safety system, it is in relation with the Polish Parliament, The Polish President, The Cabinet, the governors and the local government.

Artykuł stanowi uzupełnienie części pierwszej przeglądu zasad PR instytucji publicznych . Szczególną uwagę zwrócono tu na następujące sfery PR: relacje z obywatelami, komunikację wewnętrzną, identyfikację wizualną instytucji, wydarzenia specjalne, sponsoring, badania i pozyskiwanie funduszy.

The article is the addition to first part of the review concerning the PR rules in public institutions. Particular attention was paid to the following PR are-as: citizens’ relations, internal communication, visual organizational image, special events, sponsoring, as well as research and funding acquisition. It is a truism, that a development of public institutions on PR field should be multilateral. Not only such much noticeable PR aspects as cooperation with media organizations or usage of the Internet power but citizens’ relations, internal communication, visual organizational image, special events, sponsoring, research and funding acquisition as well in this proceeding ought to be taken into account. PR rules in this paper included could lead public in-stitutions to be much more flexible in describing organizational area. Object effectiveness could be increased as well, taking both internal criterions and external requirements into consideration.

Artykuł przedstawia miejsce PR w systemie bezpieczeństwa publicznego. Część pierwsza skupia się na zasadach PR w następujących jego sferach: relacje z mediami, informowanie publiczne, internetowy PR i publicity, w odniesieniu do działalności instytucji publicznych .

The article presents PR locus in the public safety system. The first part is focused on PR rules in following areas: media relations, public information, Internet PR and publicity, towards to public institutions’ activity. PR is a fundamental aspect of public institutions’ activity in both normal and abnormal conditions. It is dealt with as a fifth, independent management function as well. As a typology of PR rules is truly problematic aspect, object tools useful for public officers are worth to take into considerations. Group of the tools is constituted by media relations, public information, publicity, relations with citizens, internal communication, visual identity, special events, sponsoring, scientific researches and funds winning for scientific needs. The first four in three, important towards to PR locus in the public safety system, organizational conditions (normal conditions, image crisis conditions and reaction for public safety threats conditions) have been described.

Przedmiotem niniejszego opracowania jest przedstawienie koncepcji rozwiązania modelowego dla systemu bezpieczeństwa publicznego aglomeracji monocentrycznej i policen-trycznej. Biorąc pod uwagę uwarunkowania bezpieczeństwa dużej aglomeracji miejskiej przyjęto jeden uniwersalny schemat organizacji Policji. Jej funkcjonowanie w oparciu o określone formy i metody ogranicza do pewnego stopnia autonomię komendantów Policji w kształtowaniu bez-pieczeństwa stosownie do specyfiki i wewnętrznych uwarunkowań społeczno-organizacyjnych danej aglomeracji. Spośród dostępnych metod badawczych wykorzystano w szczególności me-todę obserwacji uczestniczącej. Niemniej jednak podstawową metodą naukową pozyskania da-nych empirycznych był sondaż diagnostyczny. Ponadto w artykule zaprezentowano opinię poli-cjantów na temat przeniesienia rozwiązań z aglomeracji warszawskiej do innych aglomeracji w Polsce. Przedstawiono autorską propozycję koncepcji rozwiązania modelowego dla systemu bezpieczeństwa publicznego dużej aglomeracji miejskiej.

The subject of this study is to present the concept of a model solution for the public security system of monocentric and polycentric agglomeration. Taking into account the security conditions of a large urban agglomeration, one universal scheme of police organization has been adopted. Its func-tioning on the basis of specific forms and methods to some extent limits the autonomy of police chiefs in shaping safety in accordance with the specificity and internal social and organizational conditions of the agglomeration. Among the available research methods, the participatory observation method was used in particular. Nevertheless, the basic scientific method for obtaining empirical data was a diagnostic survey. Furthermore, the article presents the opinion of police officers on the transfer of solutions from the Warsaw agglomeration to other agglomerations in Poland. The author’s conceptual proposal of a model solution for the public safety system of a large urban agglomeration was presented.

According to the legally binding directives concerning strategy, public safety is one of the fields of the state’s activity that is subjected to dynamic transformation. That is the result of the changes that occur within security area in international and national aspect. These changes indicate that this kind of security is one of the crucial meaning. Its essence concerns citizens’ safety in all subjects of state’s functioning. In order to carry out tasks within this area, public security system has been appointed that is a part of the state’s internal system of security. Due to its goals, public security system cooperates with many elements of the state security system that determines its effectiveness.
