The article deals with the Old Book Department, which is located in the Scientific Reading Room of the Municipal Public Library in Jaworzno. The text describes an exemplary library lesson that the librarian is teaching based on the oldest collection. The historical background of the times when the book was written is shown, as well as the author’s activities and its most important elements.

W tekście została opisana przykładowa lekcja biblioteczna, jaką prowadzi bibliotekarz w oparciu o najstarsze zbiory. Ukazane zostało tło historyczne czasów, w jakich powstała książka, opisano także działalność autora książki oraz najważniejsze jej elementy.

The article characterizes the specificity of public library activities and their role in education. The possibilities of using e-learning in the education process were also presented, with particular emphasis on public education. Attention was also paid to the growing importance and interest in this type of education. The paper discusses the possibilities of using e-learning in teaching, with particular emphasis on education conducted as part of the activities of public libraries. The article presents the offer of e-learning courses mainly in provincial and pedagogical libraries. The purpose of the analysis was to verify the scope of e-learning use by libraries, check the availability of training offered and the ease of finding them on library websites. The number of courses offered and their topics were also examined. Moreover, it was taken into account to whom the prepared courses were addressed. The paper presents the current state, possibilities for further development and suggestions of the authors, which are based on the growing technological possibilities, with more common access to the Internet. Research shows that the use of e-learning platforms by provincial public and pedagogical libraries is unfortunately not common. This situation may be dictated by the lack of funds to prepare such projects. This limitation should, however, lose its significance due to the decreasing costs of platform implementation as well as the increasing funds supporting library activities. In addition, the pressure of potential users can motivate the development of e-learning platforms in libraries.

W artykule scharakteryzowano specyfikę działalności bibliotek publicznych i ich rolę w zakresie edukacji. Przedstawiono również możliwości zastosowania e-learningu w procesie kształcenia, ze szczególnym uwzględnieniem edukacji powszechnej. Zwrócono też uwagę na rosnące znaczenie i wzrost zainteresowania takim sposobem kształcenia. Praca pokazuje możliwości zastosowania e-learningu w nauczaniu ze szczególnym uwzględnieniem edukacji prowadzonej w ramach działalności bibliotek publicznych. Artykuł prezentuje ofertę kursów e-learningowych głównie w wojewódzkich bibliotekach publicznych i wojewódzkich bibliotekach pedagogicznych. Celem analizy było zweryfikowanie zakresu wykorzystania e-learningu przez biblioteki, sprawdzenie ogólnodostępności oferowanych szkoleń oraz łatwości odnalezienia ich w internetowych serwisach bibliotek. Badano ilość oferowanych kursów oraz ich tematykę. Wzięto też pod uwagę, do kogo skierowane były przygotowane kursy. W pracy przedstawiono dotychczasową praktykę, możliwości dalszego rozwoju i propozycje autorów, które opierają się na rosnących możliwościach technologicznych, przy coraz powszechniejszym dostępie do internetu. Przeprowadzone badania pokazują, że korzystanie z platform e-learningowych przez wojewódzkie biblioteki publiczne i pedagogiczne nie jest niestety powszechne. Taka sytuacja może być podyktowana brakiem środków na przygotowanie takiego projektu. Bariera ta powinna jednak tracić na znaczeniu ze względu na malejące koszty wdrożenia platform z jednej strony, jak i rosnące środki wspierające działania bibliotek z drugiej strony. Ponadto presja potencjalnych użytkowników może wpłynąć motywująco na rozwój platform e-learningowych prowadzonych przez biblioteki.

JBiblioteka to innowacyjny pakiet startowy (oparty na open source CMS Joomla!) dla bibliotek publicznych, kładący nacisk na dostępność stron internetowych (accessibility). Biblioteki za jego pomocą mogą wdrożyć gotowy portal internetowy, który z założenia spełnia wymagania standardu WCAG 2.0 (Web Content Accessibility Guidelines) oraz użyteczności (usability) serwisów www. Jest to niezwykle ważne ze względu na Rozporządzenie Rady Ministrów z dnia 12 kwietnia 2012 r. w sprawie Krajowych Ram Interoperacyjności, minimalnych wymagań dla rejestrów publicznych i wymiany informacji w postaci elektronicznej oraz minimalnych wymagań dla systemów teleinformatycznych (Dz. U. 2012, pozycja 526). Rozporządzenie to zobowiązuje podmioty realizujące zadania publiczne do dostosowania serwisów www do standardu WCAG 2.0, uznanego w większości krajów Europy. W artykule zaprezentowano wyniki analizy eksperckiej dotyczącej przeglądu funkcjonalności pakietu JBiblioteka oraz analizy jego dostępności. Głównym celem niniejszego tekstu jest przedstawienie nowych rozwiązań w zakresie dostosowywania serwisów internetowych do potrzeb osób z różnego typu niepełnosprawnościami oraz zaznajomienie środowiska bibliotekarskiego z innowacyjnymi rozwiązaniami w zakresie podnoszenia jakości bibliotecznych serwisów internetowych.

JBiblioteka is an innovative template programme (based on open source CMS Joomla!) for public libraries, which puts an emphasis on the accessibility of internet pages. It allows libraries to introduce an internet portal, which meets the requirements of the WCAG 2.0. standard (Web Accessibility Guidelines) and usability of the webpage services. It is of utmost importance because of the Regulation of the Council of Ministers of 12 April 2012 about the Home Frameworks of Interoperability , the minimum requirements for public registers and electronic information exchange, and the minimum requirements for data transmission systems (Dz. U. 2012, entry 526). The regulation obliges entities of public utility to harmonize the webpage services to the WCAG 2.0 standard recognized in most European countries. The article presents the results of the experts’ analysis concerning the review of the functionality of the JBiblioteka template and the analysis of its accessibility. The main aim of the text is to present new solutions in the field of adjusting internet services to the needs of handicapped people and making librarians acquainted with innovative solutions increasing the quality of the library internet services.

JBiblioteka stellt ein innovatives (auf Open Source CMS Joomla! gestütztes) Startpaket für öffentliche Bibliotheken dar, das stark auf die Zugänglichkeit der Internetseiten (accessibility) fokussiert ist. Mit Hilfe des Startpakets können die Bibliotheken ein fertiges Internetportal freischalten, das dem Standard WCAG 2.0 (Web Content Accessibility Guidelines) sowie dem Nützlichkeitsstandard (usability) der Websites entspricht. Dies ist sehr wichtig vor allem hinsichtlich der Verordnung des Ministerrates vom 12. April 2012 über die Landesrahmen der Interoperabilität, die minimalen Voraussetzungen für teleinformatische Systeme (Gesetzblatt 2012, Nummer 526). Diese Verordnung verpflichtet Subjekte, die öffentliche Aufgaben umsetzen, dazu, die Websites an den in den meisten europäischen Ländern anerkannten Standard WCAG 2.0 anzupassen. Im vorliegenden Beitrag wurden die Ergebnisse der durch Experten durchgeführten Analyse der Funktionalität des Pakets JBiblioteka und dessen Zugänglichkeit erleutert. Das Hauptziel des Beitrags ist, neue Lösungen in Bezug auf die Anpassung der Websites an die Bedürfnisse von behinderten Personen darzustellen und die bibliothekarischen Kreise mit innovativen Lösungen im Bereich der Qualitätserhöhung der Bibliothekswebsites bekannt zu machen.
